Subject : Complaint of Shri Ramashraya Singh Patel against Dr. Suresh Kumar and Dr. Brijesh Kumar of Upkar Clinic

A complaint of Shri Ramashraya Singh Patel, Managing Director, Ramashraya Universal Marketing Corporation, Shop No. 3, Sakriba Industrial Estate, B/H Indo German Tools, Phase IV, GIDC, Vatva, Ramol, Taluka, Ahemadabad – 45, Gujarat, forwarded by Medical Council of India, alleging that Shri Suresh Kumar and Shri Brijesh Kumar of Upkar Clinic in Vijay Park, Main Road, Near Yamuna Vihar, Delhi, have been impersonating as doctors without holding the requisite qualifications, was examined by Delhi Medical Council.

It is noted that Shri Suresh Kumar and Shri Brijesh Kumar with the address of Upkar Clinic in VijayPark, Main Road, Near Yamuna Vihar, Delhi, are not registered with the Delhi Medical Council.

The Delhi Medical Council further notes that an inspection report No. F.1/11/2006/DHS/AQ-IX/NE/18357 dated 21.1.2008 in respect of Upkar Clinic, was received from the office of CDMO (North East District), Directorate of Health Services, Govt. of NCT of Delhi, wherein it was observed that Dr. Vinod Kumar Sharma was practicing allopathy in addition to Homeopathy and Ayurvedic medicine at Upkar Clinic, Main Road, Vijay Park, Maujpur, Delhi. The report did not verify practice of medicine by Shri Suresh Kumar and Shri Brijesh Kumar at Upkar Clinic. Subsequently show cause notices were issued to Shri Vinod Kumar Sharma, Shri Suresh Kumar and Shri Brijesh Kumar

at Upkar Clinic Vijay Park Main Road, Maujpur, Delhi. The same were returned undelivered to the office of Delhi Medical Council with noting from the postal department that the addresses were incomplete. On 3rd July, 2008, the Delhi Medical Council wrote to CDMO (North East District), seeking complete addresses of Upkar Poly Clinic. A reminder was again sent to CDMO (North East District) No. DMC/DC/F.14/Comp.330/2/2008/56047 dated 18th August, 2008 in this regard.

The Delhi Medical Council expressed disappointment at the conduct of the officers of Directorate of Health Services, in failing to provide the complete address of Upkar Polyclinic, in spite of reminder and observed that due to non availability of complete addresses, the Delhi Medical Council is unable to proceed further in this matter and the same stands closed.
