DEPARTMENT: Human Resources
STATUS: Exempt
POSITION SUMMARY:
Oversees the day-to-day operations of Human Resources Department, including the supervision of support staff.
ESSENTIAL FUNCTIONS:
1. Ensures compliance with all local, state, and federal regulations as they relate to the personnel function.
2. Plans, monitors, and manages the WHA’s hiring procedure including posting, advertising, management of applications, pre qualification criteria, and orientation of new employee.
3. Develops and ensures compliance with an objective performance evaluation program.
4. Maintains competitive benefit programs for the WHA including health benefits, workers’ compensation benefits, and retirement benefits.
5. Ensures timely resolution of benefits claims and employee requests.
6. Works closely with staff members to develop needed management or other business related training programs.
7. Ensures ongoing positive communications throughout the organization through training programs, informational memos and updates.
8. Manages the development and implementation of the WHA’s Affirmative Action Program; ensures that the program is updated annually and that all supervisors receive the training needed to comply with the spirit and letter of the program.
9. Ensures that the WHA’s Workers’ Compensation, Directors and Officers, and Employee Fidelity insurances are maintained and claims processed in a timely manner.
10. Conducts annual review of job descriptions and updates when necessary; ensures preparation of job descriptions for new positions.
11. Maintains WHA’s organizational chart.
12. Counsels employees on an as-needed basis and discusses and/or advises supervisors on personnel related issues.
13. Investigates employee complaints and/or grievances including sexual harassment complaints.
14. Oversees personnel record keeping and ensures that accurate records are maintained in compliance with state and federal regulations.
15. Ensures the confidentiality of personnel matters.
16. Assists with the preparation of employee disciplines, conduct investigations as needed and maintains relevant records.
17. Participates as a member of the management team during contract negotiation with employee unions.
18. For an employee with a law degree, serve as back-up to the General Counsel in handling matter before the Housing Court.
OTHER RESPONSIBILITIES:
1. Performs similar job-related duties as assigned.
EDUCATION, EXPERIENCE AND SKILLS REQUIRED:
1. Four (4) year college degree required. Law degree is preferred.
2. Three (3) years direct supervisory experience required.
3. Five (5) years’ experience working with complex legal documents, working with regulatory documents and record keeping required, work in the areas of workers compensation, labor negotiating, employee benefits, and human resources relates areas is preferred.
4. Ability to read, understand, interpret, and apply regulations and laws relating to a variety of issues including Affirmative Action, workers’ compensation benefits, and employer’s and employee’s rights.
5. Ability to communicate effectively both orally and in writing.
6. Strong analytical and interpersonal skills.
7. Ability to organize and prioritize work and meet deadlines.
8. Ability to be relied upon to be available for work.
