Four Fraudsters Arrested
Got issued 57 Credit Cards of CITI Bank using fake identities of non-existent Air India employees
Caused a loss of over 40 lakhs to the CITI Bank
The Economic Offences Wing, Delhi Police has arrested three accused namely:-
1.Mayank Jain (age 28 years) s/o Anil Kumar Jain r/o G-81/2, Jagat Puri, Delhi.
2.Roshan Dass (age 27 years) s/o Muneshwar Prasad r/o A-77, Bhagwati Garden, Uttam Nagar, Delhi,
3.Kuldeep Srivastava (age 23 years) s/o A K Srivastava r/o J-65, Street No. 9, Pandav Nagar, Delhi.
4.Ashok Ganwani (age 35 years) s/o Nanak Ram r/o 44, J & K Block, Laxmi Nagar, Delhi,
who used to get Credit Cards issued from the Citibank on the basis of fake salary slips and Identity Cards of Air India.
Citibank had complained to the Economic Offences Wing alleging that 57 Credit Cards were issued by them between January to April, 2012 and transactions on these cards were dubious.
A case vide FIR No.39/13 dated 27.2.2013 u/s 420/467/471/120-B IPC PS E.O.W. was registered and investigation was taken up by a team led by SI Umesh Sharma. Verification of the documents submitted alongwith application forms revealed that the salary slips and I. Cards purportedly issued by Air India were used to get issued the Credit Cards. Investigations in Air India revealed that no such employees were working in Air India and all these documents were fake. Close scrutiny of the transactions revealed that these cards were used at a few selected places only. Meticulous surveillance revealed that these cards were mostly used at S.P. Enterprises, Laxmi Nagar, Delhi, a mobile shop. When the Proprietor of this shop Ashok Ganwani was interrogated, the whole conspiracy came to light. The master mind of the whole game was Mayank Jain.
Unique Modus Operandi:
The accused persons Mayank Jain and Roshan Das had their fathers working in Air India and they used to live in Air India Colony, Vasant Vihar. They were familiar with the working of Air India and well acquainted with the I. Cards and salary slips being issued by Air India. Both accused worked as agents for Insurance Policies and Bank loans but were unable to meet their expenses due to lavish life style. Both decided to get Credit cards issued fraudulently. They used to fill up forms, paste photographs of different persons which they had taken for Insurance Policy etc. and deposited with the Bank, with fake identities created through computer, using the known formats of AI identity cards and salary slips. Since they were well acquainted with Air India Colony, Vasant Vihar, Delhi, they gave addresses of locked houses of the Air India colony. They also used to purchase a prepaid SIM card in the non-existent applicant’s name and filled the same in the application form, to respond to any telephonic verification. Since the CITI Bank credit card application form demanded a landline number also, they gave numbers of some out-of-use/faulty numbers extensions of Air India office. They used to keep a sharp vigil and whenever the courier boy visited to deliver the Credit cards they collected the same. The third accused Kuldeep Srivastava is techno savvy and the fake documents were created on his laptop, as he had been a master in Adobe Photoshop. He has been preparing for MBA from M.D. University Rohtak. The fourth accused Ashok Ganwani is the proprietor of S.P. Enterprises who used to swipe cards on the condition of his own commission and returned the cash to these accused. Transaction through Ashok Ganwani has been to the tune of Rs.18 lacs. Some other cards swiping points have been identified and raids are being conducted.
Citibank has suffered a loss to the tune of Rs.40 lacs at the hands of these three accused. Further investigation is in progress.

HUMAN TRAFFICKERS SELLING AN INFANT APPREHENDED.
DEAL STRUCK FOR Rs.3 LACS.
NURSING HOME OWNER ARRESTED.
INTRODUCTION:
In a significant development, Special Unit of Crime Branch has succeeded in busting an organised racket of human trafficking. Owner of a Nursing Home alongwith lady accomplice has been arrested and one infant (baby girl about 2 months old) has been recovered from their possession.
INFORMATION, TEAM AND OPERATION:
A confidential input was received that some persons are indulging in human trafficking and the racket can be busted if a proper trap is organised.
A team of dedicated staff of Crime Branch was constituted to work on this input. Lead by Inspr Sunil Kumar, the team comprised of SIs Ravinder Teotia, NS Rana, Ravinder Verma, HCs Vasik Ahmed, Ieed Mohd, Cts Kusum Pal, Devender, Mohit, Prem Pal, Manoj and Rakesh under close supervision of ACP SS Gill and overall guidance of Addl.DCP Bhisham Singh. Informers were also deployed to develop this information further. The team toiled day & night and arrived at the conclusion that the inputs were genuine and authentic.
On 1.5.2013, a specific information was received, that this gang is trying to sell a baby girl to a prospective buyer. And that around 3 pm, one person would be coming near Vinayak Restaurant, East Jyoti Nagar to strike a deal. The team immediately swung into action and took alongwith them a member of NGO, “Shakti Vahini” and laid a trap. At the instance of the informer, a decoy customer was sent to the accused who settled the deal and paid Rs.3 lakh. While they handed over the custody of the baby girl to the decoy customer, a signal was flashed and the team members nabbed two persons. A case vide FIR No.80 dated 1.5.13 u/s 317,363, 365, 342, 370/120-B/34-IPC and 23, JJ Act PS Crime Branch has been registered in this regard.
The accused have been identified as Sumit Sharma s/o Shri Mam Chand Sharma r/o 37, Janta Flats, GTB Enclave, Age 28 years and Ms Niharika d/o Shri Gladwin Messey r/o Chattarpur, Mehrauli, Delhi, Age 26 years.
INTERROGATION:
Both the accused were subjected to intensive interrogation. It was revealed that the main accused is running a Nursing Home in the area of Shanti Nagar, Loni in the name of Jeevan Jyoti Nursing Home. While running the nursing home, he came in contact with one Dina Nath, who was indulging in human trafficking. Dina Nath offered Sumit handsome amount for being a partner in human trafficking activities. Few days back, Dina Nath and Sumit managed to get one baby girl from their sources and they were trying to sell her to prospective buyers.
PROFILE:
1.Accused Sumit was born in his native village Gauripur (Baghpat) and did his schooling from Govt. College Baghpat. He belongs to a farming family. In 2003, he came to Delhi and started working in a medical store in Loni. In 2007, he took admission in BAMS at Muzaffar Pur, Bihar but could not complete his BAMS. His desire to become a doctor was so strong, that although he does not possess requisite qualification, he started running a nursing home in Loni.
2.Ms. Niharika was born in Shanti Nagar, Loni. Her father was a security guard in a private factory in the area of Loni. In 2003, she completed her 12th through correspondence. Thereafter, she took admission for doing graduation but due to some circumstances, she could not complete her graduation and started working in private companies. In the year 2006, she came in contact with accused Sumit, who is to one of married her friends. Presently, she is pursuing her nursing course from SubharatiMedicalCollege, Meerut. Accused Sumit lured her to join this illegal activity with the promise of easy money.
On the orders of the Child Welfare Committee, the child has been admitted to “Udyan” (An NGO), Gole Market, New Delhi, for shelter, care and protection.
Investigations have further revealed that the infant was procured from the area of ShastriPark, Delhi. Efforts are being made to trace the biological parents of the girl child. Possibility of involvement of these criminals in other similar offences is not ruled out at this preliminary stage of investigation.

LADY CHEATER NABBED
With the arrest of Smt. Manjeet Kaur w/o Sh. Rajender Singh r/o H.No. 18/7 MCD flat ModelTown, Delhi, a case of cheating has been worked out by the staff of PS Adarsh Nagar.
INCIDENT
One Sh. Santosh Kumar resident of Kalkaji, New Delhi visited his friend Shyam Sunder resident of Noida at his house where the complainant met with one Titu a relative of Shyam Sunder. Titu told that his maternal aunt (Mami) namely Manjeet Kaur is residing in Delhi and can be helpful in providing Govt. job. Titu took Santosh to his maternal aunt’s house at 18/7 MCD flat Azadpur, Delhi. Smt. Manjeet Kaur assured Santosh to get him the job of peon in MCD Seemapuri, Delhi. She demanded Rs. 1,43,000/- for getting the job to Santosh. The complainant’s father gave her the educational documents and Rs. 1,43,000/-. After three months, a joining letter was given to Santosh by the accused. When he reached Seemapuri for joining, he was shocked to know that there was no such vacancy/appointment. After this, he gave a compliant to Police Station Adarsh Nagar on which a case vide FIR No. 131/13 u/s 420 IPC was registered and the accused Smt. Manjeet Kaur has been arrested.

Whereas, the Hon’ble High Court of Delhi vide its judgement dated 13.12.2012 in contempt petition (C) No. 393/2010 (in WP(C) No. 8031/2009) has passed an order to notifiy a General Taxi Stand to the operator.
And whereas, in compliance of above Court’s direction, a joint survey of the site, with the officials of SDM/Chanakyapuri was conducted on 24.1.2010 alongwith JE/NDMC at “Satya Marg, between CPWD Office & DTC Bus Stand, Opp. Bikanerwala near Adarsh Taxi Stand, New Delhi” which was found suitable for the allotment of taxi stand.
And whereas, the Delhi Trafic Police had requested NDMC to issue necessary ‘No Objection Certificate’ for the allotment of a General Taxi Stand as per orders of the Hon’ble High Court of Delhi in CP(C) No. 393/2010 vide memo. No.23429/Admn. Branch/T, dated 30.11.2012.
And whereas, the NDMC had also furnished the requisite ‘No Objection Certificate’ vide letter No. D/2534/S.O. (Enf.)/NDMC, dated 21.12.2012 (Copy of the same alongwith site plan enclosed) to notify a taxi stand on the proposed site.Hence, a taxi stand for halting and parking of taxis is required to be notified, in public interest on the above proposed site.
Now, therefore, I, A.K. Singh, Dy. Commissioner of Police/Traffic (HQ), Delhi in exercise of powers conferred upon me u/s 3 of the Delhi Control of Vehicular and other Traffic on Road and Street Regulation, 1980 do hereby order to notify a General Taxi Stand for halting and parking of 5 taxis (DLT) at “Satya Marg, between CPWD Office & DTC Bus Stand, Opp. Bikanerwala near Adarsh Taxi Stand, New Delhi”, with immediate effect, in public interest.
And whereas this halting and parking place for taxis will not be owned by any individual or authority and is notified on temporary basis. And whereas the notifying authority reserves the right to cancel the notification subsequently in public interest for reason of traffic regulation, requirement of security, local complaints, refusal, misbehavior, overcharging, or any subsequent objection raised by the land owning agency. MCD/NDMC/DDA/L&D.O. etc. shall not confer any tehbazari rights for the site to any individual. No pucca/semi pucca structure, water, electricity and telephone connection shall be allowed on the site.
This order shall come into force with immediate effect.
This order shall be published for information of the general public in the official gazette and by affixing a copy on the notice board of the office of DCsP/Traffic and Distt. DCsP and Police Stations in Delhi/New Delhi.
