How to Access Special Education Services and Programs…
...Parents, guardians, teachers, counselors and others identify students who have special needs
…. Assessment data will then be collected and reviewed with the parent and building-level team.
...Classroom interventions begin.
...Recommendations will be made for either continued classroom interventions or a formal evaluation.
…Written parental permission is required for a formal evaluation by the school psychologist.
…A multidisciplinary team (MDT), which includes the parents, collects and analyzes the data from the evaluation.
…An Individualized Education Program (IEP) team reviews the recommendations from the MDT and determines if the student needs specially designed instruction.
…If the student is eligible for services, the team develops an IEP.
...IEPs are reviewed and updated annually.

A Guide to
Special Education
Services & Programs
WELLSBORO AREA SCHOOL DISTRICT
This guide lists and explains the Special Education Services and Programs available in the district. All programs are operated by the School District alone or in conjunction with the BLaST Intermediate Unit #17.
Instructional Support
Every effort will be made to adapt a regular education program to your child’s needs before he/she is evaluated for special education services.
Classroom adjustments may include curricular adaptations, modifications in assignments and/or changes in instructional or behavioral management approaches.
Due Process
The Fourteenth Amendment to the United States Constitution ensures everyone “Due Process” and “Equal Protection” of the law.
Due process is a series of steps to guarantee each pupil a Free, Appropriate Public Education (FAPE). At each step in determining your child’s needs for specially designed instruction, parents are involved in the decision-making process. An explanation of your Due Process rights is available upon request in each Wellsboro Area School District building.
Confidentiality
Wellsboro Area School District maintains strict confidentiality ethics and strives to protect the privacy rights of all parents and children.
