At 10:00 AM 9/6, Entergy’s transmission system had 46 lines and 36 substations out of service. Overall, restoration of the transmission system is progressing well except in the areas impacted by flood waters or security issues.

Entergy has 17 generating units in the New Orleans area that are fueled by natural gas and/or oil. Currently, generation capacity is sufficient to meet load, and fuel supplies are adequate.

At this time, the fact that the Waterford 3 nuclear power plant is offline is not causing problems or concerns with regard to Entergy's ability to meet load demands. Entergy plans to restart Waterford 3 and is going through the procedures and steps that are required to do so.
Entergy reports that at its worst point, the company had a total of 660 transmission linemiles, 263 substations and 1,560 distribution feeders out of service; currently, 42 transmission lines and 34 substations are out of service. In Mississippi, all substations are now restored and transmission lines continue to be energized.

According to coal analysts, it is estimated that Hurricane Katrina may impact coal consumption this fall because coal-fired plants that typically ramp down following the peak summer months may be required to continue generating at high levels to make up for the gap caused by damage to gas production.
Katrina affected 37,000 square miles, or roughly one third of Entergy’s service territory. The storm passed 3,000 miles of transmission lines and 30,000 miles of distribution lines. At its worst point, Entergy had a total of 660 transmission line-miles, 263 substations and 1,560 distribution feeders out of service. A significant portion of New Orleans is flooded and substations will take extended time - months - to restore. Those that are not flooded had widespread damage. Entergy has reenergized six substations within the city and restored distribution on a very limited basis, extensive restoration work remains outside the city that the company will complete first.

U.S. Nuclear Regulatory Commission has authorized the restart of the Waterford Nuclear Plant, near Taft, Louisiana. Workers are performing maintenance unrelated to the hurricane prior to initiating procedures leading to restart of the reactor. The plant shut down as a precautionary measure on Aug. 28 when a warning for Hurricane Katrina was issued for St. Charles Parish, La., where the plant is located. Once operational, Waterford will supply electricity to support recovery of the regional infrastructure.

Ten of Entergy’s seventeen generating units in the New Orleans area that are fueled by natural gas and/or oil have been returned to service. Several of the units that are currently offline operate only a few days out of the year during peak periods.

Nine of those units have been returned to service, with one more expected to return late this week. To put this number in perspective, one must understand that several of the units that are currently offline operate only a few days out of the year during peak periods.
Entergy Transmission reports 32 lines out of service and 25 substations as of 11:00AM 9/13/05. Transmission lines and substations continued to be restored on the eastbank and westbank of Jefferson Parish.

Entergy has reported estimates that some 12,700 poles were damaged in areas that are not inaccessible to crews. The heaviest damage to poles appears to be in the following areas: Amite-Bogalusa -- 4,400 poles; Westbank -- 2,300 poles; Metairie Kenner -- 2,100 poles; Lockport and Luling -- 1,800 poles; and Hammond -- 1,600 poles.

On 9/23/05, Entergy New Orleans filed for bankruptcy protection (not Entergy Corporation). Entergy Corporation, Entergy New Orleans, the Louisiana Congressional delegation, the New Orleans City Council and the mayor of New Orleans are working in concert to try to get direct assistance from the federal government so that customers don’t have to pay for the existing, now damaged, facilities and any new replacement facilities.
On 9/21 Entergy reported progress of gas restoration by area in New Orleans: Algiers (100%), French Quarter (10%), CBD (98%), Central City (50%), Uptown (50%), Downtown (15%), Broadmoor (20%), Carrollton (3%), Mid City (15%), Gentilly (45%), Lakeshore (100%), Lake Vista (40%), Lakeview (50%), New Orleans East (0%), and 9th Ward (0%). A total of 53,646 gas customers (37 %) have been restored.
As of 9/23/05, Entergy’s transmission system currently has 27 lines and 22 substations out of service in the area affected by Hurricane Katrina. This is down from 181 lines and 263 substations out of service following Katrina’s hit, but the number likely will change due to the affects of Hurricane Rita.

Entergy reports that very preliminary assessments of their electrical system show widespread damage to facilities in southeast Texas and southwest Louisiana. Entergy’s transmission system currently has more than 70 substations out of service in Louisiana and Texas, primarily between Beaumont, Texas, and Lake Charles, La. Damage assessments will not begin until after the storm passes. As of 9/24/05 10:30CDT Entergy has 269,062 customers out of service.

As of 9/25/05, Entergy’s transmission system currently has 153 lines and 120 substations out of service in Louisiana and Texas, primarily between Lafayette, Louisiana, and New Caney, Texas. Damage assessments will not begin until after the heavy rain ceases. Hundreds of poles, wire spans and transformers have been damaged, with hundreds more lines out of service due to tree damage.

Entergy’s transmission system has extensive damage. At 5:00 PM 9/25/05, preliminary damage assessments show 279 lines and 284 substations out of service. Both wooden and steel structures are damaged. Key transmission lines are out of service and this will slow restoration. Preliminary assessments show some of Entergy’s power plants sustained wind damage, but there was no flooding.
Entergy is asking customers in its western area north of Houston to voluntarily reduce electricity consumption. The unusual appeal is the result of extensive damage to Entergy's transmission system and the anticipated high demand due to high temperatures. Key transmission lines that could bring electrical power from the East are out of service. If rolling outages become necessary, customers may have their service interrupted for 60 minutes at a time. Individual customers may experience multiple outages.
Entergy reports that they have 156,300 customers in Louisiana unable to accept service due to significant repair or reconstruction requirements.
Entergy reports 7,383 customer outages in Mississippi. In addition, Mississippi Power reports that 19,443 customers have been unable to accept service following Hurricane Katrina due to significant repair or reconstruction costs.

Entergy's bulk transmission in east Texas has had severe damage including 500-kV lines with damaged structures. Restoration of electricity to essential services will be made after transmission system repairs are made.
Entergy’s transmission system has extensive damage. At 8:00 PM 9/26/05, it reported at least 288 lines and 283 substations out of service. Both wooden and steel structures are damaged and key transmission lines are out of service that will affect service restoration efforts until they are returned to service.
Entergy reports that East/West Transmission limitations have resulted in some rolling customer outages as a result of heat and high load conditions in the western areas of the service territory. The rolling outages last about 60 minutes and have affected approximately 142,000 homes and businesses in Montgomery, Walker, Grimes and Liberty counties.

Entergy reports that all transmission lines to the major industrial loads (7 refineries) in the Lake Charles - Port Arthur area have extensive damage. Restoration of electricity to these refineries is a priority for the company.
Entergy reports that the extensive damage to their transmission system includes approximately 290 transmission lines and 287 substations out of service. Both wooden and steel structures are damaged and some key transmission lines are out of service that will affect the company’s ability to restore service. Entergy has made progress in restoring its 500 kV and 230 kV transmission lines.
Entergy Texas continues service interruptions on a rotational basis to customers in the portion of its service territory north of Houston to avoid a blackout that could affect the area for an extended period. The rolling outages continue to affect homes and businesses in Montgomery, Walker, Grimes, and Liberty counties.

Service restoration to the seven refineries served by Entergy in the Port Arthur and Lake Charles areas remains a priority following establishment of grid service to generation sources. Limited 230KV service into the Port Arthur area is projected within a few days, but the refineries are served from the 69KV system that has substantial structural damage. In the Lake Charles area, Entergy projects limited transmission service for restoration and clean up activities in a few days and start up capacity in a week to 10 days.
Entergy has restored 70 lines and 113 substations to service since landfall, with 264 lines and 259 substations remaining out. Entergy expects that restoration of a transmission source into the Beaumont area is expected to be completed by late 9/29/05.
Rolling outages to customers north of Houston due to transmission capacity constraints have continued but these outages are expected to be reduced or eliminated 9/29/05 as a combined function of restored east-west transmission ties and reduced load from predicted cooler weather.
The Kinder Morgan gas storage facility in Huffman was energized by Entergy on 9/29.
9/30/2005
Entergy reports that of its 14 fossil units in the area affected by Hurricane Rita, two are online and 12 are currently offline. Of the 12 offline units: five units are available for restart once transmission and distribution issues related to the plants are resolved, two units are available once offsite power is restored, and five units remain offline until storm damage repairs are completed.
In support of restoration activities in Texas, Secretary Bodman issued an order to authorize and direct CenterPoint Energy to temporarily connect and restore power to Entergy Gulf States, Inc. Under this order, CenterPoint has picked up the Sam Houston Coop load for Entergy at Long John substation and on 9/30 CenterPoint will pick up the Sam Houston Coop load for Entergy at Tarkington substation. CenterPoint and Entergy are also working on a plan to restore service to the Strategic Petroleum Reserve at Big Hill. CenterPoint planners ran studies to confirm that the motor starting load can be carried from the CenterPoint system to the east. The Stowell-Big Hill line has a damaged structure which CenterPoint will fix for Entergy on 9/30.

Entergy reports that as of 5:30 AM 10/3, there are 191 transmission lines and 219 substations out of service. Hurricane Rita at its peak took out of service 82 percent of Entergy’s Texas transmission lines and 38 percent of the transmission lines in southwest Louisiana, including all of the lines west of Lafayette.
