Agencies and Guests Attending: NM Office of State Engineer, NM Energy, Minerals & Natural Resources, NM Game & Fish, NM Environment Dept., NMGIC, RGIS-EDAC, NM Taxation & Revenue Property Tax Division, NM Bureau of Mines, Health Policy Commission, State Land Office, UNM Division of Government Research, Bernalillo County (NMAC), City of Santa Fe County, City of Albuquerque (NMML), US Forest Service, Bohannon & Huston.

The minutes from the August meeting were approved.

Old Business

·  Statewide GIS Data Acquisition and Distribution Working Group (GDACC) – Mike Inglis –

o  Energy & Minerals submitting a proposal to FEMA for DOQQ acquisition; proposal will be to acquire orthophotos for private land with high fire danger.

Other Business:

·  Statewide Well-ID – Jim Benenson– project Manager for the Well Exchange Program, opened the floor to a discussion of the NMED/OSE proposal to adopt a State Well Identification System presented in last month’s meeting (see August’s meeting notes). Discussion centered on the unique identification id proposed for every hole drilled into the ground. Glenn Jones proposed a combination of Lat/Long for generation of this number. Jim’s responded that the possibility of duplicate locations due to poor resolution of the well locations precluded using a geo-location solution for the id.

·  Multi-Agency C-3 for Geospatial Resource Center for NM – Mike Inglis – several members of GISAC were given an audience at the OCIO’s office this past month and used the opportunity to present their ideas on creating a “state-wide mapping office. As a result of this meeting Mike, Amy Budge, Shirley Baros and Rick Koehler prepared a multi-agency C-3 request for the funding of a statewide Geospatial Resource Center to be operated and housed at EDAC at UNM. The proposal being submitted to the legislature calls for establishing a resource center for state agencies that will deliver and manage common data sets, provide mapping services and coordinate pilot and prototype projects. A copy will be posted on the GISAC website ftp://www.gisac.state.nm.us.

Announcements:

·  Information Technology Commission (ITC) – Neil Meoni not present.

·  National States Geographic Information Council (NSGIC) –Amy Budge at NGSIC annual conference in Austin; will report on proceedings during October meeting.

·  Western Governor’s Association (WGA) – Rick Koehler – not present, but forwarded report of "no new activity" by WGA GIC.

·  Resource Geographic Information System (RGIS) – Mike Inglis reports RGIS technical team configuring a 4 TB server outside the firewall for serving up data.

o  Newly received color IR, NAPP DOQQs from USGS covering portion of south central NM (see below). Orthophotos date from 1/19/2003.

·  New Mexico Geographic Information Council (NMGIC) – Rick Koehler fall meeting and workshop set for October 7th and 8th.

·  Geodetic News – Bill Stone – Not present.

·  Agency Reports

Bernalillo County – Jon Phillips announced the availability of the 2004 orthophotography for the county. The new set will include portions of Valencia, Torrence and Sandoval counties. It is available in MrSid format tiled by the BC Zone Atlas.

US Forest Service – Kerri Mich – announced the availability of natural color aerial photography at 1:8000 scale of the Canadian River drainage. DOQs at 1/2 foot ground pixel resolution and topographic maps at 1 inch = 50 feet (1:600) with 1 foot contours are planned. The area that is flown is in the Kiowa National Grasslands in Mills Canyon. This is in quads 36104 a3 and a4. The Valle Vidal in the Jemez was also flown this summer and quarter meter pixel, natural color DOQ's are now available from this project. The Gila will be flown this next summer.

o  BLM - Liz Peck – announced the BLM had acquired QuickBird (Digital Globe) panchromatic and pan-sharpened imagery for areas near Taos, west of Albuquerque, and Otero Co. The imagery all dates from 2003 with the exception of Otero County which dates from 2002. She also reiterated the report from last month’s meeting about the joint effort of her agency and the USGS to build DOQQs for 200 quads in SE NM with the digital DMC camera (see August’s notes).

STATEMAP Program – Glen Jones discussed the NM Bureau of Geology and Mineral Resources use of the grant funds from this federal program to produced geology maps for NM. Currently maps finished for Albuquerque and East Mountain area; Espanola Basin and Taos. Maps and data from this program available at http://geoinfo.nmt.edu/.

Highlight Corner: Dave Hanson of Pictometry presented a demonstration of the oblique imagery and their Electronic Field Study software (EFS) his company offers. The oblique images provide a means to capture important geometrics on building footage and height for Tax Assessorss and Emergency Management personnel.
