The Regular Monthly Meeting of the Board of Fire Commissioners for September 14, 2016

The regular monthly meeting of the Board of Fire Commissioners for September 14, 2016 was convened by ChairmanDeegan at 7:35pm.

Pledge to the flag and a moment of silence were held formilitary and firefighters.

In attendance was ChairmanDeegan, Comrs.McCarthy, Ciancio, Bonanno, Chief Kingand Secretary-TreasurerCiancio.

It was moved on a motion made by Comrs. Ciancio/McCarthy to accept the minutes of the regular monthly meeting of the Board of Fire Commissioners for August 10, 2016. MC.

Correspondence: 1) A letter from Valhalla Fire Co #1 accepting the resignation of Dylan Hyman in good standing.

It was moved on a motion made by Comrs. McCarthy/Bonanno to accept as read the Treasurer’s Report, the bills submitted for payment be approved, and transfers executed. MC. Comr. Ciancio abstained from voting on check 4601and 4602 as this is his daughter.

It was moved on a motion made by Comrs. Bonanno/Ciancio to accept the Chief’s Report as read. MC. Activity Report for August2016: 35 alarms for 333 man hours; 4 drills for 72.5 man hours; 2 meetings for 72 man hours; 9 misc. for 81 man hours. TOTAL: 717.5 man hours.

Chief King reported the Dept. participated in a walk-thru of the new dorm at the EF school – the school offered to host a training session possibly on elevators during December when school is closed; members participated in a drill at 100 Summit Lake Drive; the Dept. will provide coverage for Westlake HS homecoming fireworks on 10/8; Fire Prevention Week 10/9-10/15 – materials have been ordered and members will visit schools and host an Open House 10/12; Captain Kohany qualified as a driver on R9; Mathias Arias completed Firefighter I and bailout certification.

Comr. Ciancio reported he sent an email to the Captains that extinguishers in all buildings will be tested 9/22; the Town will begin flushing hydrants 10/18; Engine Co. gear cleaning continues; several members still require their 2016 physicals; new Chief’s car should be ready for service 9/21; R9 has a possible fuel leak; repairs made to front jack, air tank issues on TL49 – lightbar fixtures also need complete repair; working with Steve at AAA on new equipment Capital Reserve projects for next year; 6 sets of new gear ordered should be delivered soon; new batteries and window fixed on R9; thanked Deputy Treasurer Buonassisi for fast turn around on apparatus serviced at Stotz; new Rescue 9 contract drew concerns therefore it will not be signed at this meeting as tentatively scheduled; there was a discussion on how far of a distance should be considered for an ‘adjoining’ district in terms of accepting new membership.

Comr. McCarthy reported service on all Engines has been completed; pump test has been scheduled; new Engine Committee moving forward; discussed revising the Service Award distribution checks for tax purposes; 9/15 FEMA grant writing course; requested permission for Stotz to hold the bus drivers course in the meeting room 9/20; 9/21 Phelps Hospital would like to meet with the Board on a proposal for member physicals.

Comr. Bonanno reportedhe will meet with an insurance sales representative on the various insurance coverage the District utilizes and each of their purposes.

Chairman Deegan reported the Service Award check distribution is complete; thanked all Board members for their input and cooperation during the budget preparation; read and approved the Fundraising letter.

It was moved on a motion made by Comrs. McCarthy/Ciancioto approve the preliminary 2017 budget at $769,180.09. MC.

It was moved on a motion made by Comrs. Ciancio/Bonannoto accept the resignation of Dylan Hyman in good standing. MC.

It was moved on a motion made by Comrs. Ciancio/McCarthy to authorize Stotz to use the District meeting room for the bus driver course on 9/20. MC.

Captain Kohany reported that he attended the Chief’s seminar where new Firefighter I course changes were discussed; 10/5 training seminar with Knox; talked with NWP FD Chief on grant – would like to meet with Board on participating in it.

Captain Bratton reported he needs names for the “Train the Trainer” course.

With no other business to come before the Board of Fire Commissioners, it was moved on a motion made by Comrs. Bonanno/Ciancio to adjourn the meeting at 8:50pm. MC.
