Minutes of the Parish Council Meeting
Held on Thursday 30th September 2010
At 7.30pm in the Parish Room
170/10 Attendance and Apologies for Absence
Those present: Councillors R Hillyard (Chairman), C Burke, W Coad, G Constantine, M Dunkerton, E Sorensen, G Stenton-Chandler and D Thompson. Also present: Parish Clerk M Burroughs and M Hodgson (County).

There were three members of the public present as well as two representatives from Parlison Properties (172/10)
171/10 Declarations of Interest and Notification of Change to Members’ Interests
There were no declarations of interest or changes notified to Members’ Register of Interests.
The Clerk received Cllr. Thompson’s Register of Members’ Interest.
172/10 Presentation from Parlison Properties
Jeremy Aitchinson and Andrew McPharland from Parlison Properties, who specialise in Development Management, presented outline plans for the development of the Flint site. A company by the name of A J Walter Aviation, who supply small spare parts for aircraft, selected the site for development in January 2010.
The plans include new buildings and equestrian facilities. Various studies have taken place to date and WSCC and HDC have been made aware of the proposals for the site.
Parlison would like to present the plans at a Public Meeting during October; a planning application to the District Council will follow.
There were no questions raised at this time, as there will be an opportunity for the community to look at the plans and make comment during the Public Meeting, proposed to take place in October.
173/10 Chairman’s Announcements
i. Councillor Nigel Jefferys has advised that he will be standing down at the end of October. This will leave a vacancy on both the Parish Council and the Finance Committee.
ii. Village noticeboards – work is progressing with WSCC, Highways to obtain a licence for a new noticeboard, to replace the existing noticeboard, in Hayes Lane. The landlord of the Red Lyon has given permission for another to be placed on the green area next to the public house.
iii. KGV Field – a request to repair a fence/gate has been received from a resident in Greenfield Road. The Clerk has referred this matter to Saxon Weald who will investigate. It was agreed that the Clerk may use her Emergency Powers for repair, if necessary, to prevent access to this residents garden.
iv. Communications involving the Parish Council – Councillors were asked to ensure that any reference made to the Parish Council in publications reflect the work of the council as a body rather than that of any one individual.
174/10 Approval of the Minutes of the Annual Meeting of the Parish Council on 26th August 2010 as previously circulated.
The draft minutes having been circulated were taken as read and it was agreed that the minutes be accepted and signed as a true record.
175/10 Matters arising from 174/10
· Kent County Council (Landscape Services) has been appointed to leaf clear during the autumn/winter;
· Parish Plan – the ‘action points’ have been updated on the CPRE database. Cllr. Jobling to advise;
· Enforcement Issues – the Clerk advised that further information is available from HDC;
· Emergency Plan – the Clerk is working on this, the deadline for submission to HDC is 31st October 2010.

There were no members of the public present at the last meeting.
177/10 Presentation from Neil Peachey – Chairman, Village Hall Trustees
Information was provided to the members present on the following:

· Focus on the future;
· How the Parish Council can assist.
The Parish Council agreed that a Village Diary is a good idea.

iii. School Car Park – the quote from D Farley has been received. All quotes exceed the available S106 funds from the Golf Club. This matter requires further investigation to include researching other funding opportunities before a decision can be made. The Clerk will liaise with the Cllrs. White and Hillyard on this matter.
iv. New Printer – the Clerk provided quotes on a digital laser printer but was requested to seek alternatives and present them to the next Finance Committee.
v. Broadbridge Heath (BBH) Street Light – it was RESOLVED that the Clerk could add BBH’s one streetlight to the Parish Council’s electricity contract provided a procedure was in place to recover the cost of the same from BBH Parish Council.
181/10 Highway Matters
Cllr. Coad raised potential safety concerns with regard to a British Heart Foundation sponsored bike ride where the riders crossed a section of the A281. Reference was also made to an email that Cllr. Jobling had circulated prior to the meeting. The Clerk advised that having spoken to the WSCC, Countryside Ranger that a consultation procedure has been put in place for next year’s sponsored event.

Clerks Announcements
· The Parish Council elections will be held on 5th May 2011;
· Mazars has approved the accounts at 31 March 2010;
· Lock up - the 11th October between 9.30 and 11.30am has been arranged for those who volunteered their help to clear out the lock up;
· Planning Chairman’s holiday dates advised;
· Remembrance Sunday Temporary Road Closure – the Clerk has made the necessary arrangements with HDC to close the road for a short period. Cllr. Constantine volunteered to make the necessary arrangements with WSCC, Highways for signage etc.
· SALC/NALC subscriptions for 2011/12 are estimated at £535.
183/10 Reports from Representatives on Outside Bodies
· Airs Conference – 23rd September – Cllr. Stenton-Chandler provided an update. Cllr. Jobling had provided information from the conference for review by the members present.
· Caravan Club – 18th September – Cllrs. Hillyard and Jobling attended the event. Unfortunately due to other commitments not all Councillors who had volunteered were able to be present on the night;
· Sports Association Meeting – 7th September 2010. Cllr. Thompson provided an update on the meeting and made observations with regard to safety issues, e.g. lighting to the car park. It was agreed that the Clerk should forward Cllr. Thompson’s observations to the Chairman of the Sports Association.
· Policing Panel Meeting – 14th September 2010 – Cllr. Stenton Chandler provided an update on the meeting.
184/10 Members questions and comments
· Funding Opportunity – Cllr. Stenton–Chandler provided the Clerk with information from the Sussex Downs and Low Weald Leader Programme who may provide funding to help with improving the car parking facilities in the village. The Clerk will investigate if the Parish Council is eligible to apply.
· Alfred Shrubb Memorial Race – 24th October 2010 – Cllr. Sorensen asked whether the Parish Council was aware that this run was taking place. The Clerk advised that the only reference she had seen to this was in the Slinfold Magazine. The Clerk will establish if the organiser has approached the WSCC, Countryside Rangers.
· KGV MUGA – The Clerk was requested to obtain a progress update from CARES.
