Guidelines

1. Program overview

The Queensland Government has committed $8 million over four years to support the establishment of a GraffitiSTOP hotline and provide grants to assist councils with their graffiti management activities.

In 2013-14,$864,000 in funding is available under theGraffitiSTOP Clean Up Program.

Up to $75,000 is available for approved projects.

2. Objectives

The objectives of the GraffitiSTOP Clean Up Program areto:

  • encourage new and innovative ideas and practical solutions to graffiti management
  • assist councils with costs associated with supervision of offenders on graffiti removal orders and diversionary graffiti removal programs to remove graffiti in their own communities
  • assist councils with the establishment of a partnership with community-based groups to support the facilitation of appropriate graffiti removal programs.

3. Eligibility

This program is open toQueensland councils. Councils may wish to work with community-based groupswhocan assist in the delivery of graffiti removal projects.

4. How to Apply

To apply for funding:

  • Download the GraffitiSTOP Clean Up Program guidelines and application form at
  • Complete an application form ensuring all aspects of the form are completed (referring to the guidelines) for each project. Prepare all supporting documents.

6. Eligible Activity

  • Projects with a graffiti removal focusthat support the objectives of the funding program.
  • Projects that complement the work of the Department of Justice and Attorney-General and Department of Community Safety in supporting the delivery of programs and/or the supervision of offenders on graffiti removal orders or diversionary programs.

7. Ineligible Activity

Projects areineligible if they:

  • do not have graffiti removal as a key focus
  • involve activities that are the primary focus of other government programs or areas of responsibility.

8. Assessment Criteria

Eligible applications will be assessed against the following criteria:

  • Why is this project needed?
  • evidence of the need for the project including, where possible, the provision of supporting local data.
  • how will the project address the identified graffiti removal issue
  • What will the project achieve?
  • what benefits will the project deliver
  • how will the project’s success be measured, monitored and reviewed against its objectives
  • How will the project be delivered?
  • detail the project management plan (including key milestones and timeframes) which will support the project’s delivery and ensure its completion by 30 Jun 2014.
  • provide a budget that includes a breakdown of salary (where relevant) and operational expenditure costs.

9. Eligible costs/activities

GraffitSTOP Clean Upfunds are intended only to assist with the direct costs to applicants of an approved project.

Funding may be used for the following:

  • costs associated with supervision of offenders on graffiti removal ordersdiversionary graffiti removal programs to remove graffiti in their own communities.
  • Costs associated with the development of practical solutions and the implementation of new and innovative approaches/responses to address graffiti.

10. Funding agreements

Funding recipients are required to enter into a sub-agreement. The sub-agreement details the approved funding, payment schedule, reporting requirements and conditions of funding.

11. Payments

GraffitiSTOP Clean Up payments will be made as:

  • a 50 per cent up-front payment to recipient councils following execution of the 2013-14 GraffitSTOP Clean Up sub-agreement
  • a second payment of 40 per cent to recipient councils at the mid-point of the project
  • a 10% payment made upon receipt of final report.

12. Reporting requirements

All councils must submit:
  • a final report detailing successful completion of project, including community benefits.
  • a Certificate of Expenditure acquitting all 2013-14 GraffitiSTOP Clean Up funding
