Position Overview:

This full-time contract position serves as a Land Surveyor providing support to the Mapping Supervisor within our client’s Surveying and Mapping Department (TERM). The Surveying and Mapping Department is responsible for providing land survey and mapping support in the maintenance, operation and development of client facilities. This position involves mostly office work in the Vancouver, Washington, Van Mall Complex, but occasionally may require some overnight, out of town travel.

Position Responsibilities include:

·  Provide professional acumen and recommendations regarding boundaries, titles and legal descriptions to our client and contract personnel, real property service staff, and other interested parties within and contracted with the agency.

·  Review and analyze vague title policy matters and legal description issues, and advise client management and/or staff of applicability.

·  Analyze and resolve complex boundary survey issues, create legal descriptions used to acquire real property rights for client facilities.

·  Research client, Bureau of Land Management (BLM), state, county and city records for information concerning client right-of-ways.

·  In capacity as a Professional Surveyor, check and review Record of Surveys, Boundary Line Adjustments, Partition Plats and other official documents to be recorded at various federal, state and county government offices.

·  Thoroughly inspect and check assigned deliverables for accuracy and correctness. Deliverables include computation sheets, hard-shell and sheet plan and profile maps, and legal descriptions.

·  Perform Project Acquisition Land Surveyor role for internal projects as well as contracted work. This role includes:

o  Provide land surveying expertise to the project team

o  Coordinate the identification of required tracts and create legal descriptions for each of the tracts identified;

o  Coordinate requests, review and certification of the tract titles; determine the best method for accomplishing the project work.

o  With approval and oversight of the manager and/or staff, assist in development of contract specifics.

o  Coordinate and prioritize work for multiple projects. Track project timelines; review completed project work for accuracy and completeness.

o  Report project delays and schedule changes, and other problems to the Project Coordinator and Mapping Supervisor; provide recommendations for resolution.

·  Utilize Microsoft Excel, ProjectWise, ArcMap, Microsoft Project and other GIS software for tracking, estimating, and reporting project work.

·  Assist with process improvement efforts and associated administrative tasks as necessary.

·  Maintain land survey databases and validate data quality of information entered..

·  Review drawings and/or perform minor editing using the Bentley Microstation computer drafting program.

Position Requirements:

Education/Experience:

·  Bachelor’s Degree in Land Surveying, Civil Engineering or a closely-related field is preferred.

·  This is a Level 2 position: 8-10+ years of experience in Land Surveying is required.

·  Demonstrated experience in and expert knowledge of laws affecting land surveying and boundaries is required.

·  Professional Land Surveyor License is required, along with 4 years of experience performing licensed level work.

·  Demonstrated experience and expert skill and knowledge in the creation and review of legal descriptions used to acquire real property rights is required.

·  Working knowledge of Project Wise, ArcMap and Microsoft Project is required.

·  Working knowledge of GIS is required.

·  Proficiency with Microsoft Office Suite products, such as Word, Excel, PowerPoint and Outlook (MS Office 2010 proficiency required).

Additional Requirements:

·  The selected candidate will be required to sign a client Non-Disclosure Agreement (NDA) as a condition of the contract assignment.

·  Some overnight travel may be required (up to 15%).

·  Valid state driver’s license is required.

·  First Aid/AED/CPR Certification required within 30 days of assignment start. The worker/employer is responsible for maintaining current certification.

·  This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding

·  RSA token shall only be utilized when conducting work directly related to the API. Any other work is unauthorized. Contract worker is responsible for the safe-keeping of the client issued RSA Token at all times. If the RSA Token is lost or compromised, immediately contact the COTR. All information associated with work performed offsite must be maintained in the client’s network environment. No client information will be allowed to be transmitted, stored, and created, etc., on the contract worker’s personal devices. Contract personnel must follow all client and government-wide security, asset management, and cyber security policies and procedures.

·  Personal Protective Equipment (PPE) is required for all field travel:

o  Hand protection (work gloves)

o  Other PPE as required by OSHA for work to be performed

o  Arc Flash protective clothing is not required for this position
