1. CALL TO ORDER
Chairman, David Baker called the CAG-CD Board to order at 5:35p.m.,
November 15, 2010 at Carver Community Center, Anniston, AL.
2. BOARD MEMBER: A motion was made to welcome Mr. Willie Burnette as a CAG Board Member. Motion Passed
3. PRAYER
Robert Pyles led the opening prayer.
4. ADOPTION OF AGENDA AND MINUTES
a. Agenda/Minutes: A motion was made for approval of today’s Agenda and Minutes from September meeting. Motion Passed (Exhibit 1 & 2)
5. FINANCIAL REPORT
a. Financial Report: A motion was made for approval of financial report. Motion Passed (Exhibit 3)
6. PRESENTATIONS
a. EPA: Pam Scully noted that the she received about 38 comments from the community pertaining to OU-3, during the comment period. The record of decision will be concluded soon.
b. Technical Advisor: Bertrand Thomas reported: That he has reviewed reports from Solutia, EPA and comments from the community on
OU-3.
· A motion was made for the CAG Administrator to form a letter on behalf of the CAG requesting a meeting with Ms. Fleming, USEPA Region 4 Regional Administrator. Motion Passed
Solutia: Gayle Macolly reported: (Exhibit 4, Anniston Remedial Projects, Project Update September 2010)
Residential OU-1/OU-2
§ 45 additional properties currently identified for cleanup.
§ Entact was mobilized to the site in early September.
§ Supplemental Groundwater Investigation Report to be submitted in November 2010.
OU-1 / OU-2 Non-Residential
Preliminary Site Characterization Summary Report Submitted to EPA. EPA approval is pending.
OU-3 Plant Site
Revised Remedial Investigation (RI) Report was submitted to the EPA on May 20, 2010. EPA approval is pending.
EPA issued the proposed remedial action plan for OU-3 indicating the preferred remedial alternatives.
Choccolocco Creek (OU-4)
Phase 2 – Revisions two of Phase 2 field sampling plan for OU-4 was submitted to the EPA for approval on April 28, 2010. Final EPA approval was received on April 29, 2010.
The first phase of the sediment toxicity and bioaccumulation testing began in October 2010 and will continue through December 2010.
Special Projects:
Construction support for ALDOT expansion of the I-20 bridge over Snow Creek, Oxford, Alabama
Institutional Controls: Dr. Boyd reported that the Institutional Controls Committee will continue to establish a better line of communication with the community.
David Baker informed community members that the next meeting will be
24 January 2011, 5:30 p.m., at Wiggins Community Center,
Anniston, AL.
