Rules & Guidelines
Age Criteria
Tournament will be conducted 3 age categories listed below
U11 – Born after 09/01/2005
U13 – Born after 09/01/2003
U16 – Born after 09/01/2000
General Rules
All games that will be played for 20 over drinks break after 10 overs - 4 overs per bowler field restrictions end after 6 overs.
Each Drinks Break will be 8 minutes max. Drinks WILL be taken on the field of playand no extra time is allowed.
Excluding Drinks Breaks 4 minutes per over time limit will be applicable
Penalty overs deduction for late starts and slow over rates and batsmen MUST cross on field of play increased and these will be enforced.
No games postponements will be allowed.
Any ball down the leg side is a wide ball.
Free hit for foot fault, Over the waist height delivery
One 'bouncer' (Shoulder high) per over allowed.
No more than 2 fielders outside the inner circle for the first 6 overs then no more than 5 for the rest.
No more than 5 fielders on the leg side at any time.
Color Dress code to be enforced.
For 25 and 30 overs game same rules will be applied and number of overs per bowler will increase to 5 & 6 respectively from 4 in 20 overs.
For 25 over games – Mandatory power play will be 6 overs plus 2 batting power play overs
For 30 over games – power play will be 6 overs plus 3 batting power play overs
Mankading: The bowler is permitted, before releasing the ball and provided he has not completed his usual delivery swing, to attempt to run out the non-strike. The bowler should provide one warning for the non-striker before attempting Mankading.
Substitute/12th man rule:Substitute Allowed only at Umpires discretion.
The Captain/Opponent Captain/Coaches/ Managers or no one elsehavea say for the substitution or cannot request or oppose. Umpires are the only person entitled to make their own decision to allow a substitute.
If the player is absent from the field for longer than 8 minutes: Follow the Rules Below
Bowler Rule:the player shall not be permitted to bowl in that innings after his return until he has been on the field for at least that length ofplaying time for which he was absent.
Batsmen Rule:the player shall not be permitted to bat unless or until, in the aggregate, he has returned to the field and/or his side’s innings has been in progress for at least that length of playing time for which he has been absent or, if earlier, when his side has lost five wickets. The restrictions above shall not apply if the player has suffered an external blow (as opposed to an internal injury such as a pulled muscle) whilst participating earlier in the match and consequently been forced to leave the field. Nor shall it apply if the player has been absent for very exceptional and wholly acceptable reasons (other than injury or illness). In the event of a fieldsman already being off the field at the commencement of an interruption in play through ground, weather or light conditions or for other exceptional circumstances, he shall be allowed to count any such stoppage time as playing time, provided that he personally informs the umpires when he isfit enough to take the field had play been in progress. Similarly, if at the commencement of an interruption in play through ground, weather or light conditions or for other exceptional circumstances, a player is on the field but still has some unexpired penalty time remaining from a previous absence, he shall automatically be allowed to count any such stoppage time as playing time.
Batsman retiring:No by-runners are allowed. An injured batsman has to be retired hurt.
A batsman may retire at any time during his innings when the ball is dead. The umpires, before allowing play to proceed shall be informed of the reason for a batsman retiring.
(a) If a batsman retires because of illness, injury or any other unavoidable cause, he is entitled to resume his innings subject to (b) below. If for any reason he does not do so, his innings is to be recorded as ‘Retired - not out’.
(b) If after retiring a batsman resumes his innings, it shall be only at the fall of a wicket or the retirement of another batsman.
Retired Out:
If ateam wants to retire a batsman who is not declared injured by the Umpire(s) he should be declared as Retired Out. The player then cannot come back to bat again in the game.
Detail Rules for 20 overs format (same will be applicable for 25 &30)
1. Duration of Matches
1.1 All Matches
Matches will consist of one innings per side and each innings will be limited to 20overs. All sides are expected to complete the bowling of their allocated overs within the time allowed of 4 minutes per over. Excluding the drinks breaks 20 over games that are 80 minutes per innings in this case.
2. Hours of Play and Intervals and Conditions of Play – all games will be played under the General ICC Laws AND the Spirit of Cricket guidelines.
2.1 Start and Cessation Times
a)Scheduled start of play will be the time shown on the DYCL Website
b)Minimum of 10 minutes interval between innings Maximum of 45 minutesinterval between innings
c)The toss MUST be done 30 minutes before the normal start of play between the two captains or their representatives. In the event of a team (i.e. 7 or more players present) not being able to comply, the opposing team is awarded the toss.
2.2 Drink Breaks
a)Drinks breaks allowed in 20 over games after 10 overs, however player(s) may be allowed drinks in natural breaks in the game – when a wicket falls, injury breaks, lost ball etc. However this is at the umpires discretion and permission.
Drinks and drink breaks will be taken ON the field of play and players require permission to leave the field of play.
2.3 General Playing Conditions
a)Play shall not commence until at least 7 registered players from each team are present.
b)The scheduled start time of any game is the time shown on the DYCL website.
c)However if the late attending team is not ready to start play within 30 minutes of the scheduled start time the match will be abandoned and full win points (3) awarded to the attending side.
d)Penalty overs will be deducted for late starts by either or both teams. (Start of play is when the umpire calls play).
e)A completed DYCL Team Sheet must be handed to the umpires before the start of the game, this sheet must show the ages of all players. The DYCL safety rules and fast bowling directives for young players will be adhered to. The Team Sheet must include the scorer(s) name and the Umpire(s) names.
f)An incoming batsman MUST pass the outgoing batsman on the field of play (See Section 11 Penalty Points)
g)All matches must be played in traditional color cricket clothing. Umpires will NOT allow inappropriately dressed persons on the field of play and this rule will be rigidly enforced.
h)Before the first ball of the last over of each innings, the umpire(s) shall call ‘last over’ clearly so that both sides understand.
i)In matches that are played on artificial pitches no spikes will be worn by either batsmen or bowlers and if in the opinion of the umpires the type of footwear is likely to damage or is damaging the surface in any way, they will be asked to change. If the player refuses the player will not be allowed to bat or bowl in that footwear.
j)The law ‘Protected area’ will be enforced by the umpires.
k)Mobile phones are not allowed on the field of play and if a player has one and is seen using or it 'ringing' a 5 run penalty will be awarded to the opposing team. It is not acceptable to arrive on the field of play and hand it to the umpire to retain.
l)Discarded clothing/bottles or items that are hit by the ball on the field of play whilst the ball is in play will invoke a 5 run Penalty as in helmet rules to the non-offending team.
m)To avoid delays and injuries to young players in U11 category max of 6 legal balls per overs will be allowed.
3. Length of innings
3.1 General regulations for uninterrupted matches
a)Each team shall have the opportunity to bat for full allocated overs. If they are dismissed before the completion of these allocated overs or a result is reached, the remaining overs will not be bowled. .
If the teams batting first are dismissed before the completion of their allocated overs the teams batting second are entitled to have the opportunity to bat for allocated overs.
b)If the team fielding second fails to bowl allocated overs by the scheduled cessation time the hours of play shall be extended until the required number of overs have been bowled or a result reached.
c)In the event of overs not being bowled within the scheduled time limit, teams will be penalized (See Section 11 Penalty Points)
d)It is the fielding team's Captains responsibility to monitor the time taken to bowl the overs but should seek advice from the umpires about this. However umpires will take into account any circumstances that are outside the control of the fielding side when making this judgment (e.g. delays caused by the batting side ie extended time taken to retrieve the ball, delays caused by serious injury(ies)).
4. Fielding Restrictions
4.1 For the entire length of the innings: at the instant of delivery, there may not be more than five fielders on the leg side.
4.2 – Inner Circles
a)Two outer semi-circles shall be drawn on the field of play. The semi-circles have as their center the middle stump at either end of the pitch. The radius of each of the semi-circles is 30 yards (27.4 meters). The ends of each semi-circle are joined to the other by a straight line drawn on the field on the same side of the pitch. For U11 category the inner circle radius should be 25 yards.
4.3 – Boundaries / Outer Circle
It is recommended that, other than in exceptional circumstances, the size of the boundary, measured from the middle of the pitch being used in the match, shall conform to the following dimensions: Men’s and Boy’s: Minimum Maximum

4.3.1 – Pitch size / Ball size

4.4 Junior Fielding Restrictions
b)No young player in the any age group shall be allowed to field closer than 8 yards (7.3 meters) from the middle stump, except behind the wicket on the off side, until the batsman has played at the ball. A fielder shall be allowed to move into the restricted area to make a catch or field the ball provided that they were outside the area when the stroke was made.
4.5 Power Play Rules
c)For 20 over games – for the first 6 overs at the instant of delivery, no more than 2 fielders are permitted to be outside this outer fielding restriction area.
d)For the remaining overs - no more than five fielders are permitted outside this outer fielding restriction area.
e)In the event of infringement of any of the above fielding restrictions, the striker’s end umpire will call and signal “No Ball”.
5. Number of Overs Per Bowler
For 20 over games – 4 overs per bowler
6. Wide’s and No Balls
6.1 Law 25.1 Wide Ball - Judging a Wide
No delivery will be called Wide if it
a)comes into contact with the striker’s bat or person or
b)is called as a No ball (Laws 2003)
For all other deliveries the following interpretation will apply:
6.2 Off side Wide’s
Two white lines will be marked joining the bowling and popping creases. Each line will be parallel to the Return Crease and will be 35” (88.90cms) from the center of the middle stump.
a)The umpire will call any delivery that passes over or outside of this line Wide.
It does not matter that the striker may move thus bringing the ball into an area where he could play a normal cricket stroke – it will still be a Wide. It will also be a Wide if the batsman moves away from the ball and it passes over or outside of this white line.
6.3 Leg side Wides
The line markings mentioned above do not apply to leg side deliveries.
b)Any ball passing down the leg side i.e. missing the leg stump and not been hit or hitting the batsman is deemed a wide ball even if the batsman steps inside the line.
6.4 No Balls - Bouncers/Short Pitched Balls
a)One 'bouncer' ball per over is allowed. A short pitched ball is defined as any ball that passes or would have passed over the shoulder of the batsman in his normal standing position. It is immaterial whether he hits it or not.
b)If that short pitch ball is deemed a wide on grounds of height or direction or is a no ball anyway it counts as the one for the over.
c)The Bowlers End Umpire will inform the bowler, the batsman and the fielding captain that the one per over has been bowled.
d)Should there be a second 'bouncer' in the same over it will be called No Ball by the umpire.
6.5 Front Foot No Balls ONLY
a)Free hit will be used. Bowler has to repeat the delivery
6.6 Bowling of high full pitch balls
a)Any delivery (irrespective of its speed or direction) which passes or would have passed on the full above the waist band of the batsman trousers height, standing upright at the crease is to be deemed dangerous and unfair, whether or not it is likely to inflict physical injury on the striker.
b)The umpires will ensure that no such deliveries go unpunished.
c)It is immaterial whether the batsman hits the ball or not.
d)The bowlers end umpire will call any such delivery ‘No Ball’. (No Free Hit follows)
6.7 Ball Pitching on the edge or off the matting
a)Balls pitching on the edge or off the artificial wicket shall be called 'No Ball' 6.8 Bowler breaking the Non-Striker’s Wicket during Delivery (a) Where a bowler breaks the non-striker’s wicket during his delivery any umpire shall call ‘No Ball’ – NO free hit allowed.
6.8 Umpire will call it a No ball if the bowler breaks the wicket during his delivery stride.
7. The Ball
a)A new ball will be used at the start of each innings.
b)The umpires will decide if and when a ball becomes unfit for use and obtain a replacement.
c)The used ball remains the property of DYCL and must be handed to the umpire at the end of the innings.
8. Points awarded
8.1 The winning side is awarded 3points. No points to losing team
8.2 It shall be the duty of the captain(s) of the team(s) and the umpire(s) to ascertain between innings the total runs scored by the side batting first and to agree the batting target accordingly.
8.4In the case of a NO RESULT each side is awarded 2points and no bonus points to either side.
9. Interrupted games
In the event of a game been shortened due to weather or delayed during the game by unforeseen circumstances either before the start or during the game
a)If possible start the game from the beginning with a minimum of 8 overs per side been played.
b)Work out the number of overs to be played by the time left and dividing it by 4 minutes per over.
c)Wherever possible both sides must have the same number of overs to play.
d)Umpires to work out the numbers of overs per bowler of a pro rata basis as well as agreeing the fielding restrictions
e)In any game the team batting second must have the opportunity of batting at least 75% of the overs of the of the other teams allocation.
10. Team Scorers and Umpires -DCL will appoint a scorer(s) for each game played under the DYCL banner however if no DCL scorer is available each team must supply their own scorer. This person must NOT be a person playing in the game and must be fully dedicated to scoring in both innings and must be competent at scoring.
Teams are required to have a dedicated scorer for the match
a)This person must be competent at scoring and must NOT be a playing in that game and have the required knowledge and equipment to score.
b)All games will be scored using chauka.in mobile app and paper score book.
c)The scores from the paper score book will be uploaded to Dallas Youth Cricket League website by DCL scorers. All results will be decided using these uploaded scores.
NOTE: For DYCL League games - The DCL umpires will do the scoring on Chauka. If Chauka is not functional at the time of the game, Parents should help in scoring on paper and submit the piccture to the group at the end of the game
11. Penalty Points for Late Starts, Slow Over Rate, Batsmen NOT crossing on Field of Play, no Team Scorer.
11.1 Late starts / Slow over rate / Delays for non injury breaks etc
