1 Agree Minutes, Action Points and Matters Arising from the last meeting

The notes from the last meeting were agreed as correct. The meeting discussed the format of the meeting notes and agreed that the discussions need only be recorded with key points raised, not individually attributed comments. The notes are to be labelled as DRAFT. The TEP website is under redevelopment – DSLG presentations will be posted on a dedicated page.

A flow chart of information to help understanding is needed – this is available on the PLA website

BH – gave overview of statutory frameworks behind MMO & PLA – doing the same thing therefore aligning processes

-PLA do not have to consult, but working on principles of good governance therefore DLG

-MMO has public register

BH – Harbour Authorities can do any maintenance work within own area, but not if depositing out to sea – will need marine licence

AM – give some info to both organisations – caused duplication in EA responses

MD – get formal consultation with MMO – WFD assess?

BH – get pre-application meeting to clarify as first step

3 MMO update Brian Hawkins (MMO)

John Tuckett is the new CEO of MMO

The MMO website is now on gov.uk and the content is being revised .The fees process has been updated to charge for modifications to licence. New case workers are being recruited although MMO is expecting government cuts. A scoping request has come in for the Paramount Theme Park, Swanscombe, Kent. MMO is working with the PLA on the Thames Tideway Tunnel – MMO is requesting pre-sampling – CEFAS is still the only accredited laboratory.

6 Kent & Essex Inshore Fisheries Conservation Authority updateJane Heywood

The fishing is below average, with sole numbers down. The total available catch for cockle has been kept the same and the area outside of the designated area opened up to other boats for two days. The herring are here for the winter. PF reported that, as an outcome of the September Fisheries meeting, TEP is seeking independent funding for a desk-based study of Thames finfish stocks – Ifca have shell fish data already.

8 Terms of Reference Tanya Ferry (PLA)

The group needs a copy of the current terms of reference [ACTION TEP]. The adoption of a single point of contact for EA has improved the processes of liaison.

10 Any Other Business– none

Meeting frequency – it was agreed to continue with quarterly meetings as long as relevant themes were available and to change the designated day to Tuesdays

MP – requested better info sharing re-fisheries and feedback to fishermen to verify value of time spent

RW – Estuarine and Coastal Sciences Association
