Summary of October 2013 Data
Growth in 2012-13 of 3.8% over 2011-12 was slightly higher than the projection of 3.5%. Given the declining trend in annual growth rates since the changes to the ACFI were introduced on 1 July 2012, growth in 2013-14 over 2012-13 is estimated to be 3.2% above indexation.
Average subsidies (including indexation) for the period for July 2013 to October 2013 was $140.69 compared to a budget of $140.96. Average daily ACFI subsidies recorded a real growth of 2.71% over the same period in 2012-13. This growth rate is tracking with post-measures projections aimed at achieving a real growth of 3.2% in 2013-14 over 2012-13.
The average daily subsidy per resident for July 2013 to October 2013was approximately $2.99 below what it would have been if the changes had not been introduced:
- approximately $2.26 of this reduction in growth came from a one off 1.6% price reduction introduced on 1 July 2012;
- approximately $0.23 of the reduction in growth came from the changes to the Activities of Daily Living domain which had impacted 0.59% of resident days;
- approximately $0.49 of the reduction in growth came from the change to the Complex Health Care domain which had impacted 1.71% of resident days; and
- approximately 0.03% of resident days were affected by both reclassification measures to the Activities of Daily Living and the Complex Health Care domains.
