BUILDING SCHOOLS FOR THE FUTURE (BSF): EXECUTIVE

SUMMARY OF STRATEGIC BUSINESS CASE EDUCATION VISION

The Executive Director of Children, Families and Learning submitted a report that sought consideration of the draft ‘Executive Summary of the Strategic Business Case Education Vision’ and sought agreement for the vision to be forwarded to Partnership for Schools (PfS) and the Department for Education and Skills (DfES)/Secretary of State for Education.

Partnership for Schools had changed the process and timeframe for the submission of the Strategic Business Case (SBC) and Outline Business Case (OBC). The implication was that there was now a requirement from PfS to submit an 8 page Executive Summary of the Strategic Business Case Education Vision. The purpose of the summary was to provide the Secretary of State for Education with an opportunity to consider and approve the strategic overview of the project at an early stage.

A key part of the document was an easy to read chart, which provided a summary of the overall project, key impacts, projected post BSF levels of academic achievement and School Organisation proposals.

The report highlighted that it was proposed that an exemption was sought to enable a new community school to be established for the Acklam base catchment area and for a new Roman Catholic school to be established without recourse to a competition.

A range of key initiatives were required within the submission, which were outlined within the draft summary (attached to the submitted report as an appendix).

ORDERED

  1. That the Draft Executive Summary of the Strategic Business Case be noted and endorsed.
  2. That the Secretary of State be requested to consider providing an exemption to Middlesbrough in relation to potential school competition issues establishing a new community school to serve the Hall Garth/King’s Manor catchment area and a new Roman Catholic Voluntary Aided school to serve Middlesbrough.
  3. That further discussions take place with stakeholders to refine the key performance indicators.
  4. That the Executive Summary of the Education vision signed off by the Executive Member for Education and Skills be submitted to the DfES/PfS.

REASONS

The decisions were supported by the following reasons:

  1. They enabled the Executive Summary SBC Education Visions to be submitted to PfS.
  2. They enabled School Organisation issues to be addressed effectively, to maintain the existing balance of provision and prevent undue delay to the project.
  3. They met the timetable provided in the new PfS SBC/OBC guidance.

The decisions were considered as special urgent items and therefore will come into force with immediate effect and are not subject to scrutiny call-in procedure.
