1.Call to Order and Flag Salute
Vice President Morrissette called the Meeting to order at 3:34 p.m.
2.Roll Call
All Committee members were present.
3.Approval of Agenda
Director Roberts moved to approve the Agenda. Vice President Morrissette seconded the motion. All were in favor and the motion carried.
4.Public Comment - None
5.Approval of Minutes – August 5, 2014
Vice President Morrissette moved to approve the Minutes. Director Roberts seconded the motion. All were in favor and the motion carried.
6.Parks
- Review of District Park Distribution/Map Review
No discussion
- Future Parks Projects
Mr. Lowrance provided his estimate for the cost of the project; $150,000/acre which includes infrastructure.
A discussion was held regarding cost estimates for the project.
Mr. Johnson stated there were grants available from ASSO and explained how they functioned.
A discussion was held regarding how to proceed with project development.
ACTION ITEM:Meet with SJUSD regarding project development.
A discussion was held regarding a parks assessment and the project proposals to support it.
Vice President Morrissette was approached by a rodeo group interested in using District land for a youth rodeo program.
The Committee reviewed handouts regarding the splash park proposal.
A discussion was held regarding the various possible uses of reclaimed water from the park.
- Discussion Regarding Assessment Survey
A discussion was held regarding assessments, a possible assessment district, and the processes involved.
ACTION ITEM:Create splash park proposal package.
7.Recreation
a.Senior Lunch Program
Upcoming Edison outage may affect lunch.
b.Farmers Market
The seniors were present with coupons for use at the farmers market.
Health Communities is starting back up and will promote the market.
c.Other Events
Tiny Tots dance class has begun in the Phelan Community Center.
Mr. Johnson suggested for the District coordinate with Transition Habitat for programs.
8.Street Lighting
Nothing to report.
9.Review of District Community Building Rental Fees and Agreement
Discussion about changing fees for non-profits.
ACTION ITEM:Provide County policies for charges and building use (research minutes of 1st Board meeting).

Nothing to report.
11.Staff Report
