E15/51 / Speed Indicator Devices (Agenda Item 7.1)
Dominic Proud (Group Manager – Transport, Strategy & Road Safety) attended the meeting in place of Keith Harris (T&W Council Service Delivery Manager) to talk about speed indicator devices. This was in response to a letter sent from Madeley Town Council to Telford & Wrekin Council on 22nd January 2016, which proposed a speed indicator device scheme exclusive to Madeley, managed by Madeley Town Council.
It was noted that, since the devices are too heavy to attach to street lighting poles, there would be a need for four poles and the installation of ground sockets at each of the 12 locations proposed by Madeley Town Council. These could be provided by Telford & Wrekin Council at a total cost of around £3,000.
This would increase the capital cost for the scheme to around £15,000.
Dominic Proud said that Telford & Wrekin Council would be happy to work with Madeley Town Council on the scheme and may be willing to give a contribution of around 50% to the capital costs.
However, he asked Madeley Town Council to provide confirmation of the following:
  • The capital cost of the scheme
  • Arrangements for the rotations (to ensure adequate training and competencies)
  • Health & Safety risk assessments
  • Insurance for the devices
There was a discussion about downloading data from the devices and analysing the data, which would be the responsibility of Madeley Town Council.
Resolved:
That the Responsible Finance Officer should obtain further information from the supplier of the devices about the devices, rotations, training requirements and software for data analysis, for consideration by the Environment Committee, so that Madeley Town Council can confirm the details of the scheme to Telford & Wrekin Council.

To work in partnership with the Local Authority to identify and implement environmental improvements.
A revised and updated Action Plan for the Environment Committee covering Public Realmwas presented (see Appendix A).

A successful councillor walkabout took place on Wednesday 6th April 2016. The best day and time for walkabouts was discussed.
Resolved:
That the programme of walkabouts on the first Wednesday of each month should be continued. The next walkabout, around the Hill Top, Roberts Road and School Road area would take place on Wednesday 4th May 2016, meeting at Jubilee House at 11.30 a.m.
The Clerk reported that Madeley Town Council and Madeley Partnership had received a letter of complaint from a Russell Road resident regarding the new parking bays and bollards. The complainant stated that residents had not been consulted about the scheme before it was carried out. The Regeneration Officer has responded to the letter on behalf of Madeley Town Council and Madeley Partnership.
Resolved:
That since the scheme was managed by Telford & Wrekin Council the Highways Department should be asked to respond to the letter of complaint.
E15/55 / Open Spaces – Action Plan Report
To seek involvement and influence in the management and improvement of recreational and public open spaces.

An e-mail from the South Telford Rights of Way Project (STROWP) Project Officer, suggesting a leaflet regarding the Madeley Pitmounds Local Nature Reserve and a launch event had been received.

To work with partners to promote, improve and protect the heritage of Madeley civic parish in general and the World Heritage Site in particular.

56.1 / Madeley Court Development
To receive information about the proposed development
Following the previous Environment Committee meeting, a letter was sent to Telford & Wrekin Council asking whether there would be any planning gain from the development and, if so, what the money would be spent on.
A response had been received from Katherine Kynaston, Assistant Director Business, Development & Employment, offering a meeting to discuss any request for a local contribution, in terms of what the contribution would be used for, the likely level to be requested and the justification for the request.
Noted.
The Clerk was asked to meet with Katherine Kynaston, to discuss safety issues relating to the road junction at the entrance to the commercial development and to request that this junction is reviewed and improved during the next stage of the commercial development of the site.
56.2 / Annual Monitoring Report for April 2015 to March 2016
The Regeneration Officer had analysed all the planning applications submitted during the period 2015-2016 for the Madeley parish. In particular, he had looked to see if the Telford & Wrekin Council planning officer had taken policies in the Madeley Neighbourhood Plan into account. He was encouraged to find that out of 78 planning applications submitted for the Madeley Neighbourhood Plan area, Neighbourhood Plan policies were specifically referred to in the delegated appraisal of 30 cases.

The Clerk remarked that the Madeley Neighbourhood Plan is often referred to by other local authorities as a good example of a neighbourhood plan.
56.2 / Planning Applications

A register of planning applications received is circulated to members of the Environment Committee and relevant Ward Councillors weekly.
A report of applications dealt with under delegated powers (LGA 1972 s101) was presented for information (Appendix B)
Noted
Up until the end of October 2015, detailed comments were submitted by the Town Council on every planning application. After that date, with the agreement of the Environment Committee, the procedure was changed so that comments are only submitted if 2 or more councillors ask for the application to be reviewed.
One member of the Committee expressed concern that, without officer guidance, potentially controversial planning applications might be missed by councillors.
The Clerk reminded the Committee that since the Deputy Clerk started working part-time, there is no longer the capacity to comment on all planning applications. However, the Regeneration Officer is available to provide advice, especially regarding Neighbourhood Plan implications.
56.3 / Telford & Wrekin Local Plan – Waste Management Facilities
Following the previous meeting, Councillor Shaun Davies, Cabinet Member for Business, Neighbourhood & Customer Services, was invited to attend an Environment Committee meeting to discuss waste management facilities in South Telford. Cllr Davies had sent an e-mail response stating Telford & Wrekin’s policy on siting new waste processing facilities. He had declined the invitation to attend a meeting.

This issue has now been included in discussions about devolved services, since Telford & Wrekin have suggested that if Madeley Town Council wishes to support the Community Support Officer scheme they could benefit from an enhanced service that could specifically look at parking issues.
Town and Parish Council Chairs and Clerks have been invited to a meeting with T&W Council and West Mercia Police on 19th April, to hear more about the proposals.

War Memorial / Refurbishment and extension of hard landscaping around the war memorial / Oct 2016 / A Rose / The successful bid by the Living History Project for Pride in Your High Street funding was based on an estimate of costs that proved to be inadequate. Even though the scheme has been amended to reduce the costs (by using pavers instead of York stone), there is still a shortfall of around £10,000.
The matter has been referred back to the Pride in Your High Street team to see if they can find an answer to the problem.
It may be necessary to scale back the project or to find additional funding.
Two cherry trees have already been felled in preparation for the project (done before the nesting season). New trees, of a type more suitable for a public space, will be planted as part of the landscaping scheme. They will have root guards, to minimise damage to the paving.
