The meeting was held at the Department of State, 99 Washington Avenue, Albany; 65 Court Street, Buffalo; and, 123 William Street, NYC.
CALL TO ORDER
A. Penzabene called the meeting to order at 10:40 am.
INTRODUCTION, ROLL CALL AND QUORUM ANNOUNCEMENT
A. Penzabene took roll call and announced that the committee did have a quorum. Official attendance was as follows:

AEAC 51412 meeting summary
A. Penzabene welcomed Michelle D’Allaird as the new Board Chair.
DEPARTMENT REPORTS
E. Gantt spoke about the 2016 Appearance Enhancement Enforcement Initiative whereby 25% of all businesses will be inspected. She reported the unit is on track to complete the projected goal.
ACTION ITEMS
A motion was made to approve the meeting summary of December 7, 2015. Motions were made and the meeting summary was unanimously approved.
C. Winstel proposed licensing or certification of Cosmetology Assistants that are enrolled in an approved cosmetology school. She described the responsibilities; limitations of students/shops and the department’s role in the proposed program. The group discussed concerns and posed questions regarding the proposal. A. Penzabene advised the group this type of program would require a legislative change. The board will review the proposal and consider creation of an Education Subcommittee to further review the proposal.
D. Mossberg spoke about the department’s methodology in response to scope of practice questions it receives from the public. He explained the department’s practice includes researching the General Business Law and consulting with the State Education Department on their regulations.
A. Penzabene suggested the members create a Trends Committee to review areas of concern the public and schools have. Once specific items are identified the department would include them on the website.

There was no new business.
PUBLIC COMMENT PERIOD
A public member commented that she’s concerned shops will want a licensed or certified cosmetology assistant to perform services they would not be permitted to do.
