Children’s Health and Wellbeing Partnership
Proposed Terms of Reference

Background
The London Borough of Hackney Children’s Health and Wellbeing Partnership will ensure that improving health and wellbeing outcomes for children remains a high priority for partners across the Borough and ensurescontinued democratic ownership of this issue.
The Partnership, to be chaired by the Cabinet Member for Children’s Services, will be the mechanism through which we will continue to provide oversight across the wider children’s agenda, steer delivery across children’s wellbeing as a whole, ensure our new health responsibilities to children are implemented effectively, and oversee implementation of the Health and Wellbeing Strategy as it pertains to children and young people.
The key role of the Partnership will be to support and develop our provision for Hackney children and young people in the drive to improve outcomes across all areas.
Governance
The Partnership does not replace the governance or performance management arrangements that each agency has in place. It will work on the key cross cutting issues impacting on children where an individual agency alone can not make the required progress or improvement.
The Children’s Health and Wellbeing Partnership will be accountable to the Hackney Health and Wellbeing Board. The partnership will oversee a number of Boards / Task and Finish Groups delivering across the children’s agenda.
The Children’s Health and Wellbeing Partnership will link with the Adults Health and Wellbeing Advisory Group, The Team Hackney Board and the City and Hackney Safeguarding Children’s Board as appropriate.
The Partnership will work closely with the Children and Families Executive Group[1] in order to facilitate coherent delivery of services and workplans across CYPS.
The Partnership will have a role in responding to children’s health and wellbeing issues that arise through the local political process, such as through the overview and scrutiny function.
Key Principles:Purpose
- The Partnership will be an overarching strategic partnership, aiming to ensure services we provide for young people are mindful of improving the wider determinants of health for children and young people
- The Partnership will support and challenge service providers for Hackney children and young people in order to drive up outcomes across the children’s agenda
- The Partnershipwill promote an evidence based approach and cross reference work across other strategies
- The Partnership will encourage the aligning of funding as appropriate to reach agreed objectives and a co-ordinated approach to provision for children and young people, avoiding duplication
- The Partnership will have strategic oversight for delivery of the Health and Wellbeing Strategy as it pertains to children and young people
- The Partnership will monitor and advise on major new health arrangements, including public health, health improvement and local changes to governance and provision
- The Partnership will encourage an approach which seeks to identify and address risks that children and young people face
Key Principles:Functions
- The Partnership will monitor and report on key priorities across CYPS, and particularly the Health and Wellbeing Strategy
- The Partnership will meet quarterly working through a forward plan of agenda items
- The Partnership will consider items referred to it, focussed on:
- Items where assurances are needed that the appropriate partnership response is in place
- Items that need an overhaul of approach in order to improve outcomes
- Items identified as DCSMT or Health and Wellbeing Boardpriorities
- The Partnership form Task and Finish Groups as may be necessary on key issues.
