ADMINISTRATIVE AND TECHNICAL GUIDELINES FOR INTER-VARSITY CHAMPIONSHIPS
1. / The intervarsity championships will be conducted strictly as per respective International/National Federation & PUSB rules and draws will be drawn for zones as well as finals of all game events at the venues (organizing university/institute) of the respective events one day before the commencement of the championship in the presence of Managers of all participating teams.2. / All participating universities must submit entry forms for their teams duly completed (forms may also be down loaded from HEC web site: http://hec.gov.pk/english/services/students/Sports/Pages/Intervarsity.aspx

www.hec.gov.pk...... The entry form will be sent to all the respective organizing universities with a copy to Sports Division HEC as per PUSB rules 15 days before the commencement of the event. No late entry would be accepted. The organizing secretary make sure it.
3. / All eligibility documents must be checked (alongwith physical verification of all participating players before the start of each match/event) during the Managers meeting by the Organizing Secretary & all managers of participating teams.
i. / Sports card must have recent passport size photograph of 1.5 x 1.5 size (signature with half stamp on photograph and half on card) duly completed in all respects signed and stamped by the Director Sports and countersigned by the Registrar or Dy Registrar/Asstt. Registrar (Registration Branch only) of the university concerned. Photo on Sports Card must be signed and stamped by Registrar/ Dy Registrar/ Asstt Registrar of the University as depicted on the Sample Card alongwith the entry form. No team would be allowed to participate if failed to provide the sports card and entry form as mentioned above.
ii. / Deputy Registrar/ Asstt. Registrar (Registration Branch only) may sign the documents on behalf of Registrar (i.e. ‘for Registrar’) of the university concerned.
iii. / i. Original CNIC will be mandatory in case, there is no picture on Original Metric or Original Intermediate Certificate/DMC, receipts will no more be acceptable. Original B-Form can be accepted up to 19 years.
ii. Matric Original Certificate is mandatory after 3 Years from the date of announcement of result.
iii. After 6 months of commencement of the session, Registration number will be mandatory; otherwise team/students will not be allowed to participate in the Intervarsity Championship. It will be mandatory to provide Registration number of players to HEC within 6 months of admission otherwise team will be scratched.
iv. Students studying in Bachelor will be allowed to play with original DMC of Intermediate. If student is studying in MA/MSc or equivalent, original Intermediate Certificate (after 3 years) along with original BA/B.Sc. DMC is required.
v. Universities where O/A level equivalence certificate is not required for admission are exempted from the condition of equivalence certificate, but they have to produce letter from the Registrar of the University certifying that equivalence is not required for admission.
vi. Date of Birth on matric Certificate will be considered valid in case of difference in date of birth on Matric certificate and CNIC.
vii. Original University Sports I.D Card as per HEC criteria will be accepted, Registration card exempted.
viii. Physical verification will be made before start of the match.
ix. 1st four position photos to be taken before the Semi Final match for reference.
x. No Photocopy / Fax documents are acceptable. In case original documents is not available, photo copy duly attested by the Registrar be sent to HEC 7 days in advance.
xi. All Entry forms must be signed by all the managers during the Managers meeting.
xii. Organizing Secretary must immediately return the original entry forms to HEC within one week of the Championship, duly signed by all the managers on each entry form.
xiii. Student after participation in any activity from any University are not allowed to participate from the other University in the same Sports session e.g. (September to August next year).
xiv. Managers meeting should be held one day before the start of the championship, not later than 6.00 p.m. Those University Managers who do not attend the Managers meeting, their teams will not be allowed to participate in the championship except due to unavoidable circumstances. He will lose right to raise objections.
xv. All Teams who have to travel from far distance must reach one day earlier for the Managers meeting.
xvi. Organizing Secretary or his representative should be present during the entire Championship.
xvii. Physical Verification of players before each match is must, both the Managers will be provided with the sports cards available with the organizing secretary for verification.
xviii. Players if not selected in HEC team can play from Provincial associations after taking NOC from their Director Sports who will issue the same after consultation with HEC with its copy to HEC.
xix. In case a player who has represented the department in any event has to produce the appointment letter and relieving letter issued by the same competent authority/Appointing authority, other terms and conditions will remain the same as per rules.
xx. Photocopy of documents, Sports card, entry forms may be provided to managers after the managers meeting on written request.
xxi. After playing Intervarsity, he/she represents department, he will not be eligible for 100 days from date of relieving/Championship, Manager of the team will give undertaking that in case he/she does not participate from HEC at National Level, His team will be scratched and be banned for next 2 years for participation in the Intervarsity Championship.
iv / Condition of Registration/Enrolment Card for 1st year degree students (3rd year) of university is mandatory now from 2nd Semester. Those students players who will play without registration No, the Director Sports would have to provide the registration number within 4 months of the commencement of the event.
4. / Preliminary rounds of major game events i.e. Basketball, Cricket, Football, Badminton, Hockey, Table Tennis and Volleyball will be played in 09 zones as already agreed.
5. / Initially, 10 entries for men events and 06 entries for women events are required for any intervarsity event. Further, actual participation of 08 teams (Men) and 05 teams (Women) is must, failing which competition will be held on friendly bases on prescribed funds while no certificates will be issued alongwith cash prizes and trophies amount will not be paid.
6. / At the zonal level actual participation of at least 03 teams is must to qualify for final round. There will be no competition in case there are less than 03 teams. If less than 3 teams, all will qualify for final round.
7. / All zone events (men) in case of entries upto 04 will be played on league basis, while if more than 04 entries, it will be played on knock-out system as per rules.
8. / The university failing to enter in any event after final confirmation will be dealt withas under:-
a) Matter would be reported to the Vice-Chancellor of the respective university for disciplinary action.
b) The defaulter University which does not turn up after confirming its entry after 3 days in the various sports events shall have to pay Rs. 10,000/- for each event as penalty to the organizing University.

9. / Zonal final winning 02 Top team(s) from each zone will qualify and move to play final round.
10. / Fresh draws will be drawn for final round of the zonal events.
11. / All zonal organizing universities will transmit the entry forms/particulars of zonal winning team(s) immediately to the respective final round organizing universities with a copy to HEC. There would be no change in the Final Round entry form. No member would be made part of the team who did not participated in the zonal round.
12. / The Managers of all participating teams must possess a copy of the entry form of his/her team for ready reference on arrival.
13. / Action photographs of High Definition Quality of the events should be sent to this office on priority for publication in HEC News & Views.
14. / Where provided in the funds, Qualified Doctor will be available to cater any emergency.
15. / All organizing universities will ensure the transparency during the eligibility documents, Scrutiny process and competitions. In case of violation, organizing Secretary will be responsible.
16. / The detailed particulars of provisionally selected Pakistan University teams/players must be faxed at 051-90402002 or 051-90402005 or emailed at to Sports Division HEC immediately after the conclusion of the event.
17. / All the organizing universities should arrange maximum publicity for the events.
18 / The universities participating in the Rovering, will have to bring their back packs for hiking competition. No student player will be allowed to participate without back pack.
19. / The Technical Officials list will be submitted during Managers Meeting.
20. / The Director Sports while sending the team must ensure that all documents as stated above for eligibility scrutiny of the team players have been handed over to the manager. There will be no relaxation in case of incomplete documents.
21. / All participating universities must contact the respective organizing universities for reconfirmation of event date before departure for competition. The organizing Universities will issue the detailed program of competition well before to all the participating universities and in case actual participation is less than required number the Director Sports/Physical Education of the host university, will inform all the participating universities for the event via telephone/email under intimation to HEC.
22. / All the organizing and participating universities will extend full cooperation to each other to make the championships a success.
23. / The funds to be released by HEC to organize these competitions will be spent head-wise as to be intimated by Sports Division as per PUSB Rules.The reimbursement would be made as and when the case would be received signed by Treasurer and Countersigned by Vice Chancellor alongwith organizational report verified by the Director Sports.
24. / Expenditures over and above the actual allocation if any would be met by the Organizing University from its own sources.
25. / The Report of Managers’ meeting/sports event/results etc. should be faxed (051-90402002/2005 )/Email invariably by the organizing Secretary of the respective event on daily basis.
26. / All instructions regarding organization of intervarsity event issued time to time must be fully complied during Manager’s meeting and during the course of competition.
