Welcome and Introductions
Mr. Smothers, Chairman, called the meeting to order at 1:04pm. He welcomed all present and asked everyone to introduce themselves.
Master Bicycle PlanCarbondale Consultant Interviews
- Consultant Firm 1 - The i-5 Group. Steven Idendahl and Brooks Brestal presented their strategy to prepare the Carbondale Bike Master Plan.
- Consultant Firm 2 – Alta. Paul Wohciechowski, Kevin Neill,and Dustin Riechmann, from Louchmueller Group, presented their strategy to prepare the Carbondale Bike Master Plan.
Consultant Selection for Carbondale Master Bicycle Plan Study
There was time before the next presentation. The Committee moved to Agenda Item 5. Consultant Selection for Carbondale Master Bicycle Plan Study.
The Committee members discussed the presentations by both groups. Mr. Jung made a motion to recommend to the Policy Committee that the i-5 Group be selected to conduct the Carbondale Master Bicycle Plan Study. The motion was seconded by Mr. Piche. The motion carried.
Downtown Herrin One-Way Street and Pedestrian Study Consultant Interviews
- Consultant FirmNo.1-Clarida & Ziegler Engineering. Brian Ziegler, Ryan Farley, and Greg Guebertpresented their strategy to complete the Study
- Consultant Firm No.2-Louchmueller Group. Doug Shatto and Dustin Reichmann presented their strategy to complete the Study.
Consultant Selection for the Downtown Herrin Study
There was time before the next scheduled agenda item. The Committee moved to Agenda Item 6 – Consultant Selection for Downtown Herrin Study. Members discussed the presentations by both groups. A motion was made by Mr. Somers to recommend to the Policy Committee that the Louchmueller Group be hired to conduct the Downtown Herrin Study. The motion was seconded by Mr. Jung. The motion carried.
Update on the LRTP and Giant City Road Study
Dustin Reichmann, Louchmueller Group, reported the Long Range Transportation Plan is in draft form, the financial section is not completed. Chapters include: (1) Area Profile; (2) Transportation Infrastructure; (3) Safetyin the MPA; (4) Public Transportation (5) Freight Movement; (6) Values, Objectivesand Performance Measures; (7) Financial Investment Plan; and (8) Public Involvement. A few draft copies were given to Mr. Minnis. An electronic copy will be sent to the office that can be forwarded to members for review.
Two public workshops were held in February. The next workshops are scheduled for April 23 in Carbondale at 6:00 pm, followed by the Giant City Road workshop at 7:30 and on April 28 in Marion.
The traffic counts for the Giant City study were completed. LG Staff is looking at developable parcels and aredeveloping three options. The preliminary analysis will be completed before the public meeting.
Approval ofMarch 2nd and March 30th TAC Meeting Minutes
Mr. Pichemade the motion to approve the March 2 and March 30, 2015 Meeting Minutes. The motion was seconded by Mr. Jung. The motion carried.
Approve Payment of Bills from Lochmueller Group
Mr. Minnis requested approval of Louchmueller invoices for Long Range Transportation Planning and for the Giant City Corridor Study.
Mr. Guthman made a motion to recommend payment of the invoice from the Louchmueller Group $26,056.75 for Long Range Transportation Planning and $8,534.50 for the Giant City Road Corridor Study. The motion was seconded by Mr. Piche. The motion carried.
SIMPO FY 2015-2018 TIP Amendment #6
Mr. Minnis noted this TIP Amendment will include: Herrin Road shoulders on Cambria Road to Herrin Elementary School and resurface from Mayor Caliper Drive to Elementary School; IL 149 shoulders and rumble strips from IL 13/127 in Murphysboro to N. Plum Street in DeSoto; IL 13 add rumble strips to E. of Fair Street in Marion to Granger St. in Harrisburg; IL 13 Landscaping along IL 13 from W of Division Street in Carterville to E. of Main Street in Crainville.
Mr. Jung made a motion to add Amendment #6 to the FY 2015-2018 TIP. The motion was seconded by Mr. Somers. The motion carried.
SIMPO FY 2016-2019 Preliminary Draft TIP
Mr. Minnis said the preliminary draft of the SIMPO FY 2016-2019 TIP should be posted for public comment.
A motion was made by Mr.Jung to post the Preliminary Draft of the SIMPO FY 2016-2019 TIP for public comment. The motion was seconded by Mr. Piche. The motion carried.
FY 2016 SIMPO Preliminary Draft UPWP
Mr. Minnis said the budget is for 12 months, 8 months of the budget has been allocated so projected the amount for 12 months for $301,675.00, including a match from IDOT. Staff will be sending out a request for local contributions for Fiscal Year 16 in the amount of $10,558. If the state does nothing, an additional request for local contributions will be sent to members.
Mr. Somers made a motion to recommend approval UPWP Preliminary Draft as received. The motion was seconded by Mr. Piche. The motion carried.
SIMPO Public Participation Plan
Mr. Minnis said there are a couple of things that need changes, one is on page 8 that says notices should go out to the committees one week in advance of meetings, should be changed to 48 hours in case special meetings are needed. On several pages need changes regarding TIP Amendments being published, press releases being sent, just place on web site. Will work on completing the revisions needed.
Mr. Jung made a motion to recommend approval of the SIMPO Pubic Participation Plan with changes requested. The motion was seconded by Mr. Guthman. The motion carried.
5307 Transit Funding Split Determination
Mr. Minnis noted the transit funds for the transit area are split on a population basis 58% for Williamson County and 42% for Jackson County.
Mr. Piche made a motion to recommend that the 5307 transit funds be split 58% for Williamson County and 42% for Jackson County. The motion was seconded by Mr. Somers. The motion carried.
Create Nominating Committee for TAC Officers
Mr. Minnis noted that every two years the TAC Chairman and Vice Chairman are elected. A Nominating Committee needs to be appointed, with the election in June. Mr.Guthman made a motion that Chris Wallace, Jackson County, and Tom Somers, Williamson County serve on the Nominating Committee. The motion was seconded by Mr Kirk. The motion carried.
Other MPO Business
Mr. Minnis reported that at the last Policy Committee meeting an offer was extended to Joe Zdankiewicz for the position of Director of Transportation Planning. He has accepted the position pending review of IDOT Ethics Group. He is scheduled to begin work in July.
