Section 106 “No Historic Properties Affected” Finding

Template instructions:
Indicate below the letter date whether or not the submission contains determinations of eligibility. This is to assist the State Historic Preservation Office (SHPO)determination of eligibility (DOE) Committee.
Include a completed Office of History and Archaeology Coversheet with the SHPO letter when transmitting a report (literature review or survey).
The professionally qualified individual (PQI) will review the draft package for sufficiency then will electronically send the draft package to the FAA Environmental Protection Specialist (EPS)for review and comment. If the FAA EPS has comments, the PQIwill resubmit the revised packet to the FAA EPS.
Once the FAA EPS is satisfied with the edits they will send an email to the Sponsorand PQI which contains:
  1. Approval of the Area of Potential Effect (APE)
  2. Approval of the Finding of Effect
The PQI will sign the letter and mail the letter and enclosures to the SHPO. The PQI provides the FAAEPSon the cc list with electronic file documentation of the letter and enclosures.
The PQI provides electronic copies of any responses received to the cc listed FAAEPS.

Dear Ms. Bittner:

TheINSERT LOCAL SPONSOR NAME, in cooperation with the Alaska Division of the Federal Aviation Administration (FAA), is proposing to [identify the name of the proposed project; indicate its location by reference to the section(s), township(s), range(s), Meridian, and USGS topographical map; and reference and provide at least one figure that illustrates the study area (as discussed below)].

The INSERT LOCAL SPONSOR NAME on behalf of FAA finds that no historic properties would be affected by the proposed project pursuant to 36 CFR 800.4(d)(1), implementing regulations of Section 106 of the National Historic Preservation Act. This submission provides documentation in support of this finding, as required at 36 CFR 800.11(d).

Project Description

Area of Potential Effect

[Define the Area of Potential Effect (APE), and explain the rationale for the APE boundary and how it was identified. The APE should include the direct footprint (i.e., project area, staging areas, and material sources) and also include adjacent/neighboring parcels/outlying areas that may experience other potential effects of the project (i.e., noise, visual, traffic changes, etc.). Provide appropriate illustrations or figure details of the APE. Depending on scope of the project, it may be possible to include the APE on the earlier referenced figure.]

Identification Efforts

[Summarize the results of the identification efforts (including the Alaska Heritage Resources Survey list and reference to the survey report, if one was prepared, and provide a figure with the locations of potential historic properties. Be aware of restrictions on the release of information pertaining to confidential archaeological resources.]

Determination(s) of Eligibility

Finding of Effect
