5.0Notes:
5.1The Contractor and all Sub-Contractors, regardless of tier, must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the Contractor and all Sub-Contractors, regardless of tier, must comply with the requirements of all applicable GTR's including but not limited to GTR's 1 through 7 and 21 through 29. GTRs can be retrieved from the Internet at the following URL:
5.2The Contractor and all Sub-Contractors, regardless of tier, are advised to review other work items under this contract to determine their effect on the work required under this work item. Many of the definitions relating to performance of this work are found in Work Item 0001.
5.3The Contractor shall comply with all requirements of equipment Tag-Out Program as established by COMSCINST 3540.6, as amended, section 15.2.2, Engineering Operations and Maintenance Manual. The Chief Engineer is to administer the Tag-Out Program. Prior to the start of work, the Contractor shall contact the USMMI Port Engineer and / or the Chief Engineer to coordinate the implementation of the Tag-Out Program for the entire performance period of this item. The Prime Contractor shall be responsible for compliance by both Prime and Sub-Contractor personnel.
5.4Any additional work will require a Change Order (with costs associated) submitted to the Port Engineer for approval, before the additional work is performed.
5.5The Contractor must arrange for the attendance of ABS and / or the USCG for internal exams, inspections and any tests they may require regarding any repairs.
5.6Cost of ABS / USCG Inspections will be to the USMMI account.
5.7A gas free engineer meeting the requirements in specification 0052 is required for all Gas Free inspections and certification. Certificates signed by the gas free engineer shall be posted for all spaces requiring entry.
5.8All work is to be accomplished with ABS approved materials and weld procedures by welders who are qualified to the procedure. Contractor shall submit welder qualifications and welding procedures to ABS and the Port Engineer for review and approval prior to welding.
5.9A small section of both hawse pipes and the anchor resting plates are damaged and need to be replaced.
6.0Quality Assurance Requirements:
6.1All workmanship, materials and testing shall be in accordance with the latest ABS Rules for Building and Classing Steel Vessels.
7.0Statement of Work:
7.1Provide all labor, materials, tools and services necessary to accomplish this work item.
7.2Make all removals and restorations. Remove and replace all interferences, rig and unrig, stage and un-stage, make all disassembly’s and subsequent reassembly, provide and operate equipment, and supply all services and assistance to accomplish the work. All material shall be supplied by the Contractor.
7.3The anchor chain and anchors are to be placed on the dock floor prior to starting this work in accordance with Work Item 0904.
7.4 The contractor is to crop and renew the damaged anchor resting plates and replace with 3/8 “ 316 stainless steel plate as referenced in 2.1.1.
7.5The contractor is to crop and renew the damaged section of each hawse pipe using ABS Grade A Steel Schedule 80 approximately 2’ x 2’ 24” diameter scheduled 40 pipe.
7.6After all repairs conduct hose tests on all hawse pipe weld repairs using 40 PSI water pressure. Any leakage is to be corrected by the Contractor on his own expense.
7.7Additionally the Contractor is required to conduct dye penetrate examinations of all of the welds.
8.0General Requirements:
8.1The Contractor shall provide all labor, materials, staging and tools required to accomplish this specification, except as specified in Section 4.0.
8.2The Contractor shall remove and reinstall interferences as necessary to accomplish this work item.
8.3Inspection and acceptance of all work shall be by the Chief Engineer and the designated On-site USMMI representative (Port Engineer).
8.4No additional work is to be accomplished without prior written approval by the Contracting Officer, Purchasing Manager or USMMI Port Engineer. The USMMI Contracting Officer, USMMI Purchasing Manager or USMMI Port Engineer is the only person authorized to give the Contractor authorization to proceed with growth or new work. The USMMI Port Engineer is the single point of contact authorized to address technical questions.
8.5A Completion of Work Report describing all work that was performed will be delivered to the Port Engineer upon completion of all work.
8.6All areas involved in work or traversed by workmen or equipment shall be left clean and in good order.
