2. INFORMATION TECHNOLOGY SERVICES (ITS)

RMIT is one of Australia's major IT investors and service provider, with a diversity of processing platforms, operating systems, and a very large complex telecommunications network.


ITS provides information technology services and support to staff and students of the university for both administrative and academic programs. ITS is also responsible for the University’s wide-area broadband network and inter-networked PABX service.

Major platforms include NT and Unix administrative and academic application servers running Oracle RDBMS, HP3000 administrative processors, Novell Netware fileservers, and Nortel networking equipment.

ITS Accountabilities

°  Ensures the IT infrastructure and information management services and systems enhance the performance of the University’s core functions.

°  Facilitates effective use of information technology in teaching & learning, research & development and commercial activities, and develops and implements efficient and effective IT management practices.

3. Infrastructure Services Branch (ISB)

Infrastructure Services Branch is responsible for the development and operation of campus communications networks, administrative databases and academic computer systems.

The systems administration group within the Infrastructure Services branch is responsible for the operation and system administration of the various platforms ITS employs for the delivery of its services.

The corporate currently systems include: HP3000, SAP, Oracle, Microsoft NT, Novell Netware, Novell GroupWise, Novell Internet Messaging, Sun Solaris Unix.

Hardware for systems is largely Compaq and Sun Servers.


The Network is a multiprotocol wide area network utilizing broadband microwave links between local area fibre networks. The entire campus network has ATM support for 10/100 switched Ethernet at the local level, and the network is currently upgrading to gigabit connectivity. A 155Mb/s microwave link to Melbourne University currently connects RMIT to the Australian University’s AARNet system and the Internet.

4. REPORTING RELATIONSHIPS

This position currently reports directly to the Telecommunications Manager.

The position directly supervises two Network Services staff (2x HEW 6).

5. JOB SUMMARY

The Network Services Supervisor’s key tasks are to maximize the uptime, security and system performance of the RMIT Telecommunications systems including both Data and Voice networks.

6. SPECIFIC ACCOUNTABILITIES

1.  Ensure high availability of all telecommunications infrastructure and services.

2.  Provide contract management for both clients and providers. Evaluate contractor performance against the appropriate Service Provision Agreement.

3.  Plan and manage activities to support the development and operation of the corporate telecommunications network (voice, data, image, etc) and services (telephony, Internet, etc).

4.  Participate in development and maintenance of the network Security Plan Disaster Recovery Plan and Capacity Plan.

5.  Contribute to the development and management of Network and Operations Management Systems to provide:

o  Comprehensive and current network topology, device inventory, protocol routes, etc.

o  Warnings and fault diagnosis

o  Capacity planning and reporting data

o  Service level data (eg uptime statistics) for all components of the RMIT telecommunications network and services

6.  Participate in projects identified by the Manager of the Branch to support the objectives of ITS and the Branch.

To assume joint responsibility for career development by actively participating in various activities (mentoring, job rotation and joint projects), and producing a jointly agreed development plan identifying key areas, consistent with ITS strategic goals, which will assist with personal and professional development.

7. QUALIFICATIONS

An appropriate post-graduate qualification in information technology or other relevant discipline is required.

8. KEY SELECTION CRITERIA

1.  Demonstrated substantial experience in IT service delivery in a wide range of telecommunications systems.

2.  Demonstrated knowledge of contemporary telecommunication technology, and understanding and awareness of industry developments.

3.  Demonstrated experience in the design, development, management and monitoring of Telecommunications systems in a large corporate environment.

4.  Proven ability to coordinate activities across a range of stakeholders, and manage inter-personal relationships with internal technical staff, suppliers, and clients.

9. OTHER RELEVANT INFORMATION

The appointee should be eligible for membership of the ACS.

Standard business hours for ITS are from 8am to 6pm and include a 10 day fortnight. The incumbent will negotiate with the Telecommunications Branch Manager working hours within the above times. ITS is presently investigating ways to increase its coverage to cover weekends and the incumbent is expected to be willing to take part in such activities, under appropriate conditions.

Staff are encouraged to participate in development activities including job rotation.
