Purpose / People awarded this unit standard are able to: demonstrate knowledge of Māori participation in local government system; research local government issues relevant to Māori; and report on a Māori community issue requiring local government action.

Prerequisites / Te Pōkaitahi Reo (Rumaki, Reo Rua) (Te Kaupae 4) [Ref:3046], or demonstrate equivalent knowledge and skills.

Guidance information

1Reo Māori media refers to the use of te reo Māori incorporating tikanga and kaupapa Māori in the media.

2The report is delivered in te reo Māori.

3Performance criterion 2.2 forms the basis of the report required for outcome 3.

4House style refers to the style of writing and/or speech in accordance with the kaupapa and the iwi the kaupapa is relevant to.

5Relevant legislation:

Local Government Official Information and Meetings Act 1987.

Resource Management Act 1991.

6This unit standard can be assessed in a work-based environment, or in a training and education environment if simulated media and Māori culture conditions are provided or in a combination of both environments.

7Publication standard is the house style as defined by the publication. This may include but is not exclusive to; font type and size, formatting and layout arrangement, word count of stories, duration, captioning, subtitling.

Outcomes and performance criteria

Outcome 1

Demonstrate knowledge of Māori participation in local government systems.

Performance criteria

1.1Māori participation in the functions and services of two local government bodies and/or agencies are identified and described.

1.2Provide an overview of Māori participation in local government systems.

Rangemay include but is not limited to – whānau, hapū, iwi based groups, urban organisations, marae committees.

Outcome 2

Examine the impact of local government issues on Māori.

Performance criteria

2.1The impacts of a local government decision or policy issue on Māori are examined and analysed.

Rangemay include but are not limited to – local government meetings, media releases, annual plans, budgets, reports, speeches, media conferences, personal contacts.

2.2A Māori community issue requiring local government action is examined and analysed in terms of the impact on the community.

RangeMāori community issue may include but are not limited to – hui, tangihanga, rūnanga, kura, marae, kohanga, meetings and reports, waste management, fresh water rights.

Outcome 3

Report on a Māori community issue requiring local government action.

Rangeevidence collected in performance criterion 2.2.

Performance criteria

3.1Newsworthy points gained from the issue are summarisedand approved.

3.2Newsworthy points from the issue are summarised and interpreted for the readers and/or listeners.

3.3Report includes accuracy and balance, while adhering to legal and ethical responsibilities.

3.4Field notes and recordings are archived for review purposes in accordance with the organisation’s tikanga and kawa.

3.5The report complies with house style conventions.

3.6Summarised points, choice of words and language features are prioritized to create deliberate effect(s) to inform readers, listeners, and viewers as appropriate.

3.7Final product meet publication standard.
