AWARD EVALUATION FACTORS
- BASIS FOR AWARD. USMMI has authority to contract with whomever it chooses and reserves the right to reject any and all offers. Award will be made to the responsible offeror whose offer is technically acceptable, conforms to the Solicitation, and has the lowest evaluated price based on the following factors.
2.EVALUATION. The objective of the proposal evaluation is to identify those offers whose capabilities and expertise satisfy all solicitation requirements.
- Offerors technical proposal: For a proposal to be technically acceptable, all categories must be evaluated as acceptable. The following categories must be rated as acceptable:
(1)Offerors responsibility determination:
(a)Understanding the statement of work/production manning
(b)Facilities
(c)Material and Subcontractors
(d)Quality Systems/Quality Control
(2)Past performance - Technical experience and capability - For purposes of this solicitation, USMMI considers an offeror’s past performance of the following types of contract/work to be most relevant given the type of effort involved in this solicitation: Dry-dockingavailability of similar vessels involving miscellaneous structural, electrical, electronic, mechanical and regulatory body inspections with similar complexity and schedule and milestone adherence as critical. Other types of contracts/work not meeting the most relevant definition as shown above, may be considered as part of the past performance evaluation as well, if aspects of the past performance are deemed to have some bearing on the expected performance on the subject solicitation.
(3)Prices will be evaluated for reasonableness and realism. Offers that have an unrealistically low price will be considered indicative of a lack of understanding of the complexity and risk in the contract requirements. Unrealistic offers will not be considered for award.
3.EVALUATION OF CATEGORY "B" OPTIONAL ITEMS. USMMI will evaluate offers for award purposes by adding the total price for all Category "A" items, to the total price for all definite Category "B" items. Evaluation of options will not obligate USMMI to incorporate the "B" items into the basic contract.
4.INTERPORT DIFFERENTIALS. Interport differentials will be calculated for each repair facility’s port. This calculation will be representing the additional cost of repairing the ship in each bidder’s yard compared with the shipyard nearest to the last port of call. The interport differential will be based on a diversion from a voyage between the last port of call and the next port of call via the yard of the offeror.
Interport differentials will be computed on a per diem basis. Operational cost (total interport differential) will be determined by multiplying the operational time by the per diem rate. Interport differentials will be added to all offers when evaluating overall prices to the Operator.
The interport differential per diem rate for this solicitation is $48,324.00 per day. The operational time is based on an average speed of advance of 11 nautical miles per hour. Interport differentials shall be computed on a daily basis, prorated for any portion of a day to the nearest hour.
Due to Mission sensitivity and changes to the schedule the last and follow on port of calls cannot be communicated at this time.
