Procedure for Daily Tank Farm Inspections:

1.______Walk any route that results in visual contact with the secondary containment system (diked area) of every storage tank and pump system in the Tank Farm Area.

2.______Report any deficiency inside any diked area in the categories that follow:

2.1Visually check for any evidence of leaks or pooling of hydrocarbons (or other tank contents) inside the dike

2.2Visually check for evidence of leaks from piping outside the dike walls also

2.3 Address any leaks located as specified in the Tank Farm Oil Discharge Prevention and Contingency Plan

2.4Visually check that the dike area drain valve is closed (unless dike drainage is actively underway)

2.5Visually check for any obvious debris or other materials or conditions that might interfere with the effectiveness of the drainage path of the secondary containment, including any excessive rain water accumulation.

3.______Notify the Tank Farm Office that the walk-around-visual inspection has been completed so the completed activity can be noted on the daily log sheets.

4.______Operator will record checkmarks on the daily log sheet in the categories labeled “Visual Tank Farm Inspection”

Note: The daily logsheets that are used to document the inspections must be retained for 3 years according to environmental regulations for review by any agency.

PROCEDURE INFORMATION

Purpose:This procedure Outlines a daily inspection process of the secondary containment (diked areas) around oil storage tanks in the Tank Farm. The daily requirement is to perform a visual check for leaks of hydrocarbons (or other materials) inside tank dikes, the general overall condition of the tank dikes, and to document them. Daily visual checks for evidence of leaks from piping outside the dike walls (i.e.-pump seals, etc.) are also included in this procedure.

Prerequisites:This is a routine walk-around visual inspection which requires enough light (daylight or artificial light) for adequate visibility.

Responsibility:The Tank Farm pumpers are responsible for carrying out the steps of this procedure.

Personal Protective Equipment (PPE):Normal Tank Farm personal protective equipment must be worn at all times. This includes Hard Hats, Fire Retardant Clothing, Safety Glasses and Safety Shoes. Additional protective equipment may be required per permit requirements.

  • Contact with liquid can be irritating to the skin and eyes. Ingestion or inhalation in severe cases may result in death.

  • In case of eye contact, immediately flush eyes with water for 15 minutes including under the eyelids, and seek medical attention.

  • Diesel is combustible.
  • Can irritate skin and respiratory tract.
  • Concentrated vapors may cause nausea and dizziness.

  • Always use an air pack when rescuing or moving a person to fresh air so that you do not also become a victim.
