Discussion of the fulfilment of decisions of 10 meeting of COOMET Presidential Council

Mrs L. Astafijeva, Head of COOMET Secretariat, reported about fulfilment of the decision of 10 Presidential Council.

to take note of the information prepared by the Head of Secretariat.

About results of vote concerning the admission of the Republic of Armenia in COOMET

MrsL. Astafijeva, HeadofCOOMETSecretariat,informed participants of the meeting about results of electronic vote concerning the admission of the Republic of Armenia in COOMET:

«For» the admission voted 12 countries (Belarus, Bulgaria, Germany, Georgia, Kazakhstan, Kyrgyzstan, Lithuania, Moldova, Russia, Slovakia, Uzbekistan, Ukraine).

«Against»no one reported.

Voting slips were not submitted to COOMET Secretariat by COOMET Committee members fromDPR of Korea, Cuba and Romania.

Decisions and actions required:

to approve admission of Close Joint-Stock Company "National institute of metrology" Republic of Armenia in CООМЕТas a full member and to recommend COOMET Committee to ratify the given decision.

Discussion of the results of 17 JCRB and COOMET objectives based on the decisions adopted at this meeting.

Mr. S. Musil, Chairperson of TC 3 of Quality Forum, and Mr. S. Korostin, Chairperson of COOMET Joint Committee on measurement standards informed participants of meeting about the results of the 17 JCRBmeeting.

Participants of meeting have discussed JCRB’s decisions and ways of their realization within CООМЕТ.

to take note of the information;

to ask Mr. S. Musil, Chairperson of TC 3 of Quality Forum, to realize updating of Recommendation CООМЕТ R/AQ/13:2006 "Rules and Procedure of assessment of Quality management systems of National Metrology Institutes"(QSF 003) taking into consideration requirements of the new JCRB documents;
toask Mr. M. Bily, Chairperson of Quality Forum,to direct invitations to the meetings of the Quality Forum of CООМЕТto others RMOs and JCRB and, whenever possible, to provide participation of CООМЕТrepresentatives in similar actions of others RMOs;
to draw attention of Chairpersons of COOMET Technical Committees (TC 1.2 – TC 1.11) to the necessity of timely informing the manager of KCDB about changes of the status of comparisons registered in this database.

Realization of the Agreement on mutual recognition (MRA CIPM)

Mr. V. Krutikov, COOMET Vice-president, and Mr. S. Korostin, Chairperson of COOMET Joint Committee on measurement standards, reported on a course of preparation and examination of СМСs of NMIs in COOMET member countries and CООМЕТ participation in inter-regional review of CMC data of other RMOs and also about ongoing comparisons in CООМЕТ.

Status of progress with peer review of Quality Management System of COOMET NMIs. Discussion of cooperation in the framework of Quality Forum

Mr. S. Musil, Chairperson of TC 3 of Quality Forum reported that in 2006 peer review of Quality Management System of two NMIs of Russia – VNIIR and SNIIM took place.

Peer review of QMS of DNDI 'System" is planned on 27 - 28th of February, 2007, and QMS of UNIIM - on 22 - 23rd March, 2007.

Schedule of peer review of QMS of others NMIs will be specified and coordinated at the next session of the Quality Forum of СООМЕТ which is planned for 26 - 27th of March, 2007.

Mr. S. Musilpresented the information about long-term cooperation within the Quality Forum.

Decisions and actions required:

to take note of the information;
to recommend director of KazInMetr to prepare QMS presentation for consideration at a meeting of CООМЕТ Quality Forum;
to recommend leaders of NMIs of Ukraine (Ivano-frankovsky GCCMC), NMI of Moldova (INSM), NMI of Cuba (INIMET, CENTIS-DMR, CPHR) to organize external audits of their QMS;
to ask COOMET Committee membersto encourage participation of the appointed auditors and the technical experts representing metrological establishments of CООМЕТ member-countries in external audits.

About implementation of the Program of comparisons and calibration of measurement standards of NMIs of COOMET member countries(decisionof 16thCOOMET Committee)

Additions to the Program of comparisons of measurement standards of NMIs of COOMET member-countries and the modified version of the COOMET RecommendationR/GM/12:2005"Rules of maintaining of COOMET Program of comparisons and calibrations" were presented to the members of Presidential Council for consideration by Mr. S. Korostin, Chairperson of COOMET Joint Committee on measurement standards

Mr. G. Sidorenko, COOMET Vice-president gave proposals on realization of Program of calibration of measurement standards of NMIs of COOMET member countries.

Decisions and actions required:

to approve the additions proposed to the Program of comparisons of measurement standards of NMIs of COOMET and to authorize Mr. S. Korostin, Chairperson of COOMET Joint Committee on measurement standards, to prepare updated Program for consideration at 17th COOMET Committee meeting
to approve changes to the realization of Program of comparisons and to authorize Mr. S. Korostin, Chairperson of COOMET Joint Committee on measurement standards, to submit a modified version of COOMET RecommendationR/GM/12:2005"Rules of maintaining of foregoing COOMET Program of comparisons and calibrations" to COOMET Secretariat by 1st of March, 2007
to ask COOMET Secretariatto send the modified version of COOMET Recommendation to COOMET Committee membersand to include a statement of its publication in the Agenda of 17thCOOMET Committee meeting;
to ask COOMET site manager Mr. V.Bugaev together with Mr. S. Korostin, Chairperson of COOMET Joint Committee on measurement standards, to provide for development of a database of CООМЕТ comparisons and calibrations in 2007;
to ask Coordinators of project 383/UA/07, Mr. Pavel Neezhmakov (Ukraine) and Mr. S. Korostin (Russia) to prepare Part II of COOMET RecommendationR/GM/12:2005"Rules of maintaining COOMET Program of comparisons and calibrations" and to include a statement of its approval in the Agenda of 17th COOMET Committee meeting.

About development of a template of protocol and report on comparisons of measuring standards(decisionof 16thCOOMET Committee)

A template of protocol and report on comparisons of measuring standards was presented to Presidential Council members for consideration by Mr. S. Korostin, Chairperson of COOMET Joint Committee on measurement standards.

Decisions and actions required:

to recommend to include a statement of approval of amended template of protocol and report on comparisons of measurement standards in the Agenda of 17th COOMET Committee meeting.

About COOMET calibration certificate(decisionof 16thCOOMET Committee)

Different forms of COOMET calibration certificate and COOMET Recommendation "The rules of completion of calibration certificates issued by National Metrology Institutes within the scope of the CIPM MRA" modified by members of specially created working group were presented to the members of Presidential Council for consideration by Mr. Pavel Neezhmakov, Coordinator of project 301/UA/04.

Participants of meeting exchanged opinions on the presented recommendation and a form of the certificate.

It was noted that the use of the new form of the calibration certificate should be facilitated by the interested NMIs when issuing official papers on calibrations made in compliance with CMCs published in KCDB.

Decisions and actions required:

to approve the template of the COOMET calibration certificate and to recommend it for approbation in NMIs of COOMET member- countries. To ask COOMET Secretariat to inform COOMET Committee members about results of the development of the certificate and rules for its completion by 1st of March, 2007;
to ask COOMET Committee membersto provide for test completion of the certificate with results of real calibrations. Completed certificates should be submitted to COOMET Secretariatby 25 of March 2007 for subsequent analysis and use for the purpose of creating a program for filling in the certificate in an electronic way;
to submit COOMET Recommendation “The rules of completion of calibration certificates issued by National Metrology Institutes within the scope of the CIPM MRA” for approval at the 17th COOMET Committee meeting;
to recommend NMIs of COOMET member-countries which received BIPM permission for the use of CIPM MRA logo to apply approved form of CООМЕТ Calibration certificate with a logo of CООМЕТ;
to take into account that by 15.02.2007 the permission for the use of CIPM MRA logo received a number of NMIs of CООМЕТ (see Appendix 1) which also have appointed contact persons dealing with issues on application of CIPM MRA logo;
to ask COOMET Committee members in cooperation with the contact persons to submit to COOMET Secretariat information on the number of COOMET certificates of calibration issued by certain NMI for preparation of an annual report.

About proposals to the COOMET Development Program for 2005-2007 based on the materials of the discussion “Сonsideration of a strategy of further development of cooperation within CООМЕТ” (Braunschweig, 06.09.2006)

Mr. H.-D. Velfe, COOMET Vice-President, and Mr. B. Gorshkov, headofCOOMETSecretariatofRussia presented proposals to the COOMET Development Program for 2005-2007.

Participants of meeting discussed proposals and supported their inclusion into the COOMET Development Program.

Decisionsandactions required:

To approve proposals to the COOMET Development Program for 2005-2007, based on materials of the discussion “Consideration of strategy of further development of cooperation within CООМЕТ ” (see Appendix 2) and to present them for consideration at 17th COOMET Committee meeting;
to ask COOMET Committee memberfrom Russia and Ukraine to consider the project of PTB noteabout development of cooperation within CООМЕТand to make comments as soon as possible.

About terms of office of Chairpersons of COOMET structural units

MrsL. Astafijeva, HeadofCOOMETSecretariat, informed participants of the meeting that in January, 2007 CООМЕТPresident has appointed Mr. Anatoly Pokhodun as acting chairman of TC 1.10 "Thermometry and thermal physics". Participants of the meeting supported this appointment.

Mr. N. Zhagora, COOMETPresident, informed about consent of Mr. Reiner Hahnewald to act as chairman of TC 2 "Legal Metrology" for some extra time and suggested to prolong his terms immediately after an affirmation from the Ministry of Economics of the land Brandenburg of Germany. Participants of meeting supported this proposal.

Mrs L. Astafijeva, Head of COOMET Secretariat,informed participants of the meeting informed that COOMET Secretariat received information that Chairperson of TC 1.6 "Mass and related quantities"(Irina Kolozinskaya, NSC "IM", Ukraine)appointed at 16th meeting of COOMET Committee can not carry out his dutiesdue to valid personal excuse. Participants of the meeting exchanged opinions on possible nominees for the position of chairperson of TC 1.6.

In view of expiration of terms of Chairpersons of TC 1.1 "Genaral metrology" (Anna Chunovkina, VNIIM, Russia) and TC 1.9 "Ionizing radiation and radioactivity" (Vladimir Yarina, VNIIFTRI, Russia) in 2007 Presidential Council decided to prolong their terms for another 4 years.

Decisionsandactionsrequired:

to recommend to approve Mr. Anatoly Pokhodun (VNIIM, Russia) as chairperson of TC 1.10 "Thermometry and thermal physics";
to recommend to confirm Mr. R. Hahnewald (LNE, Germany) as chairperson of TC 2 "Legal Metrology"in case of positive answer of the Ministry of Economics of the ground Brandenburg of Germany;
to recommend to approve Mr. V. Bolshakov (NSC "IM", Ukraine) as acting chairperson ofTC 1.6 "Mass and related quantities".
to draw attentionofactingchairperson ofTC 1.6to the necessity of renewal of activities on examination of QMSand organization of the next meeting of ТC 1.6;
to recommend to prolong terms of office of Chairpersons of TC 1.1 "Genaral metrology" (Anna Chunovkina, VNIIM, Russia) and TC 1.9 "Ionizing radiation and radioactivity" (Vladimir Yarina, VNIIFTRI, Russia);
to ask COOMET Secretariat to include a point regarding terms of office of chairperson of TС 1.1, TC 1.6, TС 1.9, TC 1.10 and TC 2 in the Agenda of 17th COOMET Committee meeting.

About granting of honorable title “Honorary metrologist of COOMET”

Mr. N. Zhagora, COOMETPresident, initiated assignment of honorable title “Honorary metrologist of COOMET” to Mr. V.P. Ogoluk and Mr. I.N. Alekseev (Ukraine).

Members of COOMET Presidential Council supported this initiative and exchanged opinions on other candidates deserving COOMET rewards.

Decisions and actions required:

considering substantial contribution of Mr. V.P. Ogoluk and Mr. I.N. Alekseev (Ukraine) to CООМЕТ activities they deserve to be assigned honorable title of “Honorary metrologist of COOMET”;
to ask COOMET Secretariat to specify the list of candidates for assignment of the Honorary title in view of the developed criteria (seedocument CООМЕТ D7/2005«Regulationon giving thedistinguishedtitle of "Honorary metrologist of COOMET ») and to submit it to members of Presidential Council for consideration by March, 31st, 2007.

Discussion of conditions for holding17th COOMET Committee meeting

MrsL. Astafijeva, HeadofCOOMETSecretariat, informed participants of preparations to 17th COOMET Committee meeting (April 24 – 25, 2007, Minsk, Belarus).

to take note of the information.

About cooperation and liaisons between COOMET and EASC in the field of metrology

Mr. N. Zhagora, COOMETPresident, informed participants about signing of the Protocol of cooperation and liaisons between COOMET and EASC in the field of metrology in December, 2006.

Mr. G. Sidorenko, COOMET Vice-President, and Mr. V. Lakhov, head of metrology department of FederalAgencyontechnicalregulationandmetrologyofRussianFederation, presented proposals regarding ways of cooperationandliaisonsbetweenCOOMETandEASCinthefieldofmetrology.

Decisions and actions required:

to authorize Mr. Gorislav Sidorenko, COOMET Vice-President to deal with issues of cooperation between STC Metr of EASC
to authorize COOMET Secretariatto direct to EASC Secretariat a request for delegating representative of STC Metr of EASC responsible for cooperation issues withCOOMET;
to ask responsible persons fromCOOMET and STC Metrto establish communication and perform coordination of activities according to the signed Protocol.

14.1.About terminology of MRA CIPM

Mr. V. Belotserkovsky (Russia) took floor for discussing this point.

Decisions and actions required:

in order to use uniform meaning of abbreviation - CIPM MRA in COOMET Publications in Russian it is recommended that all editors should use two variants of spelling taking into consideration lingual meaning of the word “arrangement”, i.е. “Agreement (Arrangement) on mutual recognition of national measurement standards…”. If double wording is not feasible it is recommended to use the word “Agreement”.

14.2.About establishment of national secretariats in COOMET member countries and coordination of their activities

Mr. B. Gorshkov (Russia) and Mr. P. Neezhmakov (Ukraine) took floor for discussing this point.

Decisions and actions required:

in order to improve collaboration between КООМЕТ member-countries and COOMET Secretariat it is advisable to establish national secretariats in COOMET member countries;
toask COOMET Committee members in countries where national Secretariats are not yet established to find out resources for their establishment and to appoint appropriate contact persons responsible for COOMET matters. Names and contact information of these persons should be communicated to COOMET Secretariat prior to 17th COOMET Committee meeting;
toask COOMET Secretariat to ensure effective coordination and collaboration between national secretariats when preparing reports concerning realization of COOMET Work Program, Agenda of COOMET Committee meetings and so on.

14.3.About establishment of a Subcommittee on prepackages within TС 2

Mr. N. Zhagora, COOMETPresident, Mr. V. Lakhov and Mr. B. Gorshkov (Russia) took floor for discussing this point.

Decisions and actions required:

to ask Chairperson of TC 2 "Legal metrology" to consider feasibility of establishing Subcommittee "Prepackages" and to specify its scope of activities. After a decision is made to include this point in Agenda of the next COOMET Committee meeting.
