RECOMMENDATION:
That the City Council, by Resolution, approve the Updated Sewer System Management Plan (SSMP), with all such updates and insertions deemed necessary for implementation of said plan, in order to conform to the Statewide General Waste Discharge Requirements (WDR).
DISCUSSION:
On May 6, 2006, the State Water Resources Control Board adopted the Statewide General WDR and Monitoring and Reporting Program by issuing Order No. 2006-0003. The WDR was developed out of a growing concern about the water quality impacts of sanitary sewer overflows (SSO) and to present a consistent, state-wide approach to reducing, reporting, and mitigating the SSOs.
The WDR also required owners and operators of publicly owned sewer collection systems to develop a SSMP. The SSMP provides a summary of the actions implemented by the City to comply with the requirements of the WDR. The WDR required that the initial SSMP be adopted by the agency’s governing body before May 2, 2009 and that the SSMP be updated and re-certified every five years.
Anaheim’s SSMP includes the following mandatory elements: 1) Goals and Objectives; 2) Organization and Communications; 3) Legal Authority; 4) Operations and Maintenance Plan; 5) Fats, Oils, and Grease Control Program; 6) SSO Emergency Response Plan; 7) Design and Performance Provisions; 8) System Evaluation and Capacity Assurance Plan; 9) Public Education and Outreach; 10) Monitoring, Measurements, and Program Modifications; and 11) Program Audits. The appendices include the specific details of the activities and procedures that staff follows to efficiently manage, operate, and maintain the sanitary sewer system and reduce or eliminate SSOs.
IMPACT ON BUDGET:
There is no budgetary impact.
