NCCoC Meeting – October 6,2016. Held at Salvation Army, Enid

Meeting was called to order at 10:15 a.m. by Patti Graham.

1.  Welcome & Introductions

  1. Approval of September minutes:

Motioned by Nathan Newell and seconded by Earlene Click.

3.  Agency Reports:

DVPNCO – Amanda Doran reported that ESG Monitoring was completed – not 100%, full shelter and 1 male client.

Denise Jack reported that she is still busy with RRH Clients, processing new applications.

CDSA - Earlene Click introduced Marilyn Holliday who is the new Housing Coordinator. She reported they have a lot of homeless vets at moment and have just completed an audit.

United Way of Ponca City - HMIS: Melisa Brumley reported that:

MOU with Lawton HMIS: No movement has been made with the merger of Lawton’s HMIS. It’s on hold for a while – maybe until mid-summer 2016. Once talks start up a MOU will be obtained from Lawton.

BRRX4Vets – Rachel Runfola reported that the been doing a lot of paperwork, there is a big need in Enid. Garfield County Grant began October 1, 2016. Requested referrals for homeless vets (Eviction Prevention)

YFS Enid – Joanna Moats reported that they have had a lot of turnover with kids in shelter. The Transition Living Program is full, 7 are on the waiting list.

Peachtree Landing - Terrie Hill reported that no clients presently, they have been deep cleaning.

NOYS - Jennifer Haney reported that the shelter is not full for the 1st time in 8 years. Referrals are for youth coming out of hospital. They have been busy with Parenting Classes, Supportive Family Program and Batter’s Intervention Classes. There have been many homeless requests.

MOH – Jana Nelson reported they housed 59 people last month. 6 Individuals moved into permanent housing. Veterans Program 2 bedroom is shutting down. Opening a 1 bedroom apartment for chronically homeless veteran.

Tammy Richmond reported that they have had a lot of families with children.

Salvation Army Enid - Nathan Newell reported 39 shelter residents; 3 women and 6 men and 1 family of kids. Currently 15 weeks into the getting ahead class. Preparing for Christmas.

Wings of Hope – Patti Graham reported that the shelter has a quick turnover as women and children have only been staying 1 or 2 nights. They are looking for staff: Resale Manager & volunteers. October is DV Awareness Month. Staff attended training in Norman.

4.  HMIS

Melisa Brumley reported that the 2016 HUD HMIS Data Standards rolled out on 10/1/2016. This affects ESG, CoC, PATH, RHY and SSVF programs. I will have all the new 2016 ESG program years entered into HMIS no later than 10/14/2016. If you are not able to view new ESG program years, please let me know.

HUD Income Verification was fixed – if a client does not have OK in the HUD Verification section then their data is incomplete.

Reports – Overall everyone is doing a good job – Thank you!

For agencies with HMIS which have an APR – There is a new ART 0260 report to help your agency confirm client data is complete for an APR. The cover sheet is attached with your ART 0252 reports. I’m sure in the next few months there will be new ART reports to a line with the 2016 HUD HMIS Data Standards.

The AHAR opened 10/1/2016 and the HMIS APR is due soon. I may be reaching out to different agencies asking you to clean up data as far back as 6/1/2015.

Youth and DV shelters do not require ROI. However, other programs ESG, CoC and RHY which run out of the shelters do require these revised forms.

There are two sets of agreement documents enclosed. The first is for the agency to keep for applying for future grants. The second copy needs to be returned to HMIS no later than 10/21/2015.

5.  NCOCoC committees/Appeals Process vote on

Jennifer Haney COC to review Draft of Appeals Process. Committees for Appeals Process to be in place so we can respond to any appeals in the future, in a timely manner.

Amanda Doran suggested the whole Continuum review the Appeals process and vote on. All agreed. This item needs to remain on the Agenda until voted on and put in Policy & Procedures.

PIT Committee – Jana Nelson is now the Chairperson.

Governance Committee – Melisa Brumley resigned from this Committee.

6.  New Business

·  Patti Graham suggested we begin inviting Law Enforcement to NCOCoC meetings.
