SPECIAL MEETING

Monday, October 26, 2015

The meeting was called to order by Craig Schmidt at 6:00 p.m.

ROLL CALL:

PRESENT: Bertschy, Henderson, Hamel, James, Kasper, Schmidt, Strayer, Sweetman

ABSENT: Bayer, Canever, Green, Osborn, Saule

1.  PURCHASE OF LED LIGHTING

Mike Burns, DDA Director, stated that during the planning of the Street Scape Project we looked at the possibility of retrofitting the current lights downtown with the LED. This was something we could not do when first submitted to the MDOT portion of the project. This is something additional to the project but we will still be using the DDA contingency fund that we have from our PDA bond to pay for this.

There are two actions that are needed; the first part being the purchase of the lights and the second to install them. The lights in question are from Lumecon who specifically deal with LED lighting and the cost is $82,863.00. There is only one company that can do this and we received Council approval to do the purchase. The second part of this, DPW and OHM wrote a spec and took bids on the installation of the street lights and the results are before you now.

Mr. Burns added that Rauhorn Electric is currently the installer of the lighting system we have for the Street Scape Project and they are also installing the irrigation. It was recommended by City Administration to award the bid to Rauhorn.

Mr. Markland wanted to clarify that the first bid also included new globes for all the lights. The older ones were yellow and the new ones will be much whiter and brighter.

Mr. Kasper was concerned about being at the total mercy of this company since we didn’t do any comparisons with other lighting companies. Mr. Markland stated that it was much cheaper to stay with this company and have all the lighting the same than to do a comparison and order all new lighting which would be more expensive in the long run.

Mr. Hamel asked if this was coming out of the bond proceeds which Mr. Schmidt stated that it was.

MOTION by Hamel, supported by Kasper to approve the purchase of new LED lighting and poles for the Street Scape Project.

MOTION CARRIED, Roll Call Vote: Bertschy-aye, Henderson-aye, James-aye, Kasper-aye, Schmidt-aye, Strayer-aye, Sweetman-aye, Hamel-aye.

2.  INSTALLATION OF THE STREET SCAPE LIGHTING – TWO BIDS RECEIVED

Rauhorn Electric, Macomb Michigan - $67,806.00

Chapple Electric, Fenton, Michigan - $68,906.67

Mr. Kasper stated based on the fact the there is only a 1.6% difference in the bids and the higher bid is a Fenton business, he would like to go with Chapple Electric.

Mr. Kyle Chapple stated he would appreciate the opportunity to do this job. He is very familiar with the LED retrofitting, they did the City of Linden with the Lumecon product last year and did the installation of lighting for the Rough Draught.

Mr. James stated Chapple Electric did a wonderful job installing the lighting for the City of Linden and they do quality work. Mr. Markland added that he would like to see the lights installed as soon as possible since it is getting darker earlier.

The following motion was then made;

MOTION by Kasper, supported by Henderson to award the installation of the Street Scape Lighting to Chapple Electric because it is a Fenton business and there was only a 1.6% difference in price.

MOTION CARRIED, Roll Call Vote: Bertschy-aye, Henderson-aye, James-aye, Kasper-aye, Schmidt-aye, Strayer-aye, Sweetman-aye, Hamel-aye.

Mr. Kasper added that he was not able to attend “Meet the Candidates” forum but he did read the review in the paper and he would like to recommend that someone talk to the candidates about what the DDA does and does not spend funds on. Apparently the DDA funds everything.
