WORK SESSION
JUNE 13, 2016
The Mayor and City Council of the City of Washington, Georgia, held their regular monthly Work Session on Monday, June 13, 2016, beginning at 5:30 PM at the Edward Pope Conference Center. Mayor Ames Barnett presided.
Present were: Mayor Barnett, council members Armour, Armour, Mahoney, Rainey, Scarborough and Tutt. Also present were City Administrator Bailey and City Attorney Fleming. City Clerk Danner was absent due to illness.
Visitors included: Anne Floyd of the CSRA RC, Norris Ware, Clara Sutton, Charles Wagner, Charles Jackson, Newton Gunter, Ricky Fanning, Kendra Dill, Jack Heard, Ann Tanner, Patsy Winn, Brenda Mitchell, Annie R. Wilkinson, Judy Anderson, Loretta Fanning, Sim Dill Jr., Marcus Dill, M.V. Booker, Richard Crabbe and Kip Burke of the News Reporter.
Anne Floyd, with the CSRA RC, discussed with council the Gordon Street School Redevelopment Fund Grant application. Before DCA will review the application, they require a Memorandum of Agreement between the City and the GA DNR-Historic Preservation Division. Attorney Fleming requested that a contract for Council approval be presented at the next council meeting.
City Administrator Bailey reviewed with council the final budget adjustments for 2015 that council will need to approve so that auditors will be able to submit the audit to the state prior to the June 30, 2016 deadline.
Bailey advised of a request from Beta Sigma Phi for use of the square from 5 until 8 PM on September 16 for the Pedal for Paws event to benefit the Animal Shelter.
Bailey reviewed with council a Resolution for the Kettle Creek Battlefield DNR grant of $7800, as a pass through amount with no city match.
Bailey reviewed with council a request from the Mary Willis Library to close a section of Jefferson and Liberty Street on July 26 for the end of summer reading program event.
Bailey also advised of a request to cancel the July regular meeting of council as it conflicts with the MEAG Annual meeting attendance.
City Attorney Fleming reviewed with council a proposed Charter change that will direct all Municipal Court Appeals to the Wilkes County Superior Court. This proposed change will require advertising prior to adoption and a vote at the August meeting of Council.
