POSITION PROFILE
The Regional Representative is the day-to-day presence for the Guadalupe–Blanco River Authority (GBRA) with customers, potential customers, the business community, regional and local governments, and community organizations in the GBRA Lower Basin area. The Lower Basin includes the Texas counties along the Guadalupe River below Guadalupe County (Sequin), including the communities of Victoria and its surrounding area, Port Lavaca, and Port O’Conner.
As a representative of the organization, tThe Regional Representative presents and explains the work and policy positions of GBRA and assists communities throughout the GBRA Lower Basin with community and economic development projects and in accessing services from GBRA management and operating divisions.
This is a professional, non-supervisory position reporting to the Executive Manager of Business Development and Resource Management. It is anticipated that the position will be headquartered in the GBRA Lower Basin. Travel to GBRA headquarters and withinthroughout the GBRA Lower Basin to meet with, and attend meetings of, community, governmental, and private organizations is required.
Essential Duties include:
- Represent the Executive Manager and General Manager with individuals, groups, and governments in the Lower Basin;
- Present and explain the operations and policies of GBRA to customers, potential customers, business and economic development organizations, regional organizations and local governments, and individual public and private community leaders;
- Take an active personal role in civic and business affairs in the GBRA Lower Basin;
- Identify opportunities for GBRA to assist communities and to expand and improve its services in the Lower Basin and communicate this information to GBRA management and to GBRA operations managers with facilities or programs in the lower basinLower Basin operations;
- Collaborate and exchange information on a regular basis with the managers of GBRA facilities and programs operating in the lower basinLower Basin;
- Attend, as approved by the Executive Manager, each monthly or special meeting of the GBRA Board of Directors, and such GBRA committee or management meetings as authorized, in order to stay fully informed on GBRA projects, issues, plans, and policies, especially as these may affect the Lower Basin;
- Assist organizations and individuals to access the services of GBRA through regular contact with business interests, community organizations, governmental entities, GBRA customers and potential customers, and utilities in the Lower Basin;
- Assist customers, economic development corporations sand foundations, chambers of commerce, local governments, and regional councils of governments with economic and community development plans and projects, including grant writing for funds from state and federal agencies and private foundations;
- Coordinate with, and meet at least monthly, with the Customer Representative and Economic Development Manager for assistance with public and private funding agencies; and
- Undertake special projects, as assigned.
Results Expected From the Regional Representative
- Improved understanding of the plans, policies, and operations of GBRA among public and private organizations and leaders in the GBRA Lower Basin;
- Established, trusted relationships with private and public community leaders;
- New partnerships and service opportunities for GBRA in the Lower Basin;
- Significant contributions to the stewardship of GBRA’s water resources and facility investments in the Lower Basin; and
- Additional economic development and community development funding from outside sources for communities in the Lower Basin through GBRA assistance and participation.

A person experienced in community and economic development with a track record of success in advising communities and obtaining outside funds for communities.
Able to demonstrate a consistent, positive, “can-do” attitude and a good sense of humor.
Willing to cheerfully handle many details, some not glamorous.
Qualifications and Compensation. The person who is selected for this position should have at minimum a Bachelor’s Degree from an accredited university and at least 10 years of experience. A Master’s level degree is preferred. Degrees and experience may be in public administration, business, economics or economic development, engineering, or the natural sciences related to water resources. Compensation will depend upon qualifications and experience and upon internal equity within the GBRA pay ranges.
The position is currently budgeted in a salary range of $40,540 - $64,945, plus benefits.

The Guadalupe-Blanco River Authority is a widely recognized leader in managing water resources that benefit both people and the environment in its 10-county region covering the Guadalupe River and Blanco River basins.
