NO MPP-F (2) -5/2010 DT SHIMLA-2 the 16th may 2011

NOTIFICATION

In exercise of the power conferred upon her under sub-rule(2) of rule 7 read with rule 46 of Indian Electricity rules 1956 , the Governor, Himachal Pradesh is pleased to make the following order to amend the Himachal Pradesh Levy of Fees for Testing and Inspection order, 1992 issued vide this Department Notification No. MPP-A(4A) -5/91 dated 15th oct.1992 and published in the Rajpatra , Himachal Pradesh dated 12 December, 1992 ,namely:-

Short title 1 this order may be called the Himachal Pradesh, Levy of Fees for Testing and Inspection (Amendment ) order 2011.

Amendment 2 in notification number MPP-A(4A0 -5/91 dated 15th oct.1992 which was published in of notification the Rajparta , Himachal Pradesh , dated 12th December 1992 after the words,

Government of Himachal Pradesh the words “ and the Himachal Pradesh State Electricity Board Limited” shall be inserted.

Amendment 3 in Para 2 of the Himachal Pradesh Levy of Fees for Testing and Inspection order 1992 ( hereinafter referred to as this “said order”

of para 2 i) in clause (a) , for the words and figure “section 36 of the act the words , sign and figures “ section 162 of the Electricity Act 2003” shall be substituted ; and

ii) for clause (b) the following shall be substituted, namely

(b) ‘ initial’ with reference to the inspection, examination or testing of any electrical medium supply voltage consumer installation or apparatus upto 650v shall mean the first inspection carried out by the Himachal Pradesh State Electricity Board Limited “or any officer appointed for the purpose, before its being brought into use, or its reconnection after having been without supply for a period of 6 months or more and shall include the first inspection examination or test necessitated as a result of any extension or alteration in the existing installation, except those carried out under the instructions of the Chief Electrical Inspector, or his authorized representative with the sole purpose of rectifying a defective installation already inspected by the said inspector or his authorized representative . HIMACHAL Pradesh State Electricity Board Limited “shall comply with the provisions of rules 10 and 51(3) of the Indiana Electricity Rules 1956 read with electricity Rules, 2005 and chief electrical Inspector and his authorized representative may randomly check the medium voltage installations so inspected in order to ensure the compliance of safety norms as envisaged under the rules”

Substitution of 4 for Para 3 of the said order, the following shall be substituted namely:-

Para 3 Periodical Inspection :- Every installation already connected to the supply system of the supplier shall be inspected and tested once in every five years by;

a)  The chief Electrical Inspector or any other officer appointed to assist him in the case of high and Extra high supply voltage consumer installation ; and

b)  The HIMACHAL Pradesh State Electricity Board Limited in case of medium supply voltage consumer installations upto 650volts.

Provided that a re-inspection may be carried out during the said period to ensure that any direction or order given to the owner as a result of inspection had been carried out or not”

Amendment 5 in Para 4 of the said order, after the words” to assist him” the words and the Of

Himachal Pradesh State Electricity Board Limited shall be inserted and for the words, sign and figure ‘ Indian Electricity Act 1910” the words sign and figure ‘Electricity Act 2003” shall be substituted.

Amendment 6 in Para 5 of the said order, after clause(1) the following provision shall be added , namely;-

Provided that the fee in respect of the initial as well as periodical inspections of medium supply voltage consumer installations conducted by the Himachal Pradesh State Electricity Board Limited ,shall he realized and retained by it .
