Pembrokeshire Plant Oil for Transport
Application for 50% grant assistance towards the cost of conversion of a diesel vehicle to use vegetable oil as a fuel (e.g. rapeseed oil which could be locally produced in Pembrokeshire)
Veg Oil Motoring of Tegryn, North Pembrokeshire is working with Elsbett plant oil conversion kit specialists to offer 90 grants to Pembrokeshire residents for conversion costs of diesel vehicles to run on straight vegetable oil. Financial assistance has been provided by the Welsh Assembly Government through the Pembrokeshire Coast National Park Authority’s Sustainable Development Fund. This project will contribute towards meeting the European Biofuels Directive, which requires EU Member States to supply 5.75% of all road transport fuel from biofuels by 2010, as a means of reducing carbon dioxide emissions.
Typical total cost of an Elsbett vegetable oil conversion kit plus installation is £1100 to £1500 inclusive, depending on the vehicle to be converted. Successful applicants will only have to pay 50% of these costs with the remaining amount covered through the scheme. The Pembrokeshire Plant Oil for Transport conversion grants scheme will end on 31st March 2009.
After conversion vehicles can be run entirely on straight vegetable or plant oils that meet the DIN 51605 standard, mineral diesel, or a mixture. For further information see www.vegoilmotoring.com

Terms and Conditions
1. Application forms
Application forms are available from Veg Oil Motoring at the address below, or downloadable from the website www.vegoilmotoring.com. Completed applications should be returned to the same address. Applications will be processed on a rolling basis as received. Applicants will be notified of outcome of their application within a month of receipt. Only signed paper copies of application forms will be considered. Welsh language application forms are available on request.
2. Selection Criteria
Ninety vehicle owners living within Pembrokeshire (and vehicle owners within 4 miles of the boundary of Pembrokeshire at the end of each grant cycle) will be awarded 50% grants towards vehicle conversion costs during the period July 2006 to March 2009. Vehicles will be selected on a number of criteria including suitability for conversion. If the plant oil conversion grant scheme is oversubscribed preference will be given to applications from vehicle owners living within the Pembrokeshire Coast National Park.
3 Promotion of converted vehicles.
In order to promote the concept of low carbon veg oil motoring, it is a condition of grant that converted vehicles carry stick–on vinyl signage (e.g. “This vehicle is running on straight vegetable oil”) together with a Welsh Assembly Government logo, National Park logo, Sustainable Development Fund logo and Veg Oil Motoring logo. The signage will include three stickers of approximately the following dimensions: two at 420mm by 150mm and one at 150mm by 60mm (These dimensions may be subject to change). Signage for converted vehicles will be provided free of charge in Welsh and English versions and it will be a requirement that vehicle stickers be displayed for a minimum of 12 months. Successful applicants must retain the converted vehicle for a minimum of 12 months from the date of conversion.
4. Payment of road fuel duty
Vehicle owners are responsible for payment of road fuel duty on all vegetable oil used for road transport fuel. Details of how to pay duty to HM Revenue and Customs will be supplied by Daniel Blackburn of Veg Oil Motoring. However at the time of writing it is currently the case that users of straight vegetable oil (SVO) that are themselves setting aside this fuel for road purposes are exempt from paying tax, provided that they are setting aside less that 2500litres/year. 5. Liability
Veg Oil Motoring, as project manager, is responsible for payment of grants. Payment will be forwarded to applicants retrospectively after receipt of a copy of the invoice for vehicle conversion, after completion. The contract for the vehicle conversion is between the vehicle owner and Veg Oil Motoring, who have legal liability for all advice and services provided by the company. PLEASE NOTE that if you decide to make an application for this grant you accept and acknowledge that the Pembrokeshire Coast National Park Authority has no responsibility or liability for conversion work undertaken.
