Crumpsall
Area Description
Crumpsall is a residential area roughly 3 miles north of the City Centre. The area is split into four main neighbourhoods, Higher Crumpsall, Crumpsall Green, Lower Crumpsall and BlackleyVillage to the east of the ward.
There are a number of local shops in Crumpsall and a small shopping area around Lansdowne Road. As well as the district shopping centres at Cheetham Hill (the shopping centre falls largely into the Crumpsall ward).
The Abraham Moss Centre is a large multi-functional site based in Crumpsall. The site encompasses a range of educational and leisure facilities, including a high school, a leisure centre and a district library.
The NorthManchester GeneralHospital is situated in the ward along with a range of other health, social and cultural facilities.
There are six primary schools and two secondary schools within the Crumpsall Ward
The ward is well served by the Metro link with three stations within its boundaries: Station Road / Bowker Vale and more recently the new Abraham Moss Station.
The area contains good quality open spaces particularly at CrumpsallPark and HerristonePark.
Crumpsall Ward Priorities
Housing and Neighbourhoods
- Work with Registered Providers to identify potential sites for development of new homes in Higher and Lower Crumpsall – including the former St Thomas’ School site as well as ensuring current homes continue to meet the decent homes standard.
- Effective management of properties managed by Registered Social Landlords.
- Effective management of the Private Rented Sector and Houses in Multiple Occupation (HMOs) particularly around Catherine Road and Delaunays Road to ensure they are effectively managed and contribute to a reduction in the level of transience in these areas.
- Ensure a co-ordinated approach to neighbourhood management by working effectively with the Neighbourhood Delivery Teams and residents on issues such as waste management around the Delaunays and Lansdowne Road areas, fly tipping in BlackleyVillage and traffic management issues around Parkhill Avenue.
- Complete the delivery of the Blackley Village Local Plan by seeking to bring forward a mixed use scheme for the vacant land North of Old Market Street and a housing scheme the former car sales site. Provide more homes for owner occupation.
- Manage provision of supported housing and accommodation for vulnerable client groups in Crumpsall.
Crime and Community Safety
- Deliver a ‘Preventative Approach’ to reduce crime levels by working with Greater Manchester Police and other partners to reduce crime levels, including addressing vehicle crime on Delaunays Road, and ASB on Lansdowne Road and reduce re-offending within the ward,
Transport and Accessibility
- Ensure that our transport is accessible to all providing links to employment areas by working with transport partners, and promoting Metrolink .
- Promote walking and cycle routes in the ward particularly through the IrkValley, ensuring the S106 agreement linked to the Byron Bank development relating to the IrkValley are delivered
- Work with planning and highways around traffic management issues particularly in BlackleyVillage and close to the Primary schools.
- Work with schools and Highways to promote “walking buses” to help address issues around parent parking at schools, particularly at the new PikeFoldSchool.
District and Local Centres
- Commercial analysis of local centres - including Lansdowne Road – will be carried out by consultants to help develop a Local Centre Study to address the long term sustainability of the local centres
- Establish effective governance and management arrangements for the Abraham Moss Centre.
- Support and promote the new retail offer at BlackleyVillage in order to attract suitable uses into the remaining vacant units.
Open Spaces/Green spaces
- Continue to deliver a coordinated programme of improved management and maintenance of green spaces by working to ensure Crumpsall and HerristonePark are effectively maintained whilst ensuring that Green Flag Status at CrumpsallPark is achieved again
- Increase the use of green spaces for exercise and sport by working with Community and Cultural Services and Zest to provide a range of community activities which will help to improve the quality of life for residents
- Work with the Irk Valley Officer to ensure that work to the Bowker Vale Ponds and the area of the IrkValley in Crumpsall is consistent with the promotion of our green spaces as recreation areas.
- Deliver a dog walking area in Lower Crumpsall close to the IrkValley.
Sustainability
- Work with the Neighbourhood Delivery Teams to deliver targeted interventions around waste management particularly around Parkhill and Delaunays Road in order to improve the street environment and the overall image of the ward.
Celebrating and Promoting North Manchester
- Promote Crumpsall as an attractive place to live with a wide range of local facilities including the retail offer at Cheetham District Centre and the community hub at Abraham Moss Centre.
- Support residents to get involved in a range of activities in the ward that can be funded by CASH grants and other funding streams that are available. Support the promotion of the Community First Panels in Crumpsall
- Promote City Council and partner activity through the “my area” webpages and Crumpsall Twitter feed, and direct residents to these sources of information about Crumpsall.
Children, Young People and Families
- Continue to raise the educational attainment and skills at both KS1 and KS2, and work with schools to ensure that pupils are supported in the transition from year 6 to year 7
- Ensure that “Complex Families” in Crumpsall are receiving the right support through the continued multi-agency Community Budgets work being carried out across North Manchester.
- Support residents who may be affected by the welfare reforms and map out IT and support provision across North Manchester
- Encourage young people to participate in Youth Fund activity, including engagement with FC United projects and accessing the Factory Youth Zone in Harpurhey.
Employment and Skills
- Deliver a coordinated approach to employer engagement by working with businesses and partner agencies, in particular around Cheetham District Centre, Lansdowne Road, BlackleyVillage and the new NorthManchesterBusinessPark, ensuring local people have the opportunity to access jobs within the area and in the City Centre
- Support residents who are out of work to gain the skills they need to secure employment* by promoting the MAES offer at Abraham Moss Centre and working with schools and colleges to ensure their offer meets the skills demand of the growth industries within the city.
- Promote the ESF project across the Crumpsall ward and work with partners and voluntary agencies to ensure that qualifying residents are accessing this support.
Economic Development
- Support the delivery of the NorthManchesterBusinessPark and the investment of businesses to create local jobs.
- Work with site owners to bring forward a full commercial planning application for light industrial units on part of the Lion Works site
- Open discussions with BT Cables regarding their medium and long term plans for their site.
Healthy and Active Lifestyles
- Maintain and improve engagement with local residents on a range of health* and wellbeing activities available within the ward and highlight and address any opportunities/issues at the Crumpsall and Cheetham health forums and events, and continued support of the Zest project.
- Continued engagement with GP’s in supporting residents via Complex Families referrals.
- Ensure that there is appropriate leisure provision within the ward for women and young people with cultural requirements e.g. women only swim and gym sessions at Abraham Moss Leisure Centre
- Work with CCS to promote healthy lifestyle activities in CrumpsallPark – including walking groups and taste and cook sessions.
Older People
- Ensure older residents are fully engaged in their community by encouraging them to become actively involved in activities within the community
- Work with the VOP team to roll out a VOP Network for Crumpsall.
