CHAIRMAN’S CABINET MEETING

April 24, 2006

Chairman Lindberg welcomed everyone to the meeting. He announced that the CountyBoard would be considering a Bullying Policy at the next CountyBoard meeting.

Dan Denofrio, Joyce Boyd and Debbie Currie from the Department of Social Services (DSS) gave a presentation on the Welfare to Work Federal Participation Rates and how the new changes will affect OtsegoCounty. The new participation rates for TANF recipients will be harder to achieve. There will be financial sanctions to counties if they are unable to hit their targets. DSS is looking for worksites at nonprofit agencies where TANF clients can do job training and community service. All county agencies qualify as a worksite. If any county department needs assistance with special projects or routine work, it should sign a contract to be a sponsor agency and contact Debbie Currie who will try to match clients with a department’s needs.

Myrna Thayne reminded everyone that all budget amendments and transfer requests need to be sent to the Treasurer’s Office in written form or they will not be included in the resolution. Also, if a department receives federal aid, state aid or a grant, it must let the Treasurer’s Office know so that a budget line can be established in the budget. This is needed for proper tracking.

Laura Child said that everyone had a copy of the proposed Bullying Policy attached to his or her agenda. If the policy is adopted at the next CountyBoard meeting, departments will be required to post a copy of it in their office.

Laura Child explained what the CountyBoard is looking at doing with the Personnel Office. She said that the Personnel Officer will be a part-time position doing civil service related work only. David Brenner is expanding his study of a CountyManger to include a section regarding the provision of human resources activities in the county. She said that Nancy Morton’s last day of work is May 31, 2006. If the CountyBoard has not hired another Personnel Officer by June 1st, then certain activities will not be done, such as approvals of applications and certifications of eligibility lists and payrolls. This will affect a department’s ability to fill vacant positions.

Brian Pokorny reported that a committee has been formed to prepare an RFP to purchase a municipal financial package that will include budgeting, human resources, inventory and fleet management. The committee has met and is starting to put all of the information together.

Brian Pokorny said that he sent a letter to all departments asking for items for the county newsletter. Lynn Bass said that three items have been submitted, but they could use some more.

Chairman Lindberg welcomed Frances Wright back from her medical leave and announced that Lynn Bass has resigned her position.

Diane Cusworth stated that there is a problem with UPS deliveries to The Meadows Building. Boxes are being delivered, but the individual departments are not always being notified. Dan Denofrio said that DSS staff sign for the packages, but do not always have the time to follow up. Mrs. Cusworth asked for any suggestions for solving the problem. Discussion followed on where deliveries could be made and on improving signage in the building.

The next Cabinet meeting is scheduled for Tuesday, May 30, 2006 at 2:00 p.m. at The Meadows Building.
