Pre-bid Clarification

TECHNICAL PART :

  1. The battery bank required for meeting the requirement has to be 2Vand NOT 12V batteries.
  1. The battery bank is to be designed and sized to ensure that each oneof the UPS systems will have its own independent battery bank. The sizing of the batteries for each one of the banks has to take intoaccount the requirement of 15 min. backup for a load of 1000 KVA.
  1. The cable for the proposed solution has to ensure that the output current delivered has to be 1.25 times the load current for a load of 1000KVA
  1. The technical committee has decided that for such high capacity UPS systems (500 KVA and above) modular approach is not suitable.
  1. The bypass option (centralised or decentralised ) has to meet therequirement of one or more UPS systems to be taken for maintenance at anytime while the other systems are operational.
  1. The UPS systems need not be of the transformerless type and the bidders have the option to consider the systems either with transformer orotherwise. It is to be noted that transformerless option is the preferredchoice. In the event of the solution having transformers, it has to be anintegral part of the system and not add on.
  1. Battery monitoring solution both at the bank level for the entire bank as well as for individual batteries is required to be quoted as a separate optional line item.
  1. The following OEMs for the UPS are acceptable :

  1. The bidder has to include earthing required for the UPS systems, as well as the earthing required for the panels.
  1. The requirements in terms of input/output panel, battery panel, and cable are specified below. The sizing of cables is only indicative; the vendor has to quote for the appropriate size. The cable lengths mentioned below are approximate, and will be used to calculate the total cost. The purchase order and billing will be based on actual length.

Fabrication, supply, erecting, testing & commissioning of indoor panel coupled with the existing main panel in the substation comprising of two Nos of 1600 Amps with necessary accessories. / 1 No.
Input panel comprising of 1 No. 1600 Amps ACB as incomer & 3 Nos. 1000 Amps ACB as outgoing to UPS.
Output panel comprising of 3 Nos. 800 Amps MCCB incomer from UPS. / 1 Unit
Battery Bank of suitable size capable of taking Full Rated Load for 15 minutes. Cables and Breakers to be sized according to the Full Load. / 1 Unit
UPS Earthing using suitable size copper plates. / 6 Nos.
Body Earthing (Pipe type earthing) / 6 Nos.
Supply and laying of 40 x 6 copper strips for UPS Earthing / 150 metres
Supply and laying of 40 x 6 G.I. Strip for body earthing. / 150 metres
Supply and laying of 6 Runs of 3 ½ core x 300 sq. mm ArmouredAluminium Cable from substation to IO Panel. (Each Run will be 150 metres approximately) / 900 metres
Supply and laying of 240 sq.mm. unarmoured copper conductor flexible cable using suitable support. / 600 metres

COMMERCIAL PART :

  1. The solution proposed may have more than one bidder participating as a consortia. In such cases, the prime bidder, should be identified and will be responsible and accountable for all aspects related to the delivery of products and services during the contractual period. In case where multiple orders need to be placed on different consortia partners, it should be explicitly mentioned and the quote in the price bid should be from the consortia partner.
  1. The EMD can be provided as a bank guarantee (valid for 4 months from the date of submission of the tender) in any nationalized bank or scheduled commercial banks approved by RBI.
  1. The payment term for the supply part will be "Payment Against Delivery" and will be given to the successful bidder after the systems are delivered at site.
  1. The bidders have to provide a performance bank guarantee equivalent to 20% of the value of the supply part of the tender. This bank guarantee has to be provided by the successful bidder at the time of the delivery of the system. This amount will be returned to the bidder after the acceptance of the solution by the Institute.
  1. The Institute will ensure that the customs clearance is done by the agency which normally clears the consignment for the Institute. However, it is the bidder's the responsibility to deliver the equipment/system at the site. Insurance should cover delivery to the site.
  1. The supply period will be 6-8 weeks from the date of Letter of Intent.
