Jackie Moden
Jackie Moden specialises in organisational change and development across human services organisations including local and state government, and community organisations.
She is an experienced consultant who has worked with a range of clients across the public sector; assisting them with strategic planning, service reviews, workforce development and human resource management. She has led key change management processes within the Department of Human Services (incorporating Health) including strengthening the partnership skills of its workforce.
In addition, she has assisted community based organisations and key community industry peak bodies in the development of interagency partnerships and governance structures. Jackie has extensive experience in consultation and stakeholder engagement at all levels of project management and implementation andhas undertaken roles in strategic policy and operational management in State Government.
Jackie holds a Graduate Diploma in Special Education,is an accredited trainer with a Certificate IV in Training and Assessment and has a Diploma of Project Management.She has lectured at the RDNS Helen Macpherson Smith Institute of Community Health (4 years), and is a member of the Australian Institute of Management.

Victorian Council on Social Services (VCOSS) Sector Reform consultations. This involves engaging the community sector organisations, in metro, rural and regional Victoria in the principles and agenda of the Community Sector Reform Council and the broader Sector Reform Project.(current)
Facilitation of a series of NDIS Forums in the Barwon region in preparation for the introduction and transition of the NDIS (current)
Development and Review of Policies and Procedures on behalf of Children’s Protections Society in preparation for an external quality management audit
Statewide consultation on Victorian State Disability Plan 2013-16
Review of two separate crisis supported accommodation services (Eastern region) providing short term crisis accommodation and support, and transitional supported housing for women and children escaping domestic violence.
Statewide Governance training to Boards of Management of community service organisations on legal and regulatory responsibilities (funded by DHS and an initiative of National Disability Services)
Design, development and delivery of a Performance Review and Development Framework to a large disability organisation in regional Victoria
Undertook the Rights, Choice and Responsibility Project funded by the Barwon-South Western Region of the Department of Human Services which developed a Trainers Manual and Participant Workbook to assist direct support workers to navigate the complexities of the balancing act between supporting people with disabilities in pursuit of their choices and managing the potential dangers inherent in some activities or decisions. A series of 4 Forums were conducted in the region to over 125 staff from accommodations services in 2009
Development and Production of 4 Partnership Guides for Victorian Council of Social Service on partnering practice for community based services and state and local government.
Design and delivery of a sector capacity building program for (the now) Department of Health (DH), Eastern Metropolitan Region across the health, housing and community services sectors. Products included a Coordinated Care Framework; documenting improved client care pathways and protocols for inter organisational partnerships. This project was characterized by a high degree of stakeholder consultation; identifying current practice and gaps, and developing a model of coordinated care that could be adopted across organisations in the east.
