CHALE CHALO, a leading voluntary organisation, is implementing the BAREFOOT LAWYERS Project (Funded by the National Lottery (UK) through the Big Lottery Fund) for the legal empowerment of Scheduled Caste and Scheduled Tribe women for their rights & entitlements in 90 remote villages of 3 blocks (Boden, Sinapali & Khariar) in Nuapada District of Odisha. The project is recruiting a team to manage programs and achieve the desired outcomes.
About the Barefoor Lawyers Project
Introduction:
This project will experiment with new ideas/approaches in using the lawto achieve gender justice and poverty reduction for dalit and tribal women in remote rural areas. The project will have a strong emphasis on the legal empowerment of SC/ST women, and will specifically enable them to take legal remedies for accessing legal justice, poverty reduction programs and basic services, and, through this approach, will establish fundamental change for themselves and for their communities.It willbe implemented on the principles of inclusion and non-discrimination. The project creates ample opportunity and scope for direct involvement and ownership of primary and other stakeholders on issues and project actions.
Duration of the Project: 3 Years (1st July 2015 to 30th June 2018)
Project Aim:
The aim of the project is the legal empowerment of SC/ST women, enabling them to protect their rights, and access justice, poverty reduction programmes and basic services, increasing their control over their lives.
Project Outcomes:
1. Improved access to free, fair and faster legal and justice services for SC/ST women, enabling them to protect their human rights and claim their entitlements without corruption.
2. Increased ability of SC/ST women to participate in the justice and decision-making processes of their communities, leading to more women-friendly and pro-poor decisions.
3. Improvement of service delivery by using the law and legal means to hold duty-bearers to account, leading to better access to poverty reduction programmes and improved services, increased income and reduction in distress migration.
Beneficiaries:
The project will work with 9,000 women (2,500 dalits, 6,500 adivasis). In addition, the families (30,994 people) of these women will benefit from their gains as will others (26,000) across their communities. Dalit and Adivasi Women’s Forums (DAWFs) will be established to provide a safe framework within which these disadvantaged women can build their skills and confidence to take action in the public arena. Working with 180 Community Justice Mentors (120f, 60m), 180 Barefoot Lawyers (120f, 60m) drawn from the beneficiaries, the project team will involvethe women in participatory mapping of injustice and rights denial, development of legal literacy and action, and improvements to the justice delivery system, especially the use of the Right to Information, Orissa Public Service Guarantee Act, Gram Nayayalayas Act and other pro-poor, pro-women and pro-SC/ST Policies, Acts, Schemes and Programs and will be given guidance and support as they take action to claim and access their rights. The project team will also work closely with other CSOs, justice providers, program Implementers, service providers, and elected representatives and engage and capacitate them for facilitating the SC/ST women empowerment processes.

1. Project Team Leader
Full-time post, 42 hours, 6 days per week. Based at Project Coordination Office, Khariar, as well as coordinating and managing 3 cluster offices at Boden, Sinapali and Khariar and ensuring implementation of project work in 90 villages of 3blocks, district & state level advocacy, lobby and networking
Requirements –
a. Must be post-graduate with minimum 5 years proven experience in senior management of rights-based and women’s empowerment projects in remote rural areas
b. Must have excellent reporting, documentation, written and oral communication and presentation skills in Odia,English, and Hindi
c. Must be capable of managing field and office work, facilitating training, workshops, meetings, undertaking lobby, liaison, advocacy & networking etc. independently as required by the project
d. Must have good computer skills in MS Office, internet, website update and have at least 35 words per minute typing speed
e. Must have a valid driving licence and experience driving motor bike with ability to travel extensivelyin both remote areas and cities
f. Must have good understanding of and analytical ability on gender, justice, poverty, inclusion & development issues especially on rights of SC & ST women
g. Must be able to work in a team, lead the team, and coordinate/cooperate with donor, primary and other stakeholders with a positive attitude and spirit
h. Must have belief in, and uphold the spirit of, inclusive development, non-discriminatory practices, non-violence, transparency, accountability, responsiveness as well as democratic and human values.
i. Must be self driven and results oriented / achievers and have good health and capable to face and address challenges / risks in the project
Responsibilities – The Project Team Leader will be expected to:
a. Provide support for recruitment of other project staff, and initial and ongoing capacity-building of the team
b. Develop the Operational Plan of the project and implement it in letter and spirit,utilising financial, human, physical and other resources as per the provisions of the project
c. Coordinate project activities and programs, staff, volunteers and other stakeholders
d. Manage the team, assigning responsibilities, supervising project work, and providing appropriate support to staff and others involved in the project to create good a working environment and maximise performance
e. Oversee baseline study and Participatory Action Research
f. Carry outProgramreview, monitoring and supervision,conduct regular Review Meetings to ensure & track progress, achievements and impact of the project, and closely monitor the project work and staff performance
g. Organize workshops, meetings, training, competitions, camps, events, campaigns and other programs as per the plan and need of the project
h. Developappropriate IEC materials in Odia & English for better understanding and articulation of project-related issues
i. Facilitate formation and strengthening of beneficiaries’ forums and community monitoring in project
j. Conduct participatory impact assessment studies and evaluation of the projects at regular intervals, prepare reports and submit the same for timely learning and corrective measures
k. Oversee collection of data, information, compilation and documentation of the same, setting up and updating MIS
l. Manage all necessary project documentation, preparation of Activities, Financial, and Annual Reports, etc., with case studies and other reports and do all the necessary documentation in the project and ensure timely submission to donor
m. Facilitate visits by IVDT/Big Lottery Fund team and other concerned individuals, agencies and organizations to project field and offices
n. Other necessary works as assigned by the organization from time to time as per requirement of the project
Remuneration - Consolidated Amount of around Rs.22,000/- PM

2. Cluster Coordinators – 3 posts
Full-time posts, 42 hours, 6 days per week. Based at Cluster Offices at Khariar, Sinapali and Boden, each will coordinate and monitor 3 Project Facilitators and be responsible for project implementation in average 30 villages, along with district and state level advocacy, lobby and networking related work
Requirements –
a.. Post-graduate with min 3 years experience in senior or middle management of rights-based and women empowerment projects in remote rural areas
b. Must have excellent reporting, documentation, written and oral communication and presentation skill in Odia,English and Hindi
c. Must have experience of managing field and office jobs, facilitating training, workshops, meetings, undertaking lobby, liaison, advocacy & networking etc. independently as required by the project
d. Must have good IT skills - MS Office, internet, website update/uploading and at least 35 words per minute typing speed
e. Must have a valid driving license, experience in driving bike/scooty,and able to travel extensively in remote areas and cities
f. Must have good understanding and analytical ability on gender, justice, poverty, inclusion & development issues. especially on rights of SC & ST women
g. Must be capable of working in a team, leading a team, coordinating/cooperating with primary and other stakeholders with positive attitude and spirit
h. Must have belief in and uphold the spirit of inclusive development, non-discriminatory practices, non-violence, transparency, accountability, responsiveness as well as democratic and human values.
i. Must be self-driven and results-oriented, have good health and be capable of facing and addressing the challenges and risks in the project
Responsibilities–The Cluster Coordinators will be expected to:
a. Assist in preparation of operational plan of the project and implement it in letter and spirit in their respective cluster
b. Coordinate and manage activities, actions, events in Clusters (each covering around 30 villages), utilising financial, human, physical and other resources as per the provisions of the project
c. Develop project database at all levels and take total responsibility for processing project documentation and regular updating of the same as a means of verification of project progress
d. Facilitate baseline and other survey, study and data gathering, and feedback; data entry, storage, compilation, analysis, use, report preparation, sharing and proper use
e. Assist the Project Facilitators in preparation of individual staff planning in consonance with the project objectives and overall project implementation plan
f. Assist in coordination of different activities and programs under the project, among the staffs, Community Justice Mentors, Barefoot Lawyers, Dalit and Adivasi Women Forums members and other stakeholders in the cluster
g. Plan and facilitate workshops, meetings, trainings, events, camps, campaigns and other programs as per the need of the project and properly document the same.
h. Coordination with District and Taluk Legal Aid Councils, Bar Associations, CSOs, formal and informal Justice Providers and concerned department officials, various line Departments, Media and community leaders for ensuring proper implementation of Gram Nayalaya Act, Odisha Right to Service Guarantee Act, RTI and other pro-poor laws and schemes etc
i. Orient and engage staff, volunteersand other stakeholders on simple documentation, reporting, monitoring, impact assessment and evaluation processes and tools to maximize project benefits in favour of marginalized SC/ST women.
j. Prepare and adopt appropriate monitoring strategies, approaches and workable action plan, tools/formats, and appropriate TOR for internal and external evaluation
k. Collect, store, submit and use all the relevant primary and secondary data and information related to project actions, gaps, issues and laws
l. Document case studies with photographs and documents for evidence-based advocacy and lobby for improvement in the situation of the SC/ST women
m. Develop appropriate IEC materials in English, Odia as well as local tribal language for better understanding and articulation of relevant laws, justice system and schemes and programs
n. Facilitate visits by IVDT, the Big Lottery Fund team and any other concern individuals, agencies and organizations to the project, and produce relevant information as and when required by them
o. Carry out all other necessary works as assigned by the organization from time to time as per the requirement of the project
Remuneration - Consolidated Amount around Rs.14,000/- PM

3. Project Facilitators – 9 posts
Full-time posts, 42 hours, 6 days per week.Central location of 10 to 12 villages in Khariar, Sinapali or Boden Blocks and responsible for supporting, coordinating and monitoring 10 to 12 DAWFs, 20 to 24 Barefoot Lawyers and 20 to 24 Community Justice Mentors activities along with block and district level advocacy, lobby and networking related works
Requirements–
a. Must be a Graduate (Plus Three) with minimum 1 year experience, or Intermediate (Plus Two) Pass with minimum 3 years experience, in implementation of rights-based and women’s empowerment projects in remote rural area at field level
b. Must have reporting and presentation skills in Odia
c. Must be able to manage field-related project work independently as required by the project
d. Must be capable of working in a team, leading the team, coordinating/cooperating with primary and other stakeholders in the field with positive attitude and spirit
e. Must be capable of engaging and motivating SC/ST women to participate in the project;
f. Must be committed to the empowerment of SC & ST women, and have belief in, and uphold, the spirit of inclusive development, non-discriminatory practices, non-violence, transparency, accountability, responsiveness as well as democratic and human values.
g. Must be able to ride a bi-cycle and able to visit villages and mobilize SC & ST women and build up their capacities in remote areas
h. Must be self-driven and results-oriented,have good health and be able to face and address the challenges and risks in the respective project villages
Responsibilities–The Project Facilitators will be expected to:
a. Recruit and support Community Justice Mentors, Barefoot Lawyers & Dalit & Adivasi Women Forums and coordinate project activities in around 10 villages
b. Implement all activities and programs in project villages in collaboration with all the stakeholders
c. Review the progress of project work, plan and take appropriate action in consonance with project objectives, outcomes, outputs, activities, annual action plan and targets
d. Mobilize the marginalized SC/ST women and their communities, build up their organizations and facilitate programs for achievement of project outputs and realization the project outcomes
e. Undertake field level survey, collect data and information and assist in compilation and documentation of the same
f. Assist in preparation of Monthly and Quarterly Activities and Financial Progress Reports, Annual Reports, case studies and other reports and do all the necessary documentation in the field level.
g. Assist and cooperate for the proper utilization of financial, human, physical and other resources as per the provisions of the project for best possible results / outputs
h. Assist in properly keeping all the records related to project administration, activities, finance and other matters, and produce or use them as required
i. Make pro-active efforts for success of the project and positive improvement in the lives of the targeted SC/ST women
j. Do all other necessary works as assigned by the organization from time to time for success of the project
Remuneration -Consolidated Amount around Rs.7,500/- PM

4. Project Assistant – 1 post
Full-time post, 42 hours, 6 days per week. Based at Project Coordination Office, Khariar, and the Bhubaneswar Head Office, but also supporting, coordinating and monitoring related works in 3 cluster offices
Requirements - Graduate/Post-graduate with 5 years experience in accounts, administration, office management and project support
Responsibilities –The Project Assistant will be expected to:
a. Maintain books of accounts as per the standard accounting system
b. Follow best practices for financial discipline, integrity, value for money and transparency
c. Maintain all required files, registers and records for the project
d. Prepare and promptly submit financial statements and reports of the project as and when required
e. Check and ensure all requirements for requisitions, withdrawal and expenditures of fund
f. To learn, suggest and implement the best practices for financial administration procedures and office management
g.. Ensure proper records and use of project assets and office consumable goods / materials
h. Work with the team and help members to strictly follow standard accounting procedures and maintain total transparency, value for money, accountability and integrity in financial matters
