192.APOLOGY FOR ABSENCE

An apology for absence was submitted on behalf of Councillor Merry.

193.MINUTES OF PROCEEDINGS

The minutes of the meeting held on 8th November, 2005, were signed by the Chairman as a correct record.

194.ENVIRONMENTAL PROCUREMENT POLICY

Councillor Bill Hinds, Lead Member for Customer and Support Services, submitted a report in respect of a proposed Environmental Procurement Policy that had been produced as a result of work undertaken by the Recycling Commission.

RESOLVED:THAT the Environmental Procurement Policy, as appended to these minutes, be approved.

195.SALFORD HIGH SCHOOLS P.F.I. (II) PROJECT

Councillor John Warmisham, Lead Member for Children’s Services, submitted a report in respect of the Salford High Schools P.F.I. (II) Project.

RESOLVED:THAT the P.F.I. Steering Group be authorised to select a preferred bidder for the Salford High Schools P.F.I. (II) Project.

196.LOCAL PUBLIC SERVICE AGREEMENT

A report of the Leader of the Council was submitted on the second generation of Local Public Service Agreements.

RESOLVED:THAT, in respect of the Draft Local Public Service (II) Agreement, the following be approved:-

(a)the targets outlined in Annex A to the abovementioned report;

(b)the plans for pump-priming grant as outlined in Annex B to the abovementioned report; and

(c)the policy for performance reward grant allocation.

197.STRATEGIC REVIEW OF POLICE FORCES

Councillor David Lancaster, Deputy Leader of the Council, submitted a report in respect of the recently published Home Office report on Police Force Structures in England and Wales.

RESOLVED:(1) THAT the recommendation of H.M. Inspectorate of Constabulary, as set out in the briefing paper attached to the abovementioned report, be noted.

(2) THAT the Deputy Leader be authorised to make the necessary representations as part of the formal consultation process, on behalf of the Council, such responses to include reference to the importance of maintaining co-terminosity of boundaries at a county level and the maintenance of basic command units which are co-terminus with local authority and CDRP boundaries.

198.BUDGET AND AUDIT SCRUTINY COMMITTEE

Councillor Bill Hinds, Lead Member for Customer and Support Services, submitted a report of the Budget and Audit Scrutiny Committee, in respect of the meeting of that Committee held on 2nd November, 2005.

RESOLVED:THAT it be impressed upon the Council’s representatives on the boards of New Prospect Housing Limited, Salford Community Leisure Limited, Urban Vision Limited, school governing bodies and community groups the need to ensure continually that proper arrangements exist for the accountability for the use of funding provided by the Council and, in particular, have proper audit arrangements.

ENVIRONMENTAL PROCUREMENT POLICY

The Council is committed to sustainable development and aims to carry out its procurement

activities in an environmentally sustainable manner. Therefore, the Council will:

1. /

Work with suppliers to introduce environmentally friendly processes and products.

2. / Promote the determination of suppliers’ environmental credentials through the appraisal process where appropriate.
3. / To ensure, where appropriate, that environmentally preferable procurement is specified in the award of contracts.
4. / Identify and consider ‘whole life’ costs when procurement decisions are made, including non-quantifiable environmental impacts, impact of disposal and opportunities for recycling.
5. / When specifying or designing, seek opportunities to reduce the need to rely on virgin material and where appropriate reuse/recycle existing products.
6. / Where items are of a similar cost, give preference to those manufactured with recycled content.
7. / Carry out an environmental assessment of the Council’s major suppliers.
8. / To comply with all National and European procurement legislation.
9. / To produce an Environmental Products guide to support this procurement policy and guidance documentation.
10. / This Environmental Procurement Policy supports the Council’s corporate procurement strategy and work will continue to develop an environmental procurement strategy
