Minutes

The minutes of the May monthly meeting, held on 20th May 2013, were confirmed on the proposal of Cllr T. Grimes, seconded by Cllr O. Sweeney.

Correspondence

  • Letter from Department Arts, Heritage and the Gaeltacht requesting representation from the Council and other interested parties to seminar in DublinCastle on 12th September 2013 on World Heritage Sites.
  • Local Electoral Area Boundary Committee Report.
  • Correspondence from Robert Cogan, 9 Stonebridge, re disposal of piece of land.

Monthly Reports

The following items were raised:

Cllr F. Lynch

  • Unfinished works on Cavan Road by M3 Contractor.

The Town Engineer stated she would check out further.

Cllr B. Curran

  • Overgrowth on Navan Road
  • Planting of flower bed at St Colmcille’s Villas

Manager’s Orders

Members were informed that, following the issue of Warning Letter and Enforcement Notice, Court proceedings were pending in respect of planning application which had been refused.

Questions to the Manager

Cllr B. Collins

Will the Manager update the Council on the current status of licences relating to:-

  • The access through the Council property at the Civic Offices.

Licence agreement signed and sealed for use of access by the Hotel to their car park for €550 per month. Request also received fromHotel for licence to use rear car park from 6pm Thursday to midnight Sundays. This agreement signed and sealed for €2000 per annum.

  • The mobile phone operations in the Tower of Lloyd.

Vodafone agreement expired June 2012. Council has had no success agreeing a new licence, application made to proceed to the Circuit Court.

O2 agreement expires 2016.

  • The Kells Community Allotments at the PeoplesPark.

Agreement expires February 2014.

  • The old Kells Waterworks.

Agreement expired February 2012.

It was agreed to write out to the company and advise that licence has expired. It was agreed to take re-possession.

Will the Manager update the Council on the current access arrangements for the public relating to:-

  • St JohnsCemetery

Summer opens 8-4pm Monday to Thursday and to 3.30pm Friday

Winter opens 8.30-4pm Monday to Thursday and to 3pm on Friday

Closed at weekends due to antisocial behaviour

  • The Tower of Lloyd

Archaeological Society and Tourism Forum have permission to open Spire on dates submitted along with having relevant insurance and safety statement in place for agreement by Kells Town Council.

  • Kells Tourist Office

Open during office hours Monday to Friday.

Any Other Business

Cllr T. Grimes:

  • enquired as to present position in relation to retention of Court Services intown
  • stated that a Bus Eireann driver refused to drop off a passenger at the northern end of the town the previous Saturday and they had to alight at the Headfort Place stop

Cllr S. Drew requested that a letter be sent to the Department of Defence in relation to the old Garda Barracks/Defence Forces building on Canon Street asking if they would hand over the building as a number of local community groups would be interested in same.

Cllr B. Curran stated that the Roll of Honour Plaque had been removed from this building and requested that it be returned to the town.

The Cathaoirleach asked that a letter of thanks be sent to Oban Community Council in relation to members’ recent visit.

Cllr B. Collins raised the issue of Colmcille Walks in Derry and Donegal.

Members commended Voluntary Groups on their work in the town.

The Town Manager

-wished the Hay Festival Committee the best of luck with the upcoming Festival.

-welcomed Mafic Ireland to the BusinessPark and the creation of 70 jobs over an eighteen month period.
