Physical Activity Project Manager

Job Description

Salary Scale: Salary Scale 4 Manager A1 – A11 £26 916 - £32 194

Contract length: 2 years (subject to funding)

Reporting to: Chief Executive

Purpose of job

To coordinate the development and implementation of the Cambridgeshire Physical Activity Offer, the ‘Lets Get Moving Cambridgeshire’ objectives, in alignment with the Cambridgeshire Health & Wellbeing Strategy, working with the Physical Activity Locality Coordinators in the Local Authorities.

Principal duties

1.  To coordinate and develop partnerships with sporting, health and wellbeing, education, children and young peoples services and community stakeholders to identify and implement ways of working closer together to achieve collective ideals tackling sedentary behaviours within local communities

2.  To research and implement the sporting, recreational, health and well-being and active engagement needs of local populations for delivery of projects with local communities and groups in identified target wards, City/Districts or across the County as required

3.  Building on an understanding of local needs to identify key challenges and opportunities to coordinate and develop responses to these (on a local or countywide level) to improve the take up and access to physical activity services. In particular working closely with partners and stakeholders to actively target inactive user groups and in areas of health inequalities to increase their participation in sports and active lifestyles

4.  To develop from the Physical Activity Locality Coordinators action plans an overarching ‘Lets Get Moving Cambridgeshire’ action plan, considering a variety of approaches in commissioning delivery of sports and lifestyle development activities and promoting good practice, supporting service delivery within budget parameters, which is cost effective, of good quality and sustainable

5.  To be responsible for maximising the income opportunities to support ‘Lets Get Moving Cambridgeshire’ applying for grants and other funding for new opportunities and schemes to promote and enhance physical activity amongst target groups and residents

6.  To ensure all administration, monitoring and evaluation is completed fully and accurately and within deadlines in accordance with the requirements of the ‘Lets Get Moving Cambridgeshire’ contract. Assessment of District monthly programme performance against targets, with prompt, informed, actions taken to address any deficits in project performance, co-ordinated with the locality activator as necessary.

7.  To develop and coordinate the implementation of the Marketing and Communications Plan for ‘Lets Get Moving Cambridgeshire’

8.  To establish and maintain a ‘Lets Get Moving Cambridgeshire’ network with the 5 Physical Activity Locality Coordinators and contacts within key agencies, governing bodies and organisations in the area

9.  To coordinate the work of the Physical Activity Locality Coordinators liaising with relevant Local Authority colleagues, health, sporting and community representatives to engage and promote joint working across departments and organisations supporting national, regional and especially local projects (such as Active Fenland, Healthy Fenland)

10.  To support and attend regional and local forums in relation to sport, recreation and health and well-being, for the involvement of residents in the utilisation of local sport and recreational facilities, community centres and open spaces

11.  To maintain links with inactive and hard to reach communities and promote lifestyle, sporting and health projects to them and events which enable residents, groups and families to identify needs and develop skills, building community resilience

12.  To ensure and support delivery of high quality, safe, effective and fun physical activity opportunities are available to inactive user groups

13.  To ensure all activities are in compliance with statutory regulations in particular Health & Safety, Safeguarding, Privacy and Equal Opportunities and to ensure clarity and information sharing as appropriate between the different policies and procedures of ‘Lets Get Moving Cambridgeshire’ partners

14.  To provide operational supervision to casual workers, coaches, volunteers and contractors to ensure activities are delivered within the standards and parameters required

15.  To carry out any other duties as required which are appropriate to this role and commensurate with the grading of your post

Person Specification

Essential

·  A up-to-date knowledge of current issues and strategies relevant to sport and physical activity

·  Excellent communication skills, both written and oral with good attention to detail

·  Experienced in working in collaboration with a diverse set of organisations, communities and stakeholder groups and developing successful and focused partnerships

·  Strong project management with proven ability to plan, develop, manage and report on projects and work priorities

·  Good organisational and problem solving skills with an ability to work to targets and agreed timescales, managing multiple tasks and deadlines

·  Proactive attitude with a strong drive and enthusiasm

·  Experienced and high skill level in the use of spreadsheets, PowerPoint and word

·  Good people skills, including the ability to listen, build rapport, to empathise and motivate staff, volunteers, sub-contractors and inactive people

·  Good leading, influencing and negotiating skills

·  Confident in preparing and delivering presentations

·  Sound knowledge of equality and diversity issues, equal opportunities and health and safety legislation

Desirable

·  Experience in business development and budget management

·  Experience of performance management, including identification of good practice, research and analysis of data and use of performance management tools to report on outputs and impact

·  Educated to degree level or equivalent training and verifiable learning experience

·  At least one current NGB sports coaching minimum Level 2 or NQF Physical Activity Qualification to at least Level 3 with current Appointed Persons First Aid and Safeguarding Qualifications

·  Commitment to the principles of equity and safeguarding of children, young people and vulnerable adults and the achievement of quality standards and continuous improvement

Special Conditions:

There will be frequent requirement to work unsocial hours (evenings and weekends) and for travel around the partnership area and further afield which will necessitate the postholder having a current valid driving licence and access to a car available for work purposes with business cover insurance

The post holder will be required to undergo regular Safeguarding and First Aid training.

It is a 2 year programme with a public health investment of c£½ million but with a view to the identification of ongoing sources of funding after the initial two years, if positive evaluation outcomes are achieved.

Living Sport, the County Sports Partnership will engage the Project Manager (this post) and each of the 5 Districts (Huntingdonshire District Council, Fenland District Council, South Cambridgeshire District Council, East Cambridgeshire District Council, Cambridge City Council) will appoint a District Coordinator.

This collaborative initiative between Living Sport, the District Councils and their partners is to provide a countywide physical activity programme that will involve targeting areas and groups with high need. Whilst it references various existing initiatives such as Parkrun and Mile a Day these are purely for example purposes, not least because of their success in engaging participants. It is expected that the team delivering this project will engage with local people and in local communities to determine their needs, establish appropriate activities to reflect these, and effective marketing and communicating to reach targeted audiences.

Within the programme budget there is delivery, marketing and communications and monitoring and evaluation resource, some of this an extra in-kind contribution from Living Sport. The Project Manager will be responsible for coordinating marketing and communications and the effective monitoring and evaluation of all of the project activities.
