51. REVEREND JOHN APPLEGATE

The Chairman reported that Reverend John Applegate had resigned from the Community Committee.

RESOLVED: THAT it be noted that the Chairman and Members of the Community Committee thanked Reverend John Applegate for all his hard work and contribution as a member and Chairman of the Community Committee.

52. BROUGHTON REGENERATION

The Area Co-ordinator gave a brief presentation on the reasons surrounding the proposed Regeneration Strategy for Lower and Higher Broughton with specific reference to:-

Duncan Sutherland of In Partnership Limited gave a presentation on the Regeneration Strategy for Higher Broughton with specific reference to: -

Concerns were expressed with regard to (a) whether grants would be available to those who were employed as well as unemployed, (b) the situation for those residents who lived in the surrounding area, (c) the need for quick solutions to improve the area such as dealing with the amount of litter on the streets, (d) the lack of work done on Norton Street/Simmons Street/Gainsborough Street, (e) the deterioration of Kempster Street, (f) the lack of a police station/hospital or Old Peoples Home in the area, (g) why St. Paul’s Playing Fields had been allocated to Manchester Maccabi when Charlestown Football Club currently played on that pitch, (h) whether training would be available to increase opportunities for local people to gain employment, (i) the need for facilities in existing schools to be improved rather than new schools built, (j) the needs of families with children and how the City Council propose to involve them in the consultation process, (k) the boarded up properties on Clarence Street, (l) the need to obtain the views from doctors, police and bus drivers in the area, (m) those people who were frightened to leave their properties in the evening and how they would be included in the consultation process, (n) the consultation process which was due to be completed in spring 2002 with specific reference to when and where the next meeting would be held and how it would be advertised, and (o) vandalism in the area which would deter private investors from funding such proposals.

The Area Co-ordinator indicated that (i) different areas of Broughton had specific needs in terms of physical condition as there were those areas which required radical treatment whereas others required a management/maintenance focus. It was proposed that work would be carried out with each local community to ensure that clear plans were developed to improve each area, (ii) the City Council were striving to improve services in each area of the community, (iii) the three presentations highlighted a potential for how the area could be improved, (iv) it was proposed that all communities would be consulted within the next few months, (v) the harsh reality was that over the last 5/6 years there had been a reduction of new owner/occupiers coming into the area which had led to properties being left empty and the area deteriorating, therefore the City Council was working hard to retrieve the situation, (vi) there were private sector partners who were willing to invest in the area, (vii) if no action was taken the number of empty properties would increase and the area would decline further, (viii) the situation was different within each community and there was a need to develop plans which were area specific, (ix) there was a need to attract funding to the area as the City Council would never be able to resource the improvements needed, (x) there was a need to create job training and community facilities, (xi) in relation to consulting those families with children, officers would visit residents in their homes if required, when plans were being development for those areas, (xii) It was proposed that an open day would be held in Higher Broughton on a Sunday followed by an open day in Lower Broughton at which plans would be discussed in detail and the views of local residents would be taken on board and (xiii) there would be extensive publicity in relation to the further consultation events as information would be circulated to each Community Group and advertisements would be placed in local post offices and schools etc.

Councillor John Merry indicated that there was a need to engage more people in the consultation process and this meeting had been an opportunity to discuss the proposals in general but there would be further opportunity to discuss each element in detail at the public meetings or with local Ward Councillors which would enable the City Council to work together with the community to improve the area to that of which local residents would be proud.

The Chairman indicated that if there were specific problems with regard to grants local residents should contact the Director of Housing Services and in relation to the concerns expressed with regard to St. Paul’s Playing Fields, the proposed plans did identify the introduction of new playing fields in the area with changing facilities.

Councillor J. Murphy indicated that each consultant had presented outline plans for consideration and there was a need for the City Council and the local community to work together to progress such plans to improve the area.

The Area Co-ordinator reported that there would be further extensive consultation with both open days at Lower and Higher Broughton being an early opportunity for detailed questions.

RESOLVED: (1)THAT each Consultant be thanked for an informative presentation.

(2) THAT the concerns raised be noted.

(3) THAT progress reports be submitted at future meetings of the Community Committee on a three monthly basis.
