CSAC Update: Bryan Dickason – (see attached report) highlights below

Article in Washington Post that indicated young men are missing out on aid due to lack of completing the Selective Service requirement
Contacted by DOE to see if anything can be done to make things easier for California
If we see anything that may be an issue, contact CSAC
If CSAC agrees the issue will be forwarded
CSAC is working with DOE to resolve Selective Service Issue for Dreamers

DACA students are now eligible for residency
Which applications do they file?
CA Dream Act Applications
If a student is in our system as a resident – their GPA is not sent for AB540
Send all GPAs – both the non-SSN & regular GPA file with be matched
Will the manual be updated to reflect recent changes in regulations
BA Pilot program
Higher fees – will Cal Grant be used to offset “tuition” difference
All GPA files must be sent electronically for all Seniors 2016/2017
High schools have time to prepare
As GPA is sent – student is considered a financial aid applicant & FERPA doesn't apply
Students can opt out – notification is required to be sent out by October 15th for the following year
Will Community Colleges be able to submit an individual student records when absolutely necessary?
CSAC will be asking high schools to submit high school completion verification after they get schools systematically sending GPAs electronically

Bryan to follow up with “I Can” & CCCCO as the current understanding is 250,000 will be printed
He will suggest that preference will be given to Cash for College Workshops when ordering – if they are printed

If FAFSA moves to FAFSA as a Post Card, unlikely to have a different methodology
Asset ceilings are part of state law, we may need a supplemental paperwork

Federal Issues (Mike Dear)

Will be attending a the next listening schedule
Nothing happened with HEA this year
CCCSFAAA should draft a recommendation of what is most important to CCCs
Submit for early November meeting
Mike will create a draft & send it out for review
Request to include annual low participation rates
CCCCO provided some recommendations to Chancellor Harris, but it doesn't look like ACE got those recommendations

Financial Aid are working busily behind the scenes
Deadline January 26th is the deadline for the hotel registration & state rate of $125/night
Bryan exchanged his hotel points for the coffee for the conference
Last year we charged $275 for conference or $325 for membership & conference

Currently have 11 of 36 interest sessions
Integrated Financial Aid for Veterans x2, SSSP, Student Equity, Federal Topics (SULA x2, Verification, R2T4, Separation of Duties/Blue Book), student eligibility, Birds of a Feather (Peoplesoft, Banner, Datatel), Round Tables with agency experts (IRS, Social Services & Family Court, EDD), Outreach marketing round table, FERPA, TICAS, Consumer Information, E4FC x2, Ask CSAC
Invite Counselors/A & R (collaborate to maximize funding & student success)
Not okay to use BFAP for Counselors/A & R to attend CCCSFAAA Conference
Can use Student Equity funding as most low performing groups crossover
Conference will be $285 or $335 with membership

Will assign 3-4 sessions to each region to get presenters & moderators

New CSAC Lead Trainer

The Commission is pleased to announce Christine Draa as the lead trainer in the CSAC Institutional Support Unit. A new hire, Christine has extensive customer service and training experience. She will be attending the CASFAA conference and will be presenting at some of the CSC interest sessions

II. Applications are sorted by the application date, and awards are offered based on the following priority selection criteria:

1. Paid renewal students who have not reached their 23rd birthday as of July 1st of the award year.

2. New and non-paid renewal students who will be 22 years old as of July 1st of the award year.

3. New and non-paid renewal students who have dependents.

4. New and non-paid renewal students who have an unmet need of $5,000 or more.

5. New and non-paid renewal students who have an unmet need of less than $5,000.

•Paid renewal students are students who have received a Chafee payment.

•New and non-paid renewal students are students who have not received a Chafee payment

Once all the requirements are fulfilled, the Commission will offer awards based on the priority selection. Award notifications will be sent to the Chafee recipients.

Most common reason for delay in redistributing funds or reissuing checks:

Funds that are returned are redistributed (recycled). Do not write “void” on the check. This delays recycling of funds. A new check must be reissued – process can take up to 8 weeks. Funds returned with reason “Not Enrolled”, “Unable to Locate” or “Revised NAR” are placed in reserve for 21 days to allow for submission of School Change and a revised NAR to be submitted. Unreserved funds are used to offer additional awards using the Priority Selection Criteria.
