Performance and progress monitoring will be an integral component of the project design. The indicators specified in this draft logical framework will serve as a starting point for performance measurement. They will be adapted and further elaborated during the inception phase.

All indicators and targets for the action will be revised and finalised based upon the baseline survey and data collection, disaggregated by gender and age that will be carried out by the contractors during an inception phase. This will include a survey on the needs of the host communities.The action will also as an innovative element set up baselines on refugee movements and subsequently track these through the use of biometrics.

Energy provision should be based on an analysis of needs, challenges and of the most suitable technical solution in the specific camp/community taking into account factors such as availability of sustainable cooking solutions, distance to and reliability of the existing grid, number of beneficiaries, availability of off-grid renewable energy sources, etc.
