1. DEFINITIONS
1.1 Definitions
1.1.1 Committee - The committee of South East Storm Basketball Club
1.1.2 New Players - Players who have not played in a Junior Competition conducted by the South East Storm Basketball Club for the past six (6) months.
1.1.3 Officials and Staff Members of the Association -
Club Development Officer, Coaches, Members of any South East Storm Basketballcommittee, Referees, Referees' Co-ordinator
1.1.4 Club Team - A group of players put together by SESBC to play. Uniforms, training and all payments are collected be SESBC staff or volunteers.
1.1.5 Independent team - A group of players put together by someone other than SESBC. Uniforms, training and the collection of fees to be done by someone other than SESBC.
2. INTERPRETATION OF THE RULES
2.1 FIBA Official Basketball Rules and Official Interpretations shall apply unless otherwise provided in these By-laws.
2.2 Day to day interpretations of these bylaws shall be the responsibility of the most senior official present at the time. Appeals against these interpretations can be lodged in writing within 48 hours to the South East Storm Basketball Club President.
3. REGISTRATION OF PLAYERS
3.1 SESBC must receive a completed registration form from each player before the commencement of their first match.
3.2 SESBC reserves the right not to accept any nomination.
4. REGISTRATION OF TEAMS
4.1 SESBC must receive a completed registration form from each team before the advertised due date.
4.2 Late nominations may be accepted provided there are vacancies in the competition and full nomination fee payment is received with nomination.
4.3 SESBC reserves the right not to accept any nomination.
5. ELIGIBILTY TO PLAY
5.1Players mustbe registered with SESBC before commencing their first game.
5.2 Players must pay the registration fee before commencing their first game.
5.3 Players are only eligible to play one match per round per age group
5.4 The players full name and number must be entered on the scoresheet before the commencement of the game. The names of players listed on the score sheet but not present must be crossed off by the referees at half time.
5.5 A players age with reference to participating in a particular age group shall be determine by the players age as at 31st December in that year.
5.6 During the summer competition a players age will be determined on the players age as of 31st December in the year the competition concludes.
6. INTERCHANGE OF PLAYERS BETWEEN GRADES OR DIVISIONS
6.1 Players must play in their own age group.
6.2 Players can play in a higher grade if they are registered and play in their own age group.
6.3 SESBC has the power to waive the provisions of 6.1. A player can be given special permission to play above their own age group and not in their own age group if SESBC deems this to be in the best interest of the player. The player will be graded and the decision will be made by a selections committee.
7. FINALS ELIGILIBLITY
7.1Players must physically play at least 6 games for their registered team to be eligible to play in finals.
7.2 Byes are counted as a game played if the player is registered at the time of the bye.
7.3 Forfeits by the opposing team are counted as a game played if the player is registered at the time of the forfeit.
7.4 If a player through sickness, injury or other circumstances beyond their control, is prevented from playing in the required number of qualifying games, then SESBC shall have the power to waive the provisions of rule 7.1 provided an application is submitted in writing at least one week prior to competitions finals commencement date.
7.5 Any protest or dispute concerning the eligibility of a player to participate in the final series must be referred to the President in writing at least one week prior to competitions finals commencement date.
7.6 Any club or team found to have played an unqualified player in the final series will automatically forfeit the finals match and be disqualified from the remainder of the finals series.
7.7 If teams are unable to provided enough qualified players to participate in a finals match they may make written application prior to the commencement of the finals to:
7.7.1 Bring up a junior player(s) that has qualified in a lower age group for a team.
7.7.2 Additional qualified players can only make team total five (5) players (no substitutes on the bench).
8. GAMES COMMENCEMENT
8.1.Games must commence by the ten (10) minute mark of the first half or will be deemed a forfeit.
8.2 All teams require a minimum of four (4) players on the court to start the game.
8.3 All teams require a minimum of three players on the court once the game has started until the end of the game.
9. SCORERS
9.1 Each team must provide a competent scorer for each game.
9.2 For grand finals, SESBC will allocate persons to bench duties.
10. SCORESHEETS AND EQUIPMENT
10.1 SESBC will provide scoresheets at the commencement of each game. It is the team managers/coaches responsibility to make sure these are filled in correctly.
10.2 All scoresheets will be retained the SESBC
10.3 Copies of score sheets will be available on written request, at a cost set by SESBC.
10.4 Referees must complete score sheets before leaving the score bench at the conclusion of the game. Players who were absent must be crossed off the sheet.
11. SUPPLY OF BASKETBALLS
SESBC will provide the following match balls
U/10 - U/12...... Size 5
U/14 ...... Size 6
U/16W -Senior women.. Size 6
U/16M - Senior men...... Size 7
12. COMPETITION FIXTURES
12.1 The Director of the competition concerned shall be responsible for the drawing up and issuing of all fixtures to all teams participating in the competition.
12.2 An official fixture cannot be altered without the approval of the Director of the competition concerned.
13. COMPETITION POINTS
Points will be allocated as follows:
Win-3 points
Draw-2 points
Bye-2 points
Loss-1 point
Forfeit-0 point
If two (2) or more teams are level on points at the end of the qualifying round, the placing's will be decided on overall percentage.
14. UNIFORMS
14.1 Players are required to wear the team's registered uniform, consisting of numbered playing top and shorts with no pockets.
14.2 When matching playing shorts are available, all players in the team are required to wear these. If playing shorts are not available plain black shorts with no pockets are to be worn by the whole team.
14.3 Three weeks grace will be allowed from the commencement of the season for players to procure correct team uniforms. Extensions may be granted when SESBC is providing the uniforms.
14.4 New players joining a team during the course of the season will be allowed one (1) week to conform to the team uniform.
14.5 All players must wear appropriate non-marking shoes.
14.6 In junior games mouthguards are required to be worn whilst on the court during a game.
14.7 Piercings may be taped for one (1) week after being pierced, after which all piercings must be removed unless a medical certificate is received by the SESBC.
14.8 Headbands with a maximum width of five (5) cm made of non-abrasive cloth, pliable plastic or rubber may be worn.
14.9 No jewellery to worn during games
14.10 No long or sharp nails allowed during games
14.11 In the first three (3) weeks, numbered bibs can be obtained free of charge from SESBC. However, after this period, any player wearing a bib will be considered out of uniform unless the player has joined the club mid-season (14.4)
14.12 In the event of a colour clash
If the two teams are SESBC club teams, numbered bibs will be provided with no penalty. The second mentioned team on the scoresheet will wear the bibs.
If one or more of the teams is an independent team, numbered bibs will be provided with no penalty. The independent team or, in the case of two independent teams, the second team on the scoresheet will wear the bibs.
14.13 A Player is considered inappropriately dressed if:
They are not in a shirt of the same style and colour as the rest of their team.
They are wearing the same number as another player who has already legally taken the court.
14.14 Rule:
Any Player who is considered inappropriately dressed shall not be permitted to take the court.
14.15Penalty:
If after the third game independent teams do not comply with uniform rules, numbered bibs will be provided. This will incur a $20 fee, to cover laundry costs. The team will not be able to play their next scheduled game until the fee has been paid.
15. SPECIAL COMPETITION RULES
15.1 Boys and girls may play in the same team.
15.2 Boys teams may be fixtured to play girls teams.
15.3 There are no minimum number of girls required to play at any one time.
16. RULE MODIFICATIONS
16.1 TIMING
16.1.1 All junior matches shall consist of two nineteen minute halves with a running clock. Half time will be two (2) minutes.
16.1.2Junior GRAND FINALS ONLY will consist of two nineteen minute halves with the last three (3) minutes of the game fully timed.
16.1.3 Each team is allowed one time out per half.
16.1.4 In extreme weather conditions, umpires are allowed to call one time out each half.
16.1.5No Time-outs in the last three (3) minutes of both halves in juniorcompetitions, unless the last three (3) minutes are fully timed as in 16.1.2 above and the clock is stopped for the duration of the time out.
16.2 Under 10's
No finals series will take place.
Free throws will be taken from the front of the circle.
Defence - All teams must play man-to-man defence.
No double teaming in the back court.
5 second rule will not apply
If one side is beating the opposition by over 20 points, the stronger team is to pull back to within their defensive three point line.
NOTE. The coach of a team winning easily should use their discretion in very one sided games and have their players play half or even three quarter court defence.
16.3 Under 12's
Follow normal Rules except those outlined below.
Defence - All teams must play man-to-man defence.

16.4OTHER MODIFICATIONS
Other modifications to rules to suit a particular set of circumstances, not provided for within these by-laws are subject to board approval.
17. ZONE DEFENSE
It is illegal for all teams from under 14 down to play a zone defence. Referees shall issue a warning to the offending team. A technical foul is issued for subsequent breaches followed by the required penalty.
NOTE: Suspected breeches should be reported to either the Games Controller or an Umpires Supervisor.
18. ZERO TOLERANCE
Zero Tolerance Policy
All participants in South East Storm Basketball Club junior competitions must accept responsibility for their behaviour.
South East Storm Basketball Club reserves the right to ask any coach, manager, player, parent or spectator to immediately leave the venue should they
* Wilfully question or challenge the rulings of the referees
* Berate or abuse referees
* Berate or abuse players
* Berate or abuse other parents or spectators
* Display conduct which is deemed by the Games Controller or a member of the Junior Delegates Committee as inappropriate in a sporting environment
No warnings will be given in the event of the above action becoming necessary.
Any such ejection, or failure to leave the venue, will be referred to the junior competition Tribunal which may result in further formal actions being put in place.
Our aim is to nurture a safe competitive environment for all participants. We ask any person that feels they cannot refrain from the above unacceptable behaviour to not attend.
Please note that any action taken under this Zero Tolerance policy and procedure is entirely separate to any action that may be necessitated by State law under the Working with Children Check and any other relevant laws.
19. FORFEITED GAMES
19.1 Should a team of at least four (4) players not be ready to play within 10 minutes after the game clock starts, their opponents will be awarded the score 20-nil.
19.2 In the event of a forfeit, the opposing team will be awarded 3 points for a win.
19.3 In the event of a forfeit in the junior competition no fine will be given.
19.4 In the event of a non-notified forfeit in a junior competition a fine of $50.00 will be given.The team will not be able to play their next scheduled game until the fee has been paid.
20. TROPHIES AND AWARDS
20.1 Competition Directors shall have the power to allocate trophies to various grades and divisions and to decide upon awards for meritorious performance during domestic competitions.
20.2 In under 10's at the end of each season all players will receive a participation medal or award at the discretion of SESBC.
21. FINANCIAL STATUS
21.1 All registration fees are due before a player commences their first game.
21.2 All members must be financial before the due date advertised by SESBC.
21.3 Any members not financial by one game after the due date will not be able to take the court until all finances are paid.
21.4 Any member may request an extension of time in which to pay the balance of the fees. Requests for extensions must be put in writing and must be agreed upon by SESBC.
22. PLAYERS’ INSURANCE
Registered players are covered to some extent by insurance through SESBC. SESBC does not accept any liability for injuries sustained by any persons whilst participating in a competition fixtured at the stadium or any other venue. Unregistered players are not insured.
23. MISCONDUCT REPORTS
23.1 A complaint against a player, team, team official or spectator must be lodged in writing to the President / CDO within 48 hours of the alleged incident.
23.2 Any player, team, team official or spectator who has a complaint lodged against them shall be contacted within one week to respond to the complaint.
23.3 If any altercation breaks out in the game where the umpire is forced to stop the flow of the game, the umpire has the right to abandon the game.
23.4 Any player, team, team official or spectator who is reported for misconduct will incur the following penalties listed below. For misconduct not listed below, the penalty will be made at the discretion of the SESBC Committe.

24. ITEMS NOT PROVIDED FOR
The Board shall deal with any matter not provided for in these By-laws that comes within the objects of the Club.
25. AMENDMENTS
The Committee shall have the power to amend these By-laws at any meeting. A majority vote must carry any amendments moved and seconded at the meeting. SESBC must inform all teams of all changes made to these By-laws.
