CHIEF EXECUTIVE JOB DESCRIPTION
JOB TITLE:Chief Executive
HOURS:Part time initially – working towards full time
ACCOUNTABLE TO:Trustees through Chair
RESPONSIBLE FOR:Sitting Service Co-ordinator, Family Support Officer, Activities Officer, Parent Partnership Officers, Finance Worker
AIMS:To promote, develop and manage the work of Three Wings Trust in supporting families and young people with additional needs.
Main Objectives of the Post
- To lead and manage the charity to ensure it achieves its purpose
- To advise the Chair and the Trustees on key external, strategic and operational factors which affect the role, functions and policy options of TWT.
- To represent TWT in the public arena and promote and advocate its work with stakeholders.
RESPONSIBLE FOR:
- Organisational Development
- To ensure that the organisation has clear aims, objectives, policies, business plans and develops and implements suitable strategies and budgets capable of achieving them.
- To focus on quality, user involvement, service development, risk management and improvement and outcomes
- People Management
- To provide supportive and inspirational leadership, good communication and oversee the performance of all paid workers and volunteers.
- To ensure that effective systems are established and maintained for the recruitment, management, training, development and retention of workers and volunteers, in compliance with the organisation’s policies.
- Finance and Fundraising
- To develop and implement a fundraising strategy to ensure the long-term sustainability of the organisation and maximise statutory, voluntary and other income sources.
- To manage the organisation’s budget, ensuring appropriate expenditure in compliance with proper financial controls and funding requirements in consultation with the Treasurer and in support of the Finance Officer
- Promotion and External relations
- To ensure that the organisation implements and effective communications strategy to reach parents, funders and other relevant organisations
- To ensure close collaboration with funders, partners and members.
- Organisational Management
- To ensure that the organisation receives appropriate information and advice on all matters relevant to the discharge of its functions and legal responsibilities
- To ensure that internal systems and procedures are established and maintained that comply with all legal requirements, including Health and Safety and Safeguarding
- To attend supervision sessions with the Chair of the Trustees and to attend and submit regular written and verbal reports to monthly Trustee meetings.
- To take active steps to ensure that the organisation works within a framework of equal opportunities and anti-discriminatory practice.

Experience
- Working in the voluntary sector and understanding of the strategic, management and practical issues that small charities face
- Successful funding bids to Local Authorities and charitable trusts
- Organisational management and development
- Recruitment, management and development of staff and volunteers
- Financial management, full cost budgeting and oversight of income and expenditure.
- Experience of planning, co-ordinating and delivering new developments to specification
- Working with children and young people and their carers including safeguarding

- Experience of children and young people with special needs
- Development and implementation of successful business plans
- Experience of public presentations to raise the profile of the organisation
- Understanding of the commissioning processes within local government
- Use of powerpoint, publisher, cms for web
- Using outcomes assessment tools
Additional information:
Salary:pro rata £ 38,000-£42,000
Hours of work:initially 17.5 hours working toward 35 hours
Annual leave:25 days plus bank holidays
Probation period:6 months
