A meeting of the Playing Fields and Recreation Committee was held in the Parish Office
on17th November 2015.

15/11/29 Chairman’s remarks
The Chairman welcomed everyone to the meeting.
15/11/30 Apologies
On a proposal from Cllr Greenway, seconded by Cllr Mrs England, it was RESOLVED following a unanimous vote to accept apologies from Cllr Pikett, having considered and accepted his reason for absence. Cllr Watkin was absent but no apologies were received.
15/11/31 Disclosure of pecuniary interests
Cllr Lowen declared a personal interest in agenda item 11 as a resident of Field Close.
15/11/32Minutes
On a proposal from Cllr Mrs England, seconded by Cllr Mrs van Gelderen, it was unanimously RESOLVED following a vote thatthe notes of the meeting held on 22nd September2015be approved and signed as the minutes.
15/11/33Clerk’s Report
27.10.15 - Rob reported to the office and an email was sent to the PCSO to inform herthat a member of public had reported their concerns to him regarding a group of youths with vehicles at Manor Park who were firing BB guns at each other on the previous weekend. She consequently viewed the CCTV footage and was able to identify all the individuals involved. They have all been spoken to and given ‘very strong words of advice’ and they are now fully aware of the law in relation to firearms/BB guns. She has also discussed with them the appropriate location and use of such weapons along with the consequences should they fail to take on board her advice.

15/11/35Financial matters
- Members were provided with a financial report to date.
- On a proposal from Cllr Greenway, seconded by Cllr Hornsey, it was unanimously RESOLVEDfollowing a vote to agree the budget as presented for 2016/2017.

15/11/36 Welton Football Club
Mr Peachman reported that there has been an increase in dog fouling on the field. Signage will be reviewed. Dog bin to be installed at the far end of the field – price to be sought – agenda for next meeting. Include in article in the Welton News. Thanks were given by the club for the Emergency Access sign, it has made a difference.
15/11/37Bowls Club
- A date has been decided for the Annual Open Day and will be 28th August 2016.
- Quotes for the replacement of the wooden edging to the green are not yet available – agenda for next meeting.
15/11/38Welton Sports & Social Club
On a proposal from Cllr Greenway, seconded by Cllr Hornsey, it was unanimously RESOLVED following a vote to allow a Fun Day to take place on the playing field on Saturday 2nd July 2016.
15/11/39 Manor Park Facility matters
- Review of security measures – agenda for next meeting.
- On a proposal from Cllr Hornsey, seconded by Cllr Mrs van Gelderen, it was RESOLVED following a unanimous vote to accept the quote for the supply and installation of new pressure vessels for the hot water system.
- On a proposal from Cllr Greenway, seconded Cllr Mrs van Gelderen, it was unanimously RESOLVED following a vote to accept the quote for a small repair to the AGP.
- On a proposal from Cllr Hornsey, seconded by Cllr Mrs England, it was RESOLVED following a majority vote (4 for, 1 abstention) to accept the lowest quote for cutting the southern boundary hedge adjacent to Field Close.
- Request for flying model aircraft – confirm he is over 18 – rules and regulations regarding air space, how often will it be flown? Size of the aircraft? Make sure he checks with office if any events are planned, his address and a copy of insurance. On a proposal from Cllr Lowen, seconded by Cllr Greenway, it was unanimously RESOLVEDto invite him to attend a meeting to discuss the request with members. Further investigations to take place – defer to next meeting.
15/11/40 Play Areas
Update on grant funding for the refurbishment of the Ryland Road Playing Area – defer to next meeting.
15/11/41 Councillors’ Reports
Cllr Greenway announced that he will be standing down as Chairman of this committee at the next meeting due to having too many other commitments, but he will remain a member of the Committee.
