Report for 2013 - 2014

1. During the Rio de Janeiro exhibition held in November 2013, Peter McCann asked me to develop the Commission internet site. I have contacted various sponsors and was able to find enough funding for the site to be developed.

Special thanks go to the Vincent Graves Greene Research Foundation of Canada, the Association Internationale des Experts en Philatélie(AIEP) and the Royal Philatelic Society of London (RPSL) for their generous funding and to Mr. Jean Lafontaine, FRPSC, from Québec, who helped me develop the web site.

The internet web site has been active since February 2014. The site address is:

The following information is presently available on the site:

  1. Bureau members and contact information.
  2. Membership of the Commission by various countries (to be developed further in the near future).
  3. Power Point presentations (pdf files) of seminars made by members during FIP exhibition.
  4. Meeting minutes of Commission meetings.
  5. Expert Group reports of FIP exhibitions.
  6. Reports of the Commission to FIP.
  7. Links of sponsors and various worldwide sites on fakes and forgeries.
  8. Various information and articles published about the Expert Group at FIP exhibitions.
  9. Names of the delegates at the various meetings held by the Commission.

We would like to continue developing this interesting communication medium in the months to come with the following information:

  1. Contact each country members of the FIP and ask for their contact for the Commission.
  2. Give information on what each country is doing to fight against fakes & forgeries.
  3. Write up the history of the Commission.
  4. Develop a section on worldwide fakes and forgeries (information and various links).
  5. Finalize a presentation on undesirable issues not to be shown at FIP exhibitions.

2. The following Bureau members of the Commission were present at these FIP exhibitions as part of the Expert Group since the Jakarta (Indonesia 2012) exhibition:

  • Australia (2013) –Lim Sa Bee & Eduardo Escalada Goicoechea

- 62 items were removed from the frames to be examined.

  • Thailand (2013) –Lim Sa Bee

- 71 items were removed from the frames to be examined.

  • Rio de Janeiro (Brasiliana 2013) –Luis Fernando DiazRichard Gratton

- 82 items were removed from the frames to be examined.

The Expert Group reports are all available on the Commission web site.

3. A seminar was given at Brasiliana 2013 on fake covers from Brazil and the Province of Canada.

This seminar, based partly on previous work done by Paolo Comelli, was presented by me with the help of Mrs. Dila Eaton for Spanish translation. It was very well attended and the participants asked many questions and issued interesting comments. The seminar is available on the Commission web site.
